Waiting lists for low-income housing are years in length, and new-build construction of rental housing has fallen over the last two decades. Increasing the Affordability of Rental Housing in Canada: An Assessment of Alternative Supply-Side Measures
Homelessness is a serious social problem that is unlikely to be solved by grand proclamations or a single policy initiative. It is, more likely, to be solved by the introduction of innumerable changes both in how we understand the problem and how we approach its solution. In this paper we examine the costs and benefits of tax measures that would promote greater involvement of the private sector in the provision of affordable housing. We also examine the costs and benefits of a variety of regulatory initiatives. In an earlier era, centrally directed federal-provincial grant programs for housing run by governments and non-profit organizations were the means of providing affordable housing. Most of the proposals in this paper, in contrast, aim to harness the energy and the efficiency-promoting competition of the private sector. The focus is on decentralized decision-making. Some measures would depend heavily on individual entrepreneurs and non-profit organizations. Others would depend on municipal governments, whose program capacities have grown greatly in recent decades and whose closeness to their constituencies makes them well-placed both to develop and to deliver supportive measures. Our assessment of possibilities suggests that a low-income housing tax credit best balances effectiveness with the need to minimize costs on strained government budgets. Tax measures aimed at investors in multi-unit rental buildings are also likely to meet these criteria

The Transitional Stripped-Envelope SN 2008ax: Spectral Evolution and Evidence for Large Asphericity
Supernova (SN) 2008ax in NGC 4490 was discovered within hours after shock
breakout, presenting the rare opportunity to study a core-collapse SN beginning
with the initial envelope-cooling phase immediately following shock breakout.
We present an extensive sequence of optical and near-infrared spectra, as well
as three epochs of optical spectropolarimetry. Our initial spectra, taken two
days after shock breakout, are dominated by hydrogen Balmer lines at high
velocity. However, by maximum light, He I lines dominated the optical and
near-infrared spectra, which closely resembled those of normal Type Ib
supernovae (SNe Ib) such as SN 1999ex. This spectroscopic transition defines
Type IIb supernovae, but the strong similarity of SN 2008ax to normal SNe Ib
beginning near maximum light, including an absorption feature near 6270A due to
H-alpha at high velocities, suggests that many objects classified as SNe Ib in
the literature may have ejected similar amounts of hydrogen as SN 2008ax,
roughly a few x 0.01 M_sun. Early-time spectropolarimetry (6 and 9 days after
shock breakout) revealed strong line polarization modulations of 3.4% across
H-alpha, indicating the presence of large asphericities in the outer ejecta.
The continuum shares a common polarization angle with the hydrogen, helium, and
oxygen lines, while the calcium and iron absorptions are oriented at different
angles. This is clear evidence of deviations from axisymmetry even in the outer
ejecta. Intrinsic continuum polarization of 0.64% only nine days after shock
breakout shows that the outer layers of the ejecta were quite aspherical. A
single epoch of late-time spectropolarimetry, as well as the shapes of the
nebular line profiles, demonstrate that asphericities extended from the

A Spectroscopic Study of Type Ibc Supernova Host Galaxies from Untargeted Surveys
We present the largest spectroscopic study of the host environments of Type
Ibc supernovae (SN Ibc) discovered exclusively by untargeted SN searches. Past
studies of SN Ibc host environments have been biased towards high-mass,
high-metallicity galaxies by focusing on SNe discovered in galaxy-targeted SN
searches. Our new observations more than double the total number of
spectroscopic stellar population age and metallicity measurements published for
untargeted SN Ibc host environments, and extend to a median redshift about
twice as large as previous statistical studies (z = 0.04). For the 12 SNe Ib
and 21 SNe Ic in our metallicity sample, we find median metallicities of
log(O/H)+12 = 8.48 and 8.61, respectively, but determine that the discrepancy
in the full distribution of metallicities is not statistically significant.
This median difference would correspond to only a small difference in the mass
loss via metal-line driven winds (<30%), suggesting this does not play the
dominant role in distinguishing SN Ib and Ic progenitors. However, the median
metallicity of the 7 broad-lined SN Ic (SN Ic-BL) in our sample is
significantly lower, log(O/H)+12 = 8.34. The age of the young stellar
population of SN Ic-BL host environments also seems to be lower than for SN Ib
and Ic, but our age sample is small. A synthesis of SN Ibc host environment
spectroscopy to date does not reveal a significant difference in SN Ib and Ic
metallicities, but reinforces the significance of the lower metallicities for
SN Ic-BL. This combined sample demonstrates that galaxy-targeted SN searches
introduce a significant bias for studies seeking to infer the metallicity
distribution of SN progenitors, and we identify and discuss other systematic
effects that play smaller roles. We discuss the path forward for making

