    The Rights of Man in the World Community: Constitutional Illusions Versus Rational Action

    It is only from a perspective of centuries that the United Nations program for human rights can be accurately observed or rationally appraised. This program, too often thought to be at the periphery of the purposes of the United Nations, represents in fact the main core of rational objectives not only of the United Nations but of all democratic government. It represents the converging and integration on a global scale of many movements, movements hitherto restricted in areal diffusion but centuries-old and rooted deep in universal human nature and civilized culture. It is heir to all the great historic democratic movements—for constitutionalism, freedom, equality, fraternity, humanitarianism, liberalism, enlightenment, peace, opportunity, and so on It is the contemporary culmination of man\u27s long struggle for all his basic human values: for participation in the processes by which he is governed, equality before the law, and that wide sharing of power, both formal and real, which we call democracy; for sanctity of person, for freedom from arbitrary restraints and cruel and inhuman punishments, and for positive opportunity to develop latent talents for the enrichment and well-being of personality; for the enlightenment by which rational decisions can be made and for freedom of inquiry and opinion; for that fundamental respect for human dignity which both precludes discrimination based on race, sex, color, religion, political opinion, or other ground irrelevant to capacity and provides positive recognition of common merit as a human being and special merit as an individual; for access to resources to produce the goods and services necessary to maintain rising standards of living and comfort; for acquisition of the skills necessary to express talent and to achieve individual and community values to the fullest; for freedom to explain life, the universe, and values, to fix standards of rectitude, and to worship God or gods as may seem best; for affection, fraternity, and congenial personal relationships in groups freely chosen; for, in sum, a security which includes not only freedom from violence and threats of violence but also full opportunity to preserve and increase all values by peaceful, noncoercive procedures

    For a number of years sex differences on many varied topics have been popular studies for investigations. The old belief that the female was definitely inferior to the male has largely disappeared, and the female is rapidly taking her place in the competitive fields alongside the male. Racial and cultural differences alike have been subjected to various investigations, mainly in the field of psychology, and to a lesser extent in education. The research reported here is concerned with (1) the investigation of sex and cultural differences in the statewide examination of academic achievement as indicated by differences in the means of each test; (2) the investigation of sex and cultural differences in the organization of abilities indicated by (a) differences in the intercorrelation of the test and (b) differences in loadings of the factors central to the tests

    Development of Composite Sandwich Bonded Longitudinal Joints for Space Launch Vehicle Structures

    The NASA Composite Technology for Exploration (CTE) Project is developing and demonstrating critical composite technologies with a focus on composite bonded joints; incorporating materials, design/analysis, manufacturing, and tests that utilize NASAs expertise and capabilities. The project has goals of advancing composite technologies and providing lightweight structures to support future NASA exploration missions. In particular, the CTE project will demonstrate weight-saving, performance-enhancing composite bonded joint technology for Space Launch System (SLS)-scale composite hardware. Advancements from the CTE project may be incorporated as future block upgrades for SLS structural components. This paper discusses the details of the development of a composite sandwich bonded longitudinal joint for a generic space launch vehicle structure called the CTE Point Design. The paper includes details of the design, analysis, materials, manufacturing, and testing of sub-element joint test articles to test the capability of the joint design. The test results show that the composite longitudinal bonded joint design significantly exceeds the design loads with a 2.0 factor of safety. Analysis pre-test failure predictions for all sub-element bonded joint test coupons were all within 10% of the average test coupon failure load. This testing and analysis provides confidence in the potential use of composite bonded joints for future launch vehicle structures

    High-Throughput Screening of the Asymmetric Decarboxylative Alkylation Reaction of Enolate-Stabilized Enol Carbonates

    The use of high-throughput screening allowed for the optimization of reaction conditions for the palladium-catalyzed asymmetric decarboxylative alkylation reaction of enolate-stabilized enol carbonates. Changing to a nonpolar reaction solvent and to an electron-deficient PHOX derivative as ligand from our standard ­reaction conditions improved the enantioselectivity for the alkylation of a ketal-protected,1,3-diketone-derived enol carbonate from 28% ee to 84% ee. Similar improvements in enantioselectivity were seen for a β-keto ester derived and an α-phenyl cyclohexanone-­derived enol carbonate

A Pd-catalyzed, decarboxylative allylic alkylation, employing a trifluoromethylated derivative of t-BuPHOX, is utilized as the enantioselective step to form the critical quaternary carbon center in excellent yield and enantioselectivity. The product is converted in three steps to a late-stage intermediate previously used in the synthesis of hamigeran B

    Three-Dimensional Structure of Conotoxin tx3a: A m-1 Branch Peptide of the M-Superfamily

    The M-superfamily, one of eight major conotoxin superfamilies found in the venom of the cone snail, contains a Cys framework with disulfide-linked loops labeled 1, 2, and 3 (- CC1C2C3CC-). M-superfamily conotoxins can be divided into the m-1, -2, -3 and -4 branches, based upon the number of residues located in the third Cys loop between the fourth and fifth Cys residues. Here we provide a three-dimensional solution structure for the m-1 conotoxin tx3a found in the venom of Conus textile. The 15 amino acid peptide, CCSWDVCDHPSCTCC, has disulfide bonds between Cys1 and Cys14, Cys2 and Cys12, and Cys7 and Cys15 typical of the C1- C5, C2-C4, and C3-C6 connectivity pattern seen in m-1 branch peptides. The tertiary structure of tx3a was determined by 2D 1H NMR in combination with the combined assignment and dynamics algorithm for nuclear magnetic resonance (NMR) applications CYANA program. Input for structure calculations consisted of 62 inter- and intraproton, 5 phi angle, and 4 hydrogen bond constraints. The root-mean-square deviation values for the 20 final structures are 0.32 +/- 0.07 Å and 0.84 +/- 0.11 Å for the backbone and heavy atoms, respectively. Surprisingly, the structure of tx3a has a “triple-turn” motif seen in the m-2 branch conotoxin mr3a, which is absent in mr3e, the only other member of the m-1 branch of the M-superfamily whose structure is known. Interestingly, injection of tx3a into mice elicits an excitatory response similar to that of the m-2 branch peptide mr3a, even though the conotoxins have different disulfide connectivity patterns

    In their interactions in the larger arena, states and their surrogates may be observed to employ many different types of resources as bases of power and to make claims of many varying degrees in comprehensiveness of authority and in scope and duration of control over such resources. The more important resources so employed and subjected to claim include, apart from manpower, not only the land masses, in all their protean forms, but also the oceans, air space, outer space, polar areas, rivers and so on. Some of these resources, such as the oceans, air space over the oceans, and international rivers, which experience has demonstrated to admit of a high degree of shared use by reasonable mutual accommodation, have been generally regarded as not being subject to exclusive appropriation by particular states, and the only claims which states have reciprocally honored in traditional international law have been those asserting shared access and requiring reasonable accommodation among users. Other resources, such as the land masses and closely proximate waters and air space, have commonly been regarded as admitting only in modest degree of shared use and competence, and states have reciprocally honored each other\u27s claims to a most comprehensive and continuing, exclusive competence over such resources; indeed the very conception of the contemporary state embodies, as is well known, this high degree of exclusivity in the competence of a territorially organized group. The policies followed by the general community in this allocation of resources between inclusive and exclusive authoritative control have, building upon the experience that inclusive use and competence most often achieve the greatest production and widest distribution of goods and services for the benefit of all, established a very strong presumption in favor of the inclusive control of sharable resources, with exclusive control being protected only when it can be shown to contribute most to common interest
