    Occupational fatalities amongst farm workers in Ireland, 1992 – 2008

    working paperBackground: Whilst occupational fatalities amongst farm workers have been studied internationally little research has been published concerning farm fatalities or the demography farm fatalities in Ireland. Aims 1) To establish the incidence of farm fatalities during the 1992 – 2009 period in Ireland, 2) to explore the changing age profile of those experiencing fatal injuries on farms in Ireland. Methods: An official dataset containing the details of every fatal farm accident during the 1992 – 2009 period is used to evaluate changes in the number and age profile of farm fatalities in Ireland. Results: There were 304 deaths on farms during the 1992 – 2009 period in Ireland. The average number of annual fatalities is declining having fallen by 16% from 18 to 16 per year during this time. The fatality rate has however increased from 15 to 22 per 100,000 workers. This has been driven by a reduction in the number of workers employed on farms and, it is hypothesised, rapid ageing of the farm workforce. The demographic profile of those killed on farms changed significantly over the period. There are fewer deaths amongst younger cohorts. Older farmers, those over 55 years of age, now account for the vast majority of all fatal accidents. Conclusion: These findings highlight the changing nature of fatal farm incidents over the 1993 – 2009 period in Ireland. The increasing number of fatalities amongst older farmers suggests that Ireland’s Farm Safety Partnership needs to place greater emphasis of raising awareness amongst older farmers of fatality risks

    A Study of the Effectiveness of Risk Assessment and Extension Supports for Irish Farmers to Improve Farm Safety and Health Management

    Doctoral thesisThe agricultural sector workforce in Ireland and Internationally has a poor occupational safety and health (OSH) record. Given this situation, identifying approaches to improve OSH adoption on farms are urgently required, yet limited research has been conducted on this topic. In Ireland, legislation introduced in 2005 permitted the development of a Code of Practice (COP) in association with a Risk Assessment Document (RAD) for specific sectors to assist owners of small-scale enterprises and the self-employed to manage OSH. Two state agencies, the Health and Safety Authority and Teagasc – Agriculture and Food Development Authority, formed an alliance to undertake a Prevention Initiative to develop the COP and RAD for the agriculture sector and to assist farmers to use these documents to manage farm OSH and to assess the utility of the approach adopted. The Prevention Initiative firstly developed the RAD on a pilot basis and assessed its value in assisting farmers with OSH management in association with provision of short halfday training and follow-up extension. This was followed by circulation of COP documents, including the RAD, to farmers nationally and making available half-day training based on the RAD and associated OSH extension. A mixed-method research approach was implemented to assess the RAD utility and effectiveness while triangulation of data from different sources was undertaken to maximise the knowledge gained. Questionnaires were used among farmer participants (n=1,206) and Teagasc staff (n=54), who facilitated the training, to gain opinions of the RAD and of the training provided. RAD’s were assembled (n=475) and assessed for their completion levels and nature of controls specified for action by farmers. Farm audits were undertaken (n=94) to assess implementation of farm OSH controls in association with RAD use. A nationally representative survey of farmers (n=891) was used to establish levels of COP and RAD usage and farm accident levels. Farmers reported having a positive attitude to farm OSH. They rated the RAD developed on a pilot basis as the most helpful to them in assisting with OSH management when compared with other legal documents developed in Ireland for this purpose. Farmers perceptions of the causes of serious accidents were found to be at variance with objective data and it was concluded that use of the RAD was an effective means of accurate communications. The COP and RAD documents were used to a limited extent among the farming population and it was concluded that greater utility of these documents requires further support through training. Participation in training on RAD completion in the project pilot phase was motivated by farmers’ desire to improve farm OSH and to gain assistance in completing the legally required documents. Among training approaches used, participants rated using accident victim testimonials and visual approaches to show OSH controls most useful while the provision of information on farmers’ health and level of discussion during training as least useful. Most participants were willing to engage in further OSH farm-based extension including participation in further training and attending farm demonstrations. Following RAD completion, most farmers (78%) planned to make OSH changes for which farm resources were mainly available, but just over half (55%) implemented the changes they planned and these were identified as having a prior record of OSH adoption. Farmers identified a limited number of controls in the RAD for action and those who attended training specified a higher level , while controls specified were mainly physical in nature such as machinery and farm facilities improvement. RAD facilitators were satisfied with the content and structure of farmer RAD training and the majority (80%) were also satisfied with the training they received to provide RAD farmer training while those dissatisfied mainly felt that the training provided was too short. Advisors who facilitated RAD training when compared to those not allocated this role, subsequently reported providing higher levels of OSH advice. Farmers’ completion of the RAD with or without training (half-day) was not associated with reduced farm accident levels. Farm accident level was associated with farms where the farmer and spouse had off farm work, which were comparatively larger in scale. Being a Teagasc client or having received agricultural education was not associated with reduced farm accident levels. Overall the study indicates that farmers’ knowledge is not the limiting factor to OSH implementation as use of the RAD and training did not lead to OSH change among prior non-adopters. The study recommends further assessment of extension approaches which can motivate OSH adoption such as use of farmer discussion groups which have been shown to improve farm management and technology adoption

