    A School Funding Formula for Philadelphia: Lessons from Urban Districts Across the United States

    This report examines how a new, comprehensive state education funding formula, if adopted by Pennsylvania, would impact the School District of Philadelphia. After comparing Philadelphia with 10 other big city districts across the country, the analysis concludes that a state formula based on district needs, demographics, and ability to pay -- such as those used in most states -- would not necessarily provide a substantially higher level of aid for urban districts. Equally important, the analysis finds, is the overall amount of state spending on education. According to the report, per-pupil funding for Philadelphia schools was less than that of seven of the 10 other districts studied­ -- all of which were in states with funding formulas

    We study transport properties of alkaline-earth atoms governed by the Kondo Lattice Hamiltonian plus a harmonic confining potential, and suggest simple dynamical probes of several different regimes of the phase diagram that can be implemented with current experimental techniques. In particular, we show how Kondo physics at strong coupling, low density, and in the heavy fermion phase is manifest in the dipole oscillations of the conduction band upon displacement of the trap center.Comment: 5 pages, 4 figure

    Taking services seriously: how policy can stimulate the 'hidden innovation' in the UK’s services economy

    Policy could have an important role in stimulating innovation in services. However, policymakers have lacked robust evidence showing how these sectors innovate. Drawing on a survey of more than 16,000 firms, this research reveals the high levels of ‘hidden innovation’ in some services sectors, especially in how they develop new business models and exploit technology. But the research also reveals that innovation is confined to a minority of service firms, and that many lack the skilled personnel or intelligence on markets and technology that would enable them to become more innovative. Because of their dominance in the economy, improved performance by the UK’s services sectors is necessary if we are to significantly close the productivity gap between the UK and other leading nations. However, if we are to take innovation in services seriously, we must recognise that they innovate differently from advanced manufacturing. We need policies to support increased training and development, and the effective dissemination and exploitation of technology
