    A Call for More Literature and Deeper Data. A Response to The Cultural Contours of Democracy: Indigenous Epistemologies Informing South African Citizenship

    This review provides a critical appraisal of Kubow and Min\u27s paper. It teases out their conception of liberalism and argues that the classical notion of liberalism as a political theory that advocates individual liberty based on assumptions of the unencumbered autonomous individual has lost currency. This is because over the years liberalism has mutated into a multiplicity of new forms, and there is no single view that can be said to define what it means to be a liberal. The paper raises methodological questions with respect to the use of focus group interviews. It implores researchers to first ask themselves whether they can tell what a person really believes on the basis of a few questions put to him in an interview

    The Challenges of E-learning in South Africa

    The University of South Africa (UNISA) is the largest open distance e-learning (ODeL) university in the continent of Africa, with a student headcount more than 300,000. Over two decades after the transition from apartheid to democracy, vast inequalities across race, class, gender and socio-economic status persist in South Africa, with the majority of the African people being the most affected. Demographically, the African people constitute about 80.8% of the country’s total population, compared to whites, who constitute a meagre 8.8%, yet African households carry the highest burden of poverty, living way below the official poverty line of $1.90/day as determined by the World Bank and other international agencies. This chapter explores these inequalities and ponders on the role of e-learning for this poorest section of society in a country where modern technological devises in the form of information and communication technologies (ICTs) and access to the Internet are perceived to be ubiquitous. South Africa’s Department of Higher Education and Training (DHET) commits to “an expansion of open and distance education and the establishment of more ‘satellite’ premises where universities or colleges provide classes at places and times convenient to students (including in rural areas)”. This chapter also explores the role of UNISA in the provision of distance learning through structured and sustainable e-learning

    The amalgamation of traditional African values and liberal democratic values in South Africa : implications for conceptions of education

    This study investigated the seemingly conflicting and incompatible ideological positions that post-apartheid South Africa appears to straddle. On the one hand, South Africa is an aspiring liberal democracy courtesy of its constitution of 1996, which is liberal in that it enshrines a wide range of rights and freedoms for the individual. On the other hand, the same constitution recognises the institution of traditional leadership, whose claim to power is hereditary and not by popular vote. Thus the study established that South Africa is an aspiring liberal democracy that is also heavily steeped in African traditions and cultures. It offered a rebuttal of the view that existence and recognition of traditional institutions of politics and governance in a liberal democracy is a fundamental contradiction. Drawing on the literature the study showed that liberal democracies such as Japan, the United Kingdom (UK), Belgium, The Netherlands and Spain, have had monarchies from time immemorial. But their monarchies are not a hindrance to either liberalism or liberal democracy. The study underscored the importance of Ubuntu as a socio-cultural discourse in South Africa, more so given that South Africa is an African country whose population is 80 per cent African. Concomitantly the study proposed a philosophy of education that amalgamates some aspects of liberal education with some aspects of African traditional education. Aspects of liberal education that were found to pertain to the amalgamation are ‘cultivating humanity’ and ‘narrative imagination’, while aspects of African traditional education are the values and principles implicit in Ubuntu, the latter understood as a humane normative concept. At a practical classroom level the study proposed that such an amalgamated philosophy of education would be attained through storytelling and the teaching of history through chronology and causation. As a form of ‘narrative’, storytelling reveals the finite in its fragile uniqueness and illustrates how the past influences and shapes the present, and how the present determines aspects of the past that are useful and meaningful today. Similarly the teaching of history through chronology and causation enables the students to organise their historical thought processes and construct their own probable historical narratives. The teaching of history through chronology and causation therefore offers the students multiple opportunities to gain a better understanding of historical events, and lessons that can be learn from such events.Psychology of EducationD.     Reflections on assessment in Open Distance Learning (ODL): the case of the University of South Africa (UNISA)

    The article explores the challenges of assessment in open distance learning (ODL). The authors argue that ultimately assessment should be about improving the quality of teaching and effective learning. It should be based on making expectations explicit and public, setting appropriate criteria and high standards for learning quality, systematically gathering, analyzing and interpreting evidence to determine how well performance matches expectations and standards, and using the resultant information to document, explain, and improve performance. However, getting all these variables to work in ODL presents mammoth challenges. How can ODL lecturers validate and authenticate students’ written work? How can they tell whether the students’ submitted work sufficiently reflects their knowledge and understanding? South Africa has inherited an unequal, racially skewed and inequitable educational provision from its apartheid past. This poses serious challenge for assessing quality. The article therefore seeks to understand these context-specific challenges of ODL assessment at UNISA

    Heidegger and Althusser on Quality Management Systems in Open and Distance Learning

    The quality management system (QMS), as an intricate of interacting elements, is a fundamental property of higher education and is fluid and very complex in nature. With this in mind, this chapter explores the symbiotic relationship between the notions of QMS and open and distance learning (ODL). Our thesis is that the notion of QMS is not value-free. Yet, it is a fundamental pillar of higher education institutions and commercial organizations. Among other things, it shall be argued that (1) constructs of Being and Becoming are the hidden epistemological and ontological dimensions of QMS and (2) QMS is a carrier of ideology. And to borrow from Michel Foucault, it shall be postulated that QMS perpetuates docile bodies. As such, this work shall draw on the works of Martin Heidegger and Louis Althusser
