The road to success: drawing parallels between 'road' and 'research data' infrastructures to foster understanding between service providers, funders and policymakers [version 1; peer review: 2 approved]
Background: The work of data research infrastructure operators is poorly understood, yet the services they provide are used by millions of scientists across the planet. Policy and implications: As the data services and the underlying infrastructure are typically funded through the public purse, it is essential that policymakers, research funders, experts reviewing funding proposals, and possibly even end-users are equipped with a good understanding of the daily tasks of service providers. Recommendations: We suggest drawing parallels between research data infrastructure and road infrastructure. To trigger the imagination and foster understanding, this policy brief contains a table of corresponding aspects of the two classes of infrastructure. Conclusions: Just as economists and specialist evaluators are typically brought in to inform policies and funding decisions for road infrastructure, we encourage this to also be done for research infrastructure

Heavy Meson Production in NN Collisions with Polarized Beam and Target -- A new facility for COSY
The study of near--threshold meson production in pp and pd collisions
involving polarized beams and polarized targets offers the rare opportunity to
gain insight into short--range features of the nucleon--nucleon interaction.
The Cooler Synchrotron COSY at FZ--J\"ulich is a unique environment to perform
such studies. Measurements of polarization observables require a cylindrically
symmetrical detector, capable to measure the momenta and the directions of
outgoing charged hadrons. The wide energy range of COSY leads to momenta of
outgoing protons to be detected in a single meson production reaction between
300 and 2500 MeV/c. Scattering angles of protons to be covered extend to about
in the laboratory system. An azimuthal angular coverage of the
device around 98% seems technically achievable. The required magnetic
spectrometer could consist of a superconducting toroid, providing fields around

Coarsening of Surface Structures in Unstable Epitaxial Growth
We study unstable epitaxy on singular surfaces using continuum equations with
a prescribed slope-dependent surface current. We derive scaling relations for
the late stage of growth, where power law coarsening of the mound morphology is
observed. For the lateral size of mounds we obtain with . An analytic treatment within a self-consistent mean-field
approximation predicts multiscaling of the height-height correlation function,
while the direct numerical solution of the continuum equation shows
conventional scaling with z=4, independent of the shape of the surface current.Comment: 15 pages, Latex. Submitted to PR
Quantum Maxwell-Bloch equations for spatially inhomogeneous semiconductor lasers
We present quantum Maxwell-Bloch equations (QMBE) for spatially inhomogeneous
semiconductor laser devices. The QMBE are derived from fully quantum mechanical
operator dynamics describing the interaction of the light field with the
quantum states of the electrons and the holes near the band gap. By taking into
account field-field correlations and field-dipole correlations, the QMBE
include quantum noise effects which cause spontaneous emission and amplified
spontaneous emission. In particular, the source of spontaneous emission is
obtained by factorizing the dipole-dipole correlations into a product of
electron and hole densities. The QMBE are formulated for general devices, for
edge emitting lasers and for vertical cavity surface emitting lasers, providing
a starting point for the detailed analysis of spatial coherence in the near
field and far field patterns of such laser diodes. Analytical expressions are
given for the spectra of gain and spontaneous emission described by the QMBE.
These results are applied to the case of a broad area laser, for which the
frequency and carrier density dependent spontaneous emission factor beta and

