THE HUMAN RESOURCESâ DEVELOPMENT IN THE CONTEXT OF ROMANIAN ADMINISTRATIVE REFORM APPLICATION
In order to align the Romanian public sector to the quality standards of the European sector, in order to increase the efficiency of the public institutions (that appear on the central and local level) in order to increase their capacity to apply the administrative reform, to strengthen and develop their human resources department, there must be put in front the flexible personnel management policies, which imposes the review of the entire labor legislation (including the administrative personellâs payroll field) and the development of a new labor position. From this perspective, this work includes two delicate aspects, extremely actual and important from the managerial point of view for the public institutions, meaning: the practicsâ flexibility in the human resourcesâ management; the payroll â major component of the human resourcesâ development in the administration.flexibility, payroll, personnel management, reform.
Professional performance evaluation within the Romanian administrative system
The current economic crisis, manifested in the entire world, highlights the need for sustained involvement of the local and regional authorities in each country, in conceiving and implementing Community policies (which already exist at European level) having an essential role in implementing the economic plans achievement. This view was shared by all European Union Member States, of which Romania is part, since 2007. Therefore, the economic crisis which is reflected in the Romanian society today, requires prompt and sustained intervention by the authorities in the execution of the economic recovery plan, implying the community strategies, due to sharply budgetary expenses cut, which is found in all European countries. In order to achieve this major objective, the Romanian authorities should have qualified and properly motivated personnel through an adequate remuneration, according to the training, skills, responsibilities and especially individual performance obtained at each position, as it happens in most developed countries of the European Union. In this context, this study approaches the issues related to the performance evaluation of the public sectorâs employees. Considering the fact that strengthening and developing the human resources segment is a strategic goal of the Romanian administration for the period 2008 - 2013, which will lead to modernizing it and making it more efficient (at both central and local level), the personnel performance evaluation, at the organizational level represents a fundamental activity from the human resourcesâ management perspective.performance evaluation, performance indicatorsâ system, human resources management, Romanian administration.
THE PERSONNEL MANAGEMENT REFORM IN THE CONTEXT OF THE GOVERNANCE BEING INTEGRATED WITHIN THE SOCIETY
The current economic crisis, experienced worldwide, proves the necessity of a well done government, by strong implication from the local and regional authorities from each county, in compiling and executing community strategies (that already exist at an European level), having an essential part in executing the economical revival program. In order to achieve this objective, authorities must have qualified and motivated personnel through an adequate compensation, depending on their aptitudes, responsibilities and especially considering their individual performances, the same way it happens in most of the developed countries in the European Union. This study approaches the problems referring to the conception of some flexible norms which rule over the personnel management in the public sector by using decentralization and development of new working places, by improving and revising the entire labor legislation in Romania.governance, human resources' management, flexibility, decentralization, and payroll.

ASSESSMENT OF THE SUSTAINABLE URBAN DEVELOPMENT LEVEL THROUGH THE USE OF INDICATORS OF SUSTAINABILITY
In this paper the authors analized the evolution of four major cities of Romania between 2006-2008, with the goal to compare and rank them in terms sustainable development. To meet this goal, we have choosed indicators of sustainability at urban level, grouped in four categories (economic, social, environmental and natural resources). For each city was calculated an overall score. The comparation of these scores could be used to diferentiate the cities in terms of sustainability in each year and the evolution during a period of three years, and provides important informations about the measures that can be applied for future improvement.sustainable development, indicators, monitoring, city, comparison, ranking.

ANALYSIS OF E-COMMERCE ADOPTION IN ROMANIA
The goal of the present paper was to analyse the attitude of Romanians towards e-commerce. A questionnaire composed by 25 questions was designed to gather the necessary information about: how much the Romanians are willing to spend in on-line stores, which are the most popular products purchased, how much are satisfied with the e-commerce services, their confidence in e-commerce transactionsadoption, confidence, e-commerce, on-line shopping.
