    Rights Myopia in Child Welfare

    For decades, legal scholars have debated the proper balance of parents\u27 rights and children\u27s rights in the child welfare system. This Article argues that the debate mistakenly privileges rights. Neither parents\u27 rights nor children\u27s rights serve families well because, as implemented, a solely rights-based model of child welfare does not protect the interests of parents or children. Additionally, even if well-implemented, the model still would not serve parents or children because it obscures the important role of poverty in child abuse and neglect and fosters conflict rather than collaboration between the state and families. In lieu of a solely rights-based model, this Article proposes a problem-solving model for child welfare and explores one embodiment of such a model, family group conferencing. This Article concludes that a problem-solving model holds significant potential to address many of the profound theoretical and practical shortcomings of the current child welfare system

    Momentum distribution in heavy deformed nuclei: role of effective mass

    The impact of nuclear deformation on the momentum distributions (MD) of occupied proton states in 238^{238}U is studied with a phenomenological Woods-Saxon (WS) shell model and the self-consistent Skyrme-Hartree-Fock (SHF) scheme. Four Skyrme parameterizations (SkT6, SkM*, SLy6, SkI3) with different effective masses are used. The calculations reveal significant deformation effects in the low-momentum domain of Kπ=1/2±K^{\pi}=1/2^{\pm} states, mainly of those lying near the Fermi surface. For other states, the deformation effect on MD is rather small and may be neglected. The most remarkable result is that the very different Skyrme parameterizations and the WS potential give about identical MD. This means that the value of effective mass, being crucial for the description of the spectra, is not important for the spatial shape of the wave functions and thus for the MD. In general, it seems that, for the description of MD at 0k3000\le k \le 300 MeV/c, one may use any single-particle scheme (phenomenological or self-consistent) fitted properly to the global ground state properties.Comment: 14 pages, 6 figure

    Childhood Cancer Survival in the Highly Vulnerable Population of South Texas: Persistent Challenges for Adolescents and Hispanic Ethnicity

    Background: This study examines childhood cancer survival rates and prognostic factors related to survival in the majority Hispanic population of South Texas (STX), whereas most other population studies in childhood cancer survival focus on populations with relatively few Hispanics. Methods: The population-based cohort study used Texas Cancer Registry data (1995-2017) to examine survival and prognostic factors. Results: The 5-year relative survival rate for STX cancer patients diagnosed at 0–19 years was 80.3% for all races/ethnicity. Hispanics had statistically significant lower 5-year relative survival rates than non-Hispanic Whites (NHW) for male and female together diagnosed at age ≥ 5 years. When comparing survival among Hispanics and NHW for the most common cancer, acute lymphocytic leukemia (ALL), the difference was most striking in the 15-19 years age range, with 47.7% Hispanic patients surviving at 5 years compared to 78.4% of NHW counterparts. The multivariable-adjusted analysis showed that males [hazard ratio (HR): 1.13], patients diagnosed at age \u3c 1 year (HR: 1.69), at 10–14 year (HR: 1.42), or at 15–19 years (HR: 1.40), and Hispanics (HR: 1.38) had significantly increased mortality risk compared to the corresponding counterparts for all cancers. Conclusions: STX Hispanics had lower 5-year relative survival than NHW especially for ALL. Male gender, diagnosis at age \u3c 1 year or 10–19 years were also associated with decreased childhood cancer survival. Despite advances in treatment, Hispanics lag significantly behind NHW. Further cohort studies in STX are warranted to identify additional factors affecting survival and to develop interventional strategies

    The SPHERE data center: a reference for high contrast imaging processing

    The objective of the SPHERE Data Center is to optimize the scientific return of SPHERE at the VLT, by providing optimized reduction procedures, services to users and publicly available reduced data. This paper describes our motivation, the implementation of the service (partners, infrastructure and developments), services, description of the on-line data, and future developments. The SPHERE Data Center is operational and has already provided reduced data with a good reactivity to many observers. The first public reduced data have been made available in 2017. The SPHERE Data Center is gathering a strong expertise on SPHERE data and is in a very good position to propose new reduced data in the future, as well as improved reduction procedures.Comment: SF2A proceeding

    A single evolutionarily divergent mutation determines the different FAD-binding affinities of human and rat NQO1 due to site-specific phosphorylation

    The phosphomimetic mutation S82D in the cancer-associated, FAD-dependent human NADP(H):quinone oxidoreductase 1 (hNQO1) causes a decrease in flavin-adenine dinucleotide-binding affinity and intracellular stability. We test in this work whether the evolutionarily recent neutral mutation R80H in the vicinity of S82 may alter the strong functional effects of S82 phosphorylation through electrostatic interactions. We show using biophysical and bioinformatic analyses that the reverse mutation H80R prevents the effects of S82D phosphorylation on hNQO1 by modulating the local stability. Consistently, in rat NQO1 (rNQO1) which contains R80, the effects of phosphorylation were milder, resembling the behaviour found in hNQO1 when this residue was humanized in rNQO1 (by the R80H mutation). Thus, apparently neutral and evolutionarily divergent mutations may determine the functional response of mammalian orthologues towards phosphorylation. © 2021 The Authors.