Tight Combinatorial Generalization Bounds for Threshold Conjunction Rules
Abstract. We propose a combinatorial technique for obtaining tight data dependent generalization bounds based on a splitting and connec-tivity graph (SC-graph) of the set of classifiers. We apply this approach to a parametric set of conjunctive rules and propose an algorithm for effective SC-bound computation. Experiments on 6 data sets from the UCI ML Repository show that SC-bound helps to learn more reliable rule-based classifiers as compositions of less overfitted rules
Isotopic Scaling of Heavy Projectile Residues from the collisions of 25 MeV/nucleon 86Kr with 124Sn, 112Sn and 64Ni, 58Ni
The scaling of the yields of heavy projectile residues from the reactions of
25 MeV/nucleon 86Kr projectiles with 124Sn,112Sn and 64Ni, 58Nitargets is
studied. Isotopically resolved yield distributions of projectile fragments in
the range Z=10-36 from these reaction pairs were measured with the MARS recoil
separator in the angular range 2.7-5.3 degrees. The velocities of the residues,
monotonically decreasing with Z down to Z~26-28, are employed to characterize
the excitation energy. The yield ratios R21(N,Z) for each pair of systems are
found to exhibit isotopic scaling (isoscaling), namely, an exponential
dependence on the fragment atomic number Z and neutron number N. The isoscaling
is found to occur in the residue Z range corresponding to the maximum observed
excitation energies. The corresponding isoscaling parameters are alpha=0.43 and
beta=-0.50 for the Kr+Sn system and alpha=0.27 and beta=-0.34 for the Kr+Ni
system. For the Kr+Sn system, for which the experimental angular acceptance
range lies inside the grazing angle, isoscaling was found to occur for Z<26 and
N<34. For heavier fragments from Kr+Sn, the parameters vary monotonically,
alpha decreasing with Z and beta increasing with N. This variation is found to
be related to the evolution towards isospin equilibration and, as such, it can
serve as a tracer of the N/Z equilibration process. The present heavy-residue
data extend the observation of isotopic scaling from the intermediate mass
fragment region to the heavy-residue region. Such high-resolution mass
spectrometric data can provide important information on the role of isospin in
peripheral and mid-peripheral collisions, complementary to that accessible from

A multilevel neo-institutional analysis of infection prevention and control in English hospitals: coerced safety culture change?
Despite committed policy, regulative and professional efforts on healthcare safety, little is known about how such macro-interventions permeate organisations and shape culture over time. Informed by neo-institutional theory, we examined how inter-organisational influences shaped safety practices and inter-subjective meanings following efforts for coerced culture change. We traced macro-influences from 2000 to 2015 in infection prevention and control (IPC). Safety perceptions and meanings were inductively analysed from 130 in-depth qualitative interviews with senior- and middle-level managers from 30 English hospitals. A total of 869 institutional interventions were identified; 69% had a regulative component. In this context of forced implementation of safety practices, staff experienced inherent tensions concerning the scope of safety, their ability to be open and prioritisation of external mandates over local need. These tensions stemmed from conflicts among three co-existing institutional logics prevalent in the NHS. In response to requests for change, staff flexibly drew from a repertoire of cognitive, material and symbolic resources within and outside their organisations. They crafted 'strategies of action', guided by a situated assessment of first-hand practice experiences complementing collective evaluations of interventions such as 'pragmatic', 'sensible' and also 'legitimate'. Macro-institutional forces exerted influence either directly on individuals or indirectly by enriching the organisational cultural repertoire
Coherent matter wave inertial sensors for precision measurements in space
We analyze the advantages of using ultra-cold coherent sources of atoms for
matter-wave interferometry in space. We present a proof-of-principle experiment
that is based on an analysis of the results previously published in [Richard et
al., Phys. Rev. Lett., 91, 010405 (2003)] from which we extract the ratio h/m
for 87Rb. This measurement shows that a limitation in accuracy arises due to
atomic interactions within the Bose-Einstein condensate
Sustainable change: long-term efforts toward developing a learning organization
Globalization and intensified competition require organizations to change and adapt to dynamic environments in order to stay competitive. This article describes a longitudinal action research study supporting the strategic change of a trading company. The strategic change was accompanied by planned changes in organizational structures and processes, management systems, emerging changes in leadership, and organization membersâ attitudes and behaviors, and it was supported by management development activities. Longitudinal data over a 4-year period including participant observation and interviews reveal that a systemic approach, a learning and becoming perspective toward change, trust, an appropriate role perception, and the specific use of management instruments contribute to sustained change that resulted in performance improvements and a move toward a learning organization. We conclude with implications for strategic change and suggestions for further research in this area
