    Large-scale educational telecommunications systems for the US: An analysis of educational needs and technological opportunities

    The needs to be served, the subsectors in which the system might be used, the technology employed, and the prospects for future utilization of an educational telecommunications delivery system are described and analyzed. Educational subsectors are analyzed with emphasis on the current status and trends within each subsector. Issues which affect future development, and prospects for future use of media, technology, and large-scale electronic delivery within each subsector are included. Information on technology utilization is presented. Educational telecommunications services are identified and grouped into categories: public television and radio, instructional television, computer aided instruction, computer resource sharing, and information resource sharing. Technology based services, their current utilization, and factors which affect future development are stressed. The role of communications satellites in providing these services is discussed. Efforts to analyze and estimate future utilization of large-scale educational telecommunications are summarized. Factors which affect future utilization are identified. Conclusions are presented

    Using adiabatic coupling techniques in atom-chip waveguide structures

    Adiabatic techniques are well known tools in multi-level electron systems to transfer population between different states with high fidelity. Recently it has been realised that these ideas can also be used in ultra-cold atom systems to achieve coherent manipulation of the atomic centre-of-mass states. Here we present an investigation into a realistic setup using three atomic waveguides created on top of an atom chip and show that such systems hold large potential for the observation of adiabatic phenomena in experiments.Comment: 10 pages, 6 figures, accepted for publication in Physica Scripta for the CEWQO2009 proceeding

    Star formation rates and chemical abundances of emission line galaxies in intermediate-redshift clusters

    We examine the evolutionary status of luminous, star-forming galaxies in intermediate-redshift clusters by considering their star formation rates and the chemical and ionsiation properties of their interstellar emitting gas. Our sample consists of 17 massive, star-forming, mostly disk galaxies with M_{B}<-20, in clusters with redshifts in the range 0.31< z <0.59, with a median of =0.42. We compare these galaxies with the identically selected and analysed intermediate-redshift field sample of Mouhcine et al. (2006), and with local galaxies from the Nearby Field Galaxy Survey of Jansen et al. (2000). From our optical spectra we measure the equivalent widths of OII, Hbeta and OIII emission lines to determine diagnostic line ratios, oxygen abundances, and extinction-corrected star formation rates. The star-forming galaxies in intermediate-redshift clusters display emission line equivalent widths which are, on average, significantly smaller than measured for field galaxies at comparable redshifts. However, a contrasting fraction of our cluster galaxies have equivalent widths similar to the highest observed in the field. This tentatively suggests a bimodality in the star-formation rates per unit luminosity for galaxies in distant clusters. We find no evidence for further bimodalities, or differences between our cluster and field samples, when examining additional diagnostics and the oxygen abundances of our galaxies. This maybe because no such differences exist, perhaps because the cluster galaxies which still display signs of star-formation have recently arrived from the field. In order to examine this topic with more certainty, and to further investigate the way in which any disparity varies as a function of cluster properties, larger spectroscopic samples are needed.Comment: 10 pages, 6 figures, MNRAS in pres

    This article explores connoisseurship in the context of fine art undergraduate assessment practice. I interviewed twelve fine art lecturers in order to explore and unpack the concept of connoisseurship in relation to subjectivity, objectivity and tacit practice. Building on the work of Bourdieu (1973, 1977, 1986) and Shay (2003, 2005), both of whom problematize the view that subjectivity and objectivity are binary opposites, my research illustrates the ways that connoisseurship is underpinned by informed professional judgements located in communities of practice. Within this particular conception of connoisseurship, the lecturers’ expertise is co-constituted in communities of assessors through participation and engagement. The space laser power system was shown to be feasible and a viable alternate to the microwave solar power satellite.     The orbit-to-orbit laser energy conversion system analysis established a mission model of satellites with various orbital parameters and average electrical power requirements ranging from 1 to 300 kW. The system analysis evaluated various conversion techniques, power system deployment parameters, power system electrical supplies and other critical supplies and other critical subsystems relative to various combinations of the mission model. The analysis show that the laser power system would not be competitive with current satellite power systems from weight, cost and development risk standpoints

    Although the ad vantages of capital budgeting models using discounted cash flaws are well known, small businesses continue to rely on non-discounted techniques in making capital budgeting decisions. This paper analyzes the financial environment in which small businesses operate that makes traditional capital budgeting models inappropriate. A capital budgeting technique is developed that is sensitive to the needs of small businesses and also meets the three-fold criteria for capital budgeting methods.

    This paper sets forth a capital budgeting technique that is both theoretically correct and sensitive to the special financing needs of the small business. This technique involves evaluating cash flows and determining if they are sufficient to meet the loan payment schedule. A sufficient amount of cash flow must remain after debt obligations are met to compensate the equity investment. Net operating cash flows are discounted at the cost of equity while the tax shield from interest and depreciation is discounted at the cost of debt
