The Paradox of Securitization within Uncertainty and European Integration
This article is a contribution to security sciences which underlines, on the basis of the multidisciplinary approach, the importance of skill levels in relation to the resistance to the securitization of security issues in connection with the development of European integration. It enriches the field of security management using the method of securitization as well as the the perspective of political science, sociology, and economic theory. Through the example of French referendum on the European constitutional treaty, it demonstrates the importance of skill level for the susceptibility of different population groups to the securitization of the topics of the campaign, namely within the context of the deepening of European integration, which respectively threatens certainty and increases uncertainty. The paper also draws attention to the possibility of emergence of the so-called paradox of securitization
Security Management – Systems Approach
The aim of the contribution is the use of the systems approach to treat security management as a practical field and new scientific discipline. The philosophy of systems approach to the solution of problems generally is an adequate methodological basis even for the theory of management. The path to the real optimization of security situation leads only through the holistic and solid solution. Applications of systems analysis and synthesis back up the fact, that systems approach and systems thinking should not absent in security objects. The truthfulness of the claim, that security management is a well-established discipline, depends on ongoing discussion that represents useful process of development of new scientific discipline. At the same time the rationality of science and systematism works as a counterbalance to irrational fear of the whole society, too. Which questions of security remain open in relation to „our interests“? Current problems of Europe should be solved systematically. It is necessary to define the space of interest (territorially the border of the EU or the Schengen area), to implement the system to the object with respect to the borders of the space, to specify the structure and subjects of decision making and implementation
KYBERNETICKÉ HROZBY A JEJICH TRENDY V BEZPEČNOSTNÍM MANAGEMENTU
Cílové procesy managementu institucí od podniku, přes správu po aliance jsou závislé na zajištění a spolehlivosti informací a znalostí. Totální digitalizace a kybernetizace většiny procesů vyžaduje odolnost a ochranu proti útokům a incidentům nového typu. Předjímat včas nová rizika je obtížnější než flexibilně reagovat na nový výskyt sociálně patologických a kriminálních ataků. Reaktivní přístup se nevyhne počátečním ztrátám, je však pragmatický. Příspěvek se zabývá vybranými kybernetickými hrozbami a trendy útoků v prostředí bezpečnostního managementu organizace. Institucionální struktura kybernetické bezpečnosti v České republice je tvořena systematicky shora od zákonných norem k implementaci, paralelně však ze zkušenosti s bezpečnostními systémy v klasickém prostředí a s ochranou podnikových informačních systémů

An increasing degree of turbulence, instability, uncertainty, complexity, and ambiguity is registered in the external environment of security management. Therefore, it is more important to efficiently create internal processes within the security management organizations themselves. One of the ways of the realization is to apply knowledge management in the practice of security management. The paper presents the results of the pilot research carried out at the Police Academy of the Czech Republic in Prague and contributes to the reduction of the consequences of the security risks through conceptual proposals
THE CYBER THREATS AND THEIR TRENDS IN SECURITY MANAGEMENT
Target processes of institutions management (from the enterprise, through the administration, to the alliances) are dependent on the provision and reliability of information and knowledge. Total digitization and “cybernation” of most of the processes require durability and protection against attacks and incidents of a new type. To anticipate timely the new risks is more difficult than to react flexibly to new socially pathological and criminal attacks. Reactive approach can’t avoid the initial losses, but this approach is pragmatic. The paper deals with some cyber threats and trends of attacks in an environment of the security management of the organization
