    Application of the Scaling Functions to Nonparametric Regression

    For estimating regression function we can use many proceedings. In this paper, we have chosen to apply scaling functions to the estimation of regression functions. When one knows many bivariate date with the values of two variables, in the goal to express a correlation between the two variables we use the regression function. The raw estimator of this function must be "smoothed out" in some way to get a final estimator. For this, we use the scaling functions, examples of such function being the Battle-Lemarié family and Daubechies family. After introducing several notions (multiresolution analysis, filter and projection of function onto approximation spaces), these are applied to obtain the estimators.     Professional performance evaluation within the Romanian administrative system

    The current economic crisis, manifested in the entire world, highlights the need for sustained involvement of the local and regional authorities in each country, in conceiving and implementing Community policies (which already exist at European level) having an essential role in implementing the economic plans achievement. This view was shared by all European Union Member States, of which Romania is part, since 2007. Therefore, the economic crisis which is reflected in the Romanian society today, requires prompt and sustained intervention by the authorities in the execution of the economic recovery plan, implying the community strategies, due to sharply budgetary expenses cut, which is found in all European countries. In order to achieve this major objective, the Romanian authorities should have qualified and properly motivated personnel through an adequate remuneration, according to the training, skills, responsibilities and especially individual performance obtained at each position, as it happens in most developed countries of the European Union. In this context, this study approaches the issues related to the performance evaluation of the public sector’s employees. Considering the fact that strengthening and developing the human resources segment is a strategic goal of the Romanian administration for the period 2008 - 2013, which will lead to modernizing it and making it more efficient (at both central and local level), the personnel performance evaluation, at the organizational level represents a fundamental activity from the human resources’ management perspective.performance evaluation, performance indicators’ system, human resources management, Romanian administration.

    In order to align the Romanian public sector to the quality standards of the European sector, in order to increase the efficiency of the public institutions (that appear on the central and local level) in order to increase their capacity to apply the administrative reform, to strengthen and develop their human resources department, there must be put in front the flexible personnel management policies, which imposes the review of the entire labor legislation (including the administrative personell’s payroll field) and the development of a new labor position.     Exporting, Capital Investment and Financial Constraints

    Many firms cite financial constraints as some of the most important impediments to their investment and growth. Using a unique data set from the Czech Republic this paper investigates the importance of financing constraints in the context of exporters. It finds that exporters are less financially constrained than non-exporters. However, after carefully correcting for possible endogeneity and selection issues, the evidence points to less constrained firms self-selecting into exporting rather than exporting alleviating firms’ financial constraints. The analysis suggests that easing firms’ credit constraints may play an important role in facilitating exporting and that well-developed financial markets that would decrease firms’ cost of external finance may be needed in order to benefit from selling in foreign markets.exporting, cash flow, financial constraints

    The healthcare enterprises are very disconnected. This paper intends to propose a solution that will provide citizens, businesses and medical enterprises with improved access to medical virtual public services. Referred medical services are based on existing national medical Web services and which support medically required services provided by physicians and supplementary health care practitioners, laboratory services and diagnostic procedures, clinics and hospitals’ services. Requirements and specific rules of these medical services are considered, and personalization of user preferences will to be supported. The architecture is based on adaptable process management technologies, allowing for virtual services which are dynamically combined from existing national medical services. In this way, a comprehensive workflow process is set up, allowing for service-level agreements, an audit trail and explanation of the process to the end user. The process engine operates on top of a virtual repository, providing a high-level semantic view of information retrieved from heterogeneous information sources, such as national sources of medical services. The system relies on a security framework to ensure all high-level security requirements are met.
