    In convening the third session of the World Urban Forum in Vancouver, the United Nations Human Settlements Program has asked us to focus our attention on the Sustainable City and consider critical challenges across three sub-themes: • Urban Growth And Environment• Partnership And Finance• Social Inclusion And Cohesion. The key objective of this Forum is to improve understanding and agreement on ways forward to ensuring sustainable development in cities worldwide, in rich and in poor countries.     This External Review focuses on two aspects of the Urban Poverty and Environment Program (UPE): the extent to which the program meets its objectives; and the results and effectiveness of the Program. Approximately 190 people were interviewed, mostly IDRC’s research partners, including researchers, government and community leaders.     Paper originally prepared as an overview of the research project "Urban Research in the Developing World"This report provides an overview of a large-scale comparative examination of urban research in the developing world. Given the increasing significance of urbanization for the economy, urban poverty, the delivery of services, shelter and the environment, a more coherent strategy must be developed to support and sustain research. During the 1980s, governmental support for urban research has been seriously reduced in many countries, although the burgeoning of NGOs in this field (in some parts of the world) and the emergence of stronger programme support from international agencies are factors which convey hope in the immediate future. The report looks in detail at different patterns of urban research in Ltie various regions and sub-regions of the developing world, concluding that a new research agenda, one which responds more directly to the needs of local researchers and the current issues of urbanization, needs to be articulated.Ford Foundatio
