Improved variational principle for bounds on energy dissipation in turbulent shear flow

We extend the Doering-Constantin approach to upper bounds on energy dissipation in turbulent flows by introducing a balance parameter into the variational principle. This parameter governs the relative weight of different contributions to the dissipation rate. Its optimization leads to improved bounds without entailing additional technical difficulties. For plane Couette flow, the high-Re-bounds obtainable with one-dimensional background flows are methodically lowered by a factor of 27/32.Comment: 15 pages, RevTeX, 3 postscript figure

Defining benefit catalogues and entitlements to health care in Germany: Decision makers, decision criteria and taxonomy of catalogues

This paper studies the politico-economic reasons for the refusal of a proposed compulsory flood insurance scheme in Germany. It provides the rationale for such scheme and outlines the basic features of a market-orientated design. The main reasons for the political down-turn of this proposal were the (mis)perceived costs of a state guarantee, legal objections against a compulsory insurance, distributional conflicts between the federal government and the German states (Länder) on the implied administrative costs and the well-known samariter dilemma of ad-hoc disaster relief. The focus on pure market solutions proved to be an ineffective strategy for policy advice in this field. -- Während die Rahmenbedingungen für das deutsche Gesundheitssystem vom Gesetzgeber vorgegeben werden, obliegt die Bestimmung einzelner Leistungen bzw. Leistungsinhalte den Entscheidungsträgern der Selbstverwaltung. Dabei variiert die Genauigkeit der Leistungsdefinition zwischen verschiedenen Sektoren und Ausgabenträgern. Während die Leistungen einiger Ausgabenträger nur implizit definiert sind, ist der Leistungsumfang anderer Ausgabenträger bereits explizit als Leistungskatalog formuliert. Dabei orientiert sich die Mehrheit der Ausgabenträger an dem Leistungsumfang der gesetzlichen Krankenversicherung (GKV) und überträgt diesen in den eigenen Bereich. Die Leistungen, der Aufbau und der Inhalt der Leistungskataloge, die an der Definition der Kataloge beteiligten Akteure, sowie die Entscheidungskriterien für die Aufnahme neuer Leistungen in die Leistungskataloge der Sozialversicherungen werden in diesem Zusammenhang ausführlich dargestellt und analysiert.

The authors analyze empirically whether the impact of BITs and RTAs on bilateral FDI flows depends on the inclusion of two legal innovations: investor-state dispute settlement (ISDS) and pre-establishment national treatment (NT) provisions. Indeed, they find strong evidence that liberal NT provisions promote FDI. ISDS mechanisms appear to play a minor role. Pupil size dynamics predict dLGN firing mode over a wide range of timescales

Pupil size is a commonly used proxy for waking brain states such as arousal, and has been related to activity modulations in cortical sensory areas. Here, we asked whether the dorsolateral geniculate nucleus (dLGN), which provides sensory input to the visual cortex, is modulated by pupil-indexed arousal. Observing that the pupil size oscillates at multiple timescales, we developed a method to show that the spiking mode of the dLGN is predicted by pupil size oscillations over several of these timescales. Overall, we found that tonic spikes preferentially occurred during pupil dilation, while bursts occurred during contraction. These preferences could not be explained solely by pupil size per se or by the locomotion of the animal, and were also present during periods of stimulus viewing. We conclude that dLGN spiking activity is modulated by pupil-indexed arousal processes on various timescales, influencing the mode in which sensory signals are passed on to the cortex