    Effect of Agricultural Practices on Nitrate Leaching

    Teagasc wishes to acknowledge with gratitude funding from the 2000-2006 EPA RTDI programme in financing this research project.End of project reportA farm-scale study, carried out at Teagasc, Moorepark (Curtin’s farm), examined the effect of four managements (treatments) on nitrate-nitrogen (NO3-N) leaching over the period 2001-`05. Leaching was measured in these treatments: (T1) plots receiving dirty water and N fertilizer which were grazed; (T2) 2-cut silage and grazing plots receiving slurry and fertilizer N; (T3) grazed plots receiving fertilizer N and (T4) 1-cut silage and grazing plots receiving slurry and fertilizer N. The soil is a free-draining sandy loam overlying Karstic fissured limestone. The mean direct N inputs (kg/ha) for T1-T4 in 2001-`04 were 311, 309, 326, 331, respectively, with stocking rates (LU/ha) of 2.12 - ~2.47. Eight ceramic cups per plot, in 3 replicate plots of each treatment, were used to collect water, on a weekly basis, from 1.0 m deep using 50 kPa suction. There were 33, 37, 26 and 24 sampling dates in the 4 years, respectively. The NO3-N and NH4-N concentrations (mg/l) were determined in the water samples. The annual average and weekly concentration of these parameters was statistically analysed for all years, using a repeated measures analysis. The aggregated data were not normally distributed. There was an interaction between treatment and year (p<0.001). Significant differences (p=0.05) in NO3-N concentrations showed between the treatments in years 1, 2, 4 but not in year 3. For the NH4-N data there was no interaction between treatment and year, p=0.12, or main effect of treatment, p=0.54 but there were differences between years, p=0.01. Mean weekly concentrations were analysed separately for each year. For NO3-N, in years 1, 2 and 4 there was an interaction between treatment and week (p<0.001). With NH4-N, there was an interaction between treatment and week in all 4 years. Dirty water was significantly higher than grazed and 1 cut silage in NO3-N concentrations in year 1; in year 2, dirty water and 2 cut silage were significantly higher than the other treatments while in year 4, dirty water and grazed were significantly higher than the other two treatments. The overall four-year weighted mean NO3-N and NH4-N concentrations were 8.2 and 0.297 mg/l. The NCYCLE (UK) model was adapted for Irish conditions as NCYCLE_IRL. The NCYCLE empirical approach proved to be suitable to predict N fluxes from Irish grassland systems in most situations. Experimental data appeared to agree quite well, in most cases, with the outputs from NCYCLE_IRL. The model was not capable of predicting data from some of the leaching experiments, which suggests that the observed leaching phenomena in these experiments could be governed by non-average conditions or other parameters not accounted for in NCYCLE_IRL. An approach that took into account denitrification, leaching and herbage yield would probably explain the differences found.     End of project reportImprovements in milking efficiency have a greater influence than any other aspect of the dairy farmers work on overall farm labour inputs (Whipp, 1992). In order to facilitate the examination of milking process labour inputs, the milking process may be divided into the following three components: herding pre and post milking (transfer of cows to and from the milking parlour); milking (milking tasks / work routines within the parlour); and washing (washing of milking machine and yard). Meanwhile, within milking specifically, the number of cows milked per operator per hour is the best measure of both the performance of the operator and the milking installation (Clough, 1978). This is affected by the following three factors: the milking times of the cows, the number and arrangement of the milking units, and the operator’s work routine (Whipp, 1992). The addition of extra milking units will only increase milking performance if the operator has idle time during milking (Hansen, 1999)