An occupational therapy intervention for residents with stroke related disabilities in UK care homes (OTCH): cluster randomised controlled trial
Objective To evaluate the clinical efficacy of an established programme of occupational therapy in maintaining functional activity and reducing further health risks from inactivity in care home residents living with stroke sequelae.
Design Pragmatic, parallel group, cluster randomised controlled trial.
Setting 228 care homes (>10 beds each), both with and without the provision of nursing care, local to 11 trial administrative centres across the United Kingdom.
Participants 1042 care home residents with a history of stroke or transient ischaemic attack, including those with language and cognitive impairments, not receiving end of life care. 114 homes (n=568 residents, 64% from homes providing nursing care) were allocated to the intervention arm and 114 homes (n=474 residents, 65% from homes providing nursing care) to standard care (control arm). Participating care homes were randomised between May 2010 and March 2012.
Intervention Targeted three month programme of occupational therapy, delivered by qualified occupational therapists and assistants, involving patient centred goal setting, education of care home staff, and adaptations to the environment.
Main outcome measures Primary outcome at the participant level: scores on the Barthel index of activities of daily living at three months post-randomisation. Secondary outcome measures at the participant level: Barthel index scores at six and 12 months post-randomisation, and scores on the Rivermead mobility index, geriatric depression scale-15, and EuroQol EQ-5D-3L questionnaire, at all time points.
Results 64% of the participants were women and 93% were white, with a mean age of 82.9 years. Baseline characteristics were similar between groups for all measures, personal characteristics, and diagnostic tests. Overall, 2538 occupational therapy visits were made to 498 participants in the intervention arm (mean 5.1 visits per participant). No adverse events attributable to the intervention were recorded. 162 (11%) died before the primary outcome time point, and 313 (30%) died over the 12 months of the trial. The primary outcome measure did not differ significantly between the treatment arms. The adjusted mean difference in Barthel index score at three months was 0.19 points higher in the intervention arm (95% confidence interval −0.33 to 0.70, P=0.48). Secondary outcome measures also showed no significant differences at all time points.
Conclusions This large phase III study provided no evidence of benefit for the provision of a routine occupational therapy service, including staff training, for care home residents living with stroke related disabilities. The established three month individualised course of occupational therapy targeting stroke related disabilities did not have an impact on measures of functional activity, mobility, mood, or health related quality of life, at all observational time points. Providing and targeting ameliorative care in this clinically complex population requires alternative strategies
The type IIb SN 2008ax: spectral and light curve evolution
We present spectroscopy and photometry of the He-rich supernova (SN) 2008ax.
The early-time spectra show prominent P-Cygni H lines, which decrease with time
and disappear completely about two months after the explosion. In the same
period He I lines become the most prominent spectral features. SN 2008ax
displays the ordinary spectral evolution of a type IIb supernova. A stringent
pre-discovery limit constrains the time of the shock breakout of SN 2008ax to
within only a few hours. Its light curve, which peaks in the B band about 20
days after the explosion, strongly resembles that of other He-rich
core-collapse supernovae. The observed evolution of SN 2008ax is consistent
with the explosion of a young Wolf-Rayet (of WNL type) star, which had retained
a thin, low-mass shell of its original H envelope. The overall characteristics
of SN 2008ax are reminiscent of those of SN 1993J, except for a likely smaller
H mass. This may account for the findings that the progenitor of SN 2008ax was
a WNL star and not a K supergiant as in the case of SN 1993J, that a prominent
early-time peak is missing in the light curve of SN 2008ax, and that Halpha is
observed at higher velocities in SN 2008ax than in SN 1993J.Comment: 10 pages, including 8 figures and 4 tables. Accepted for publication

An ultraviolet-optical flare from the tidal disruption of a helium-rich stellar core
The flare of radiation from the tidal disruption and accretion of a star can
be used as a marker for supermassive black holes that otherwise lie dormant and
undetected in the centres of distant galaxies. Previous candidate flares have
had declining light curves in good agreement with expectations, but with poor
constraints on the time of disruption and the type of star disrupted, because
the rising emission was not observed. Recently, two `relativistic' candidate
tidal disruption events were discovered, each of whose extreme X-ray luminosity
and synchrotron radio emission were interpreted as the onset of emission from a
relativistic jet. Here we report the discovery of a luminous
ultraviolet-optical flare from the nuclear region of an inactive galaxy at a
redshift of 0.1696. The observed continuum is cooler than expected for a simple
accreting debris disk, but the well-sampled rise and decline of its light curve
follows the predicted mass accretion rate, and can be modelled to determine the
time of disruption to an accuracy of two days. The black hole has a mass of
about 2 million solar masses, modulo a factor dependent on the mass and radius
of the star disrupted. On the basis of the spectroscopic signature of ionized
helium from the unbound debris, we determine that the disrupted star was a
