Techniques for using diazo materials in remote sensor data analysis
The use of data derived from LANDSAT is facilitated when special products or computer enhanced images can be analyzed. However, the facilities required to produce and analyze such products prevent many users from taking full advantages of the LANDSAT data. A simple, low-cost method is presented by which users can make their own specially enhanced composite images from the four band black and white LANDSAT images by using the diazo process. The diazo process is described and a detailed procedure for making various color composites, such as color infrared, false natural color, and false color, is provided. The advantages and limitations of the diazo process are discussed. A brief discussion interpretation of diazo composites for land use mapping with some typical examples is included

Meetings are held every second year and participation has grown steadily since the first Workshop was held in Helsinki, Finland, in 1980. Towards evaluation criteria in participatory flood risk management
Flood risk consists of complex and dynamic problems, whose management calls for innovative ways of engaging with a wide range of local stakeholders, many of whom lack the technical expertise to engage with traditional flood risk management practices. Participatory approaches offer potential for involving these stakeholders in decision-making, yet limited advice is available to users in choosing which techniques to employ and what they might expect them to deliver. Assessing the effectiveness of participatory approaches in local flood risk management is a critical step towards better understanding how community resilience is built. This paper presents a framework for evaluating participatory approaches to flood risk management that covers four evaluation elements (context, process, substantive and social outcomes). Practical success criteria are provided for evaluation, with references indicating where further advice and guidance can be sought. Criteria are tailored to the requirements of flood risk management, and aim to be sufficiently flexible for the framework to be easily transferable

The Nova OFP software is structurally as close as possible to the AP101 code; therefore, this document highlights and describes only those areas of the Nova OFP that are significantly different from the AP101. Life long learning in rural areas: a report to the Countryside Agency
Lifelong Learning is a broad umbrella term which includes many different kinds of provision and different forms of learning. At its heart is formal learning, often classroom based, or involving paper and electronic media, undertaken within educational institutions such as colleges and universities. It may or may not lead to an award and it includes learning undertaken for vocational reasons as well as for general interest. It encompasses what are sometimes also known as adult education, continuing education, continuing professional development (cpd), vocational training and the acquisition of basic skills. It may also include work-based learning, and may overlap with post compulsory (post 16) education, i.e. with further education and higher education, but normally applies to all ‘adult learning’ i.e. by people over the age of 19, in particular those who are returning to study after completing their initial education.
From the perspective of the individual learner, however, non-formal learning (organised, systematic study carried on outside the framework of the formal system) is also important. This forms a continuum with informal learning that occurs frequently in the process of daily living, sometimes coincidentally for example through information media or through interpretive provision (such as at museums or heritage sites ).
This report focuses on those aspects of adult learning which are directly affected by government policies, and thus of prime concern for rural proofing

The Roman Catholic Diocesan Boundary and American Madawaska, 1842-1870
The Webster-Ashburton Treaty of 1842, which established the Maine-New Brunswick boundary along the St. John River, divided the Acadian settlements in the valley. Among the questions this posed for residents and for church officials was the location of the diocesan boundary: would it follow national, or ethnic lines? The ultimate resolution - the parishes south of the river were transferred to the Diocese of Portland - depended not only on established Roman Catholic practice in matters of changing national boundaries, but also upon the personalities involved, including the bishops of Portland and Saint John and the parishioners on both sides of the river in Madawaska
Visible and near-ultraviolet spectroscopy at Thule AFB (76.5 N) from January 28 - February 15, 1988
Near-ultraviolet and visible spectrographs identical to those employed at McMurdo Station, Antarctica (77.8 S) during the austral spring seasons of 1986 and 1987 were used to study the stratosphere above Thule, Greenland (76.5 N) during early spring, 1988. Observations were carried out both at night using the direct moon as a light source, and during the day by collecting the scattered light from the zenith sky when solar zenith angles were less than about 94.5 degrees. Excellent meteorological conditions prevailed in the troposphere and stratosphere at Thule. Surface weather was extremely clear over most of the period, facilitating measurements of the direct light from the moon. The lower stratospheric arctic polar vortex was located very near Thule throughout the observing period, and temperature at the 30 mbar level were typically below -80 C above Thule, according to the National Meteorological Center daily analyses. Thus conditions were favorable for polar stratospheric cloud formation above Thule. Total column ozone abundances were about 350 to 400 Dobson units, and did not suggest a clear temporal trend over the observing period. Stratospheric nitrogen dioxide measurements were complicated by the presence of a large component of tropospheric pollution on many occasions. Stratospheric nitrogen dioxide could be identified on most days using the absorption in the scattered light from the zenith sky, which greatly enhances the stratospheric airmass while suppressing the tropospheric contribution. These measurements suggest that the total vertical column abundance of nitrogen dioxide present over Thule in February was extremely low, sometimes as low as 3 x 10 to the 14th per sq cm. The abundance of nitrogen dioxide increased systemically from about 3 x 10 to the 14th in late January to 1.0 x 10 to the 15th per sq cm in mid-February, perhaps because of photolysis of N2O5 in the upper part of the stratosphere, near 25 to 35 km