    End of Project ReportIt has been suggested that negative energy balance (NEB) in the immediate post-partum period is potentially an important factor in the association between increasing milk output and declining reproductive performance. The objective of this project was to design an experimental model that could be used to impose different degrees of NEB immediately after calving and to examine the effect of this model on dry matter intake (DMI), milk production, energy balance (EB), metabolic and reproductive hormonal profiles, the onset and pattern of post-partum ovarian cyclicity and reproductive physiology around AI. Two experiments were carried out to evaluate the effects of milking frequency and diet on DMI, production, energy balance and blood metabolites and hormones in the first 4 weeks after calving and subsequent reproduction. Reducing milking frequency from either thrice or twice daily to once daily reduced DMI but also reduced milk production. This resulted in a better EB in once daily milked cows in both experiments, the reduction being significant in the first. Milk production during the 4-week treatment period was reduced by 23 and 20 percent by reducing milking frequency from thrice to once daily in experiments 1 and 2, respectively. There was a reduction of approximately 10 percent in the cumulative yield up to week 20 of lactation in experiment 1 and of approximately 9 percent in total lactation yield in experiment 2. Reducing milking frequency resulted in increased plasma glucose, insulin and IGF-1 concentrations and reduced non-esterified fatty acid (NEFA) and beta hydroxybutyrate (BHB) concentrations. Conception rates to first service or overall pregnancy rates were not different between milking frequency treatments but once daily milking resulted in a shorter interval to first ovulation than thrice daily milking, due to a higher proportion of cows on this treatment ovulating the first post-partum dominant follicle. Increasing the energy density 2 of the diet increased DMI and milk production with no consequent effect on energy balance. Logistic regression on the combined data from the two experiments showed that lower energy intake, greater NEB and lower milk protein content and were significantly associated with poorer conception to first service. Lower plasma IGF-1 concentrations in experiment 2 were also associated with a lower conception rate to first service. A third experiment which investigated protein concentration in the concentrate combined with concentrate feeding level post calving (for two groups of cows in different body condition score at calving) showed no effect of post calving diet on BCS change. Overall the results suggest that reducing milking frequency to once per day during the first 4 weeks of lactation reduces NEB and appears to be a suitable strategy for altering energy balance at this time. However, the short-term reduction in milking frequency immediately post partum reduces total lactation yields. Blood metabolite and hormonal concentrations indicate better energy balance for cows milked once daily. Increasing dietary energy density or reducing the protein content of the diet does not appear to be effective in changing energy balance in early lactation. Decreased NEB in the first 4 weeks post-partum is associated with an improved conception rate to first service

    Magneto-optical trapping of bosonic and fermionic neon isotopes and their mixtures: isotope shift of the ^3P_2 to ^3D_3 transition and hyperfine constants of the ^3D_3 state of Ne-21

    We have magneto-optically trapped all three stable neon isotopes, including the rare Ne-21, and all two-isotope combinations. The atoms are prepared in the metastable ^3P_2 state and manipulated via laser interaction on the ^3P_2 to ^3D_3} transition at 640.2nm. These cold (T = 1mK) and environmentally decoupled atom samples present ideal objects for precision measurements and the investigation of interactions between cold and ultracold metastable atoms. In this work, we present accurate measurements of the isotope shift of the ^3P_2 to ^3D_3 transition and the hyperfine interaction constants of the ^3D_3 state of Ne-21. The determined isotope shifts are (1625.9\pm0.15)MHz for Ne-20 to Ne-22, (855.7\pm1.0)MHz for Ne-20 to Ne-21, and (770.3\pm1.0)MHz for Ne-21 to Ne-22. The obtained magnetic dipole and electric quadrupole hyperfine interaction constants are A(^3D_3)= (-142.4\pm0.2)MHz and B(^3D_3)=(-107.7\pm1.1)MHz, respectively. All measurements give a reduction of uncertainty by about one order of magnitude over previous measurements

    Imprinted genes influencing the quality of maternal care

    In mammals successful rearing imposes a cost on later reproductive fitness specifically on the mother creating the potential for parental conflict. Loss of function of three imprinted genes in the dam result in deficits in maternal care suggesting that, like maternal nutrients, maternal care is a resource over which the parental genomes are in conflict. However, the induction of maternal care is a complex and highly regulated process. Unsurprisingly many gene disruptions, as well as adverse environmental exposures in pregnancy, result in maternal care deficits. Recent compelling evidence for a more purposeful imprinting phenomenon comes from studying the impact of two imprinted genes, Phlda2 and Peg3, expressed in the placenta on the mother’s behaviour. The explicit demonstration that imprinted genes expressed in the offspring influence maternal behaviour lends significant weight to the hypothesis that maternal care is a resource that has been manipulated by the paternal genome

    Solar Carbon Monoxide, Thermal Profiling, and the Abundances of C, O, and their Isotopes

    A solar photospheric "thermal profiling" analysis is presented, exploiting the infrared rovibrational bands of carbon monoxide (CO) as observed with the McMath-Pierce Fourier transform spectrometer (FTS) at Kitt Peak, and from above the Earth's atmosphere by the Shuttle-borne ATMOS experiment. Visible continuum intensities and center-limb behavior constrained the temperature profile of the deep photosphere, while CO center-limb behavior defined the thermal structure at higher altitudes. The oxygen abundance was self consistently determined from weak CO absorptions. Our analysis was meant to complement recent studies based on 3-D convection models which, among other things, have revised the historical solar oxygen (and carbon) abundance downward by a factor of nearly two; although in fact our conclusions do not support such a revision. Based on various considerations, an oxygen abundance of 700+/-100 ppm (parts per million relative to hydrogen) is recommended; the large uncertainty reflects the model sensitivity of CO.
