    Benefit-Cost Analysis for Transportation Planning and Public Policy: Towards Multimodal Demand Modeling

    This report examines existing methods of benefit-cost analysis (BCA) in two areas, transportation policy and transportation planning, and suggests ways of modifying these methods to account for travel within a multimodal system. Although the planning and policy contexts differ substantially, this report shows how important multimodal impacts can be incorporated into both by using basic econometric techniques and even simpler rule-of-thumb methods. Case studies in transportation planning focus on the California Department of Transportation (Caltrans), but benchmark California’s competencies by exploring methods used by other states and local governments. The report concludes with a list and discussion of recommendations for improving transportation planning models and methods. These will have immediate use to decision makers at Caltrans and other state DOTs as they consider directions for developing new planning capabilities. This project also identifies areas, and lays groundwork, for future research. Finally, by fitting the planning models into the broader context of transportation policy, this report will serve as a resource for students and others who wish to better understand BCA and its use in practice

    Dominance attributions following damage to the ventromedial prefrontal cortex

    Damage to the human ventromedial prefrontal cortex (VM) can result in dramatic and maladaptive changes in social behavior despite preservation of most other cognitive abilities. One important aspect of social cognition is the ability to detect social dominance, a process of attributing from particular social signals another person's relative standing in the social world. To test the role of the VM in making attributions of social dominance, we designed two experiments: one requiring dominance judgments from static pictures of faces, the second requiring dominance judgments from film clips. We tested three demographically matched groups of subjects: subjects with focal lesions in the VM (n=15), brain-damaged comparison subjects with lesions excluding the VM (n=11), and a reference group of normal individuals with no history of neurological disease (n=32). Contrary to our expectation, we found that subjects with VM lesions gave dominance judgments on both tasks that did not differ significantly from those given by the other groups. Despite their grossly normal performance, however, subjects with VM lesions showed more subtle impairments specifically when judging static faces: They were less discriminative in their dominance judgments, and did not appear to make normal use of gender and age of the faces in forming their judgments. The findings suggest that, in the laboratory tasks we used, damage to the VM does not necessarily impair judgments of social dominance, although it appears to result in alterations in strategy that might translate into behavioral impairments in real life

    A solution to the slow stabilisation of surface pressure sensors based on the Wilhelmy method

    Dynamic measurement of surface pressure is of particular interest in the field of Langmuir monolayers, where the change in surface pressure throughout an experiment can provide information on the properties of the monolayer forming material, or on the reaction kinetics of the monolayer’s interaction with other materials. One of the most common methods for the measurement of dynamic surface pressure is the Wilhelmy plate method. This method measures changes in the forces acting upon a thin plate of material at the air-water interface; this measurement is then converted to surface pressure. One version of this method, which uses filter paper plates at the air-water interface, is particularly popular due to their relatively low cost. However, it has been seen that the use of filter paper plates attached to a Wilhelmy balance requires an initial stabilisation period lasting several hours, during which the readings drift from the original baseline. Here the cause of this drift is explored, considering how changes in the weight of the plate over time influence the assumptions on which the surface pressure is derived from the measurements made by the Wilhelmy balance. A simple method for preventing this drift through pre-soaking of the filter paper plates is presented

    Dissolved oxygen sensing using an optical fibre long period grating coated with hemoglobin

    A long period grating fiber optic sensor coated with hemoglobin is used to detect dissolved oxygen. The sensitivity of this sensor to the ratio of dissolved carbon dioxide to dissolved oxygen is demonstrated via the conversion of carboxyhemoglobin to oxyhemoglobin on the sensor surface. The sensor shows good repeatability with a %CV of less than 1% for carboxyhemoglobin and oxyhemoglobin states with no measurable drift or hysteresis
