    A novel license plate character segmentation method for different types of vehicle license plates.

    License plate character segmentation (LPCS) is a very important part of vehicle license plate recognition (LPR) system. The accuracy of LPR system widely depends on two parts; namely license plate detection (LPD) and LPCS. Different country has different types and shapes of LPs are available. Based on character position on LP, we can find two types of LPs over the world, single row (SR) and double rows (DR) LP. Most of the LPCS methods are generally used for SRLP. This paper proposed a novel LPCS method for SR and DR types of LPs. Experimental results shows the real-time effectiveness of our proposed method. The accuracy of our proposed LPCS method is 99.05% and the average computational time is 27ms which is higher than other existing methods

    Segmentation and recognition of Korean vehicle license plate characters based on the global threshold method and the cross-correlation matching algorithm.

    The vehicle license plate recognition (VLPR) system analyzes and monitors the speed of vehicles, theft of vehicles, the violation of traffic rules, illegal parking, etc., on the motorway. The VLPR consists of three major parts: license plate detection (LPD), license plate character segmentation (LPCS), and license plate character recognition (LPCR). This paper presents an efficient method for the LPCS and LPCR of Korean vehicle license plates (LPs). LP tilt adjustment is a very important process in LPCS. Radon transformation is used to correct the tilt adjustment of LP. The global threshold segmentation method is used for segmented LP characters from two different types of Korean LPs, which are a single row LP (SRLP) and double row LP (DRLP). The cross-correlation matching method is used for LPCR. Our experimental results show that the proposed methods for LPCS and LPCR can be easily implemented, and they achieved 99.35% and 99.85% segmentation and recognition accuracy rates, respectively for Korean LPs

    Russia–Ukraine crisis: The effects on the European stock market

    We examine the effect of the Russia–Ukraine crisis on the European stock markets. Because of increased political uncertainty, geographic proximity and the ramifications of the fresh sanctions imposed on Russia, the European stock markets tended to react negatively to this crisis. We find that on 21 February 2022, when Russia recognized two Ukrainian states as autonomous regions, European stocks incurred a significant negative abnormal return. Moreover, the negative stock price reactions continued in the post-event period. The magnitude of the stock price reactions to this crisis exhibits considerable variation across industries, countries and size of the company.© 2022 The Authors.     The impact of the Russia-Ukraine crisis on the stock market : Evidence from Australia

    This paper investigates the effect of the Russia–Ukraine crisis on the Australian stock market. Using the event study methodology, we find significantly negative abnormal returns on the event date (i.e., the first trading day after Russia recognized the two Ukrainian states as autonomous regions) in the Australian stock market. However, this negative stock market reaction mostly disappeared in the post-event period. We also find that small and medium-sized firms were adversely affected during the pre-event and event periods. Interestingly, the magnitude and the direction of the abnormal returns vary across industries. We also find that high-growth, illiquid and export-oriented firms are more exposed to the Russia–Ukraine crisis.© 2023 The Authors. Published by Elsevier B.V.     Big Data Analytics has gained tremendous momentum in many sectors worldwide. Big Data has substantial influence in the field of Learning Analytics that may allow academic institutions to better understand the learners needs and proactively address them. Hence, it is essential to understand Big Data and its application. With the capability of Big Data to find a broad understanding of the scientific decision making process, Big Data Analytics (BDA) can be a piece of the answer to accomplishing Bangladesh Higher Education (BHE) objectives. This paper reviews the capacity of BDA, considers possible applications in BHE, gives an insight into how to improve the quality of education or uncover additional values from the data generated by educational institutions, and lastly, identifies needs and difficulties, opportunities, and some frameworks to probable implications about the BDA in BHE sector.     Detection and recognition of illegally parked vehicles based on an adaptive gaussian mixture model and a seed fill algorithm.

    In this paper, we present an algorithm for the detection of illegally parked vehicles based on a combination of some image processing algorithms. A digital camera is fixed in the illegal parking region to capture the video frames. An adaptive Gaussian mixture model (GMM) is used for background subtraction in a complex environment to identify the regions of moving objects in our test video. Stationary objects are detected by using the pixel-level features in time sequences. A stationary vehicle is detected by using the local features of the object, and thus, information about illegally parked vehicles is successfully obtained. An automatic alarm system can be utilized according to the different regulations of different illegal parking regions. The results of this study obtained using a test video sequence of a real-time traffic scene show that the proposed method is effective

    Knowledge and attitude towards COVID-19 among adult people in Bangladesh: evidence from an online survey

    The objective of this study was to examine the levels and determinants of knowledge and attitudes toward COVID-19 among adult people in Bangladesh, using data from an online survey, conducted in May 2021. Descriptive and inferential statistical analysis were performed to extract findings from data. The survey covered 993 respondents. A high level (78.4%) of effective knowledge and positive attitude (78.6%) were observed among the Bangladeshi people. More than eighty percent of the respondents could correctly mention at least one important symptom, mode of transmission, and preventive measures of COVID-19. Good knowledge and positive attitudes were found to be significantly higher among males, living in Dhaka city, having a higher level of education, health professionals, and the wealthiest people. Knowledge about COVID-19 has significant association with positive attitude of people towards COVID-19. Despite the high level of knowledge and positive attitudes, there still prevails some misconceptions among a group of people, as one-third of the respondents opined that COVID-19 is a divine punishment and 13% were in favor of keeping it secrete if COVID-19 infection happen to them. The findings underscore the need for more educational program and behavior change communication (BCC) for the subgroups of the population that has been identified with poor knowledge and negative attitudes towards COVID-19

    Female Income Sensitivity to ODL Degree Awarding Programs: A Case Study in Bangladesh

    Bangladesh has been taken tremendous efforts to getting more girls into school following the MDG's, resulting in gender parity in enrollments in primary, secondary and tertiary levels in the past decades. The women contribution to GDP is also significantly increasing during the same period. There are two - a) on campus, and b) distance learning systems; are simultaneously running in Bangladesh. This project will examine female income sensitivity to degree awarding programs in Open and Distance Learning Systems (ODL) offered by Bangladesh Open University (BOU). A survey will be executed on female graduates or learners of BOU as how these programs affect income level considering the other relevant socio-economic factors. Then an econometric model will be performed to explain the income sensitivity to Distance Learning Program in Bangladesh. The study finds income is positively related to the HSC, and BBA degree offered by Bangladesh Open University. This project will also evaluate the effects of social awareness to distance learning system

    Inclusion and Access to Technology in ODL programs – A Case of Commonwealth Executive MBA Program in Bangladesh

    Distance learning process is a growing phenomenon across the world. The technological innovations can offer more effective techniques to distribute the academic knowledge in a more flexible way than that in campus learning system. This study will brief the current scenario of the access and inclusion issues of technology to the learners enrolled into different ODL programs, Commonwealth Executive Master of Business Administration (CEMBA) at significant relationship between the progress of the learners and the access Bangladesh Open University (BOU) in particular. This study will use an econometric technique to analyze the results using a primary data set collected from the regional learning centers across the country. Then, we will explain the current scenario of the learners’ access and inclusion into various technologies and the scope the use of technologies for the betterment of the CEMBA program. The study will also investigate the impact of technology use on the delivery of tutorials and student support services. This study finds there is no statistically and use of technologies. The study also finds that the learners’ expectation about technology use is very high and the sufficient resources or initiatives should be taken by the BOU to boost up use of technologies in CEMBA program
