    Between 2007 and 2013, Romania and Hungary participates in the conduct of some programs related to European Territorial Cooperation objective. CBC (Cross Border Cooperation) programs funds accessibility projects environment and risk prevention, economic and social development and "people to people" actions. The eligible area covers the south-eastern border of Hungary and north-western part of Romania. The number of people exceeds 4 million, half of Romania's territory and half in Hungary. It is obvious that the border area has a multiethnic population, and therefore rich multicultural traditions. This is reflected by regular crossborder interaction of local communities, providing a solid foundation for strengthening relations and promoting integrated development of border area. On the other hand, however, the existence of state borders limits the possible areas of cooperation

In the identity preservation the situation of Romanian communities in Hungary differ from one place to another. Because their life was carried out according to historical and social conditions of the locality where they lived, Romanian communities are in different phases in terms of native language proficiency and assimilation process.     Research and Science Today Journal is a publication founded in 2011 and it is dedicated to the students of all levels (license, master and doctoral) of faculties in the country and abroad. We want to offer the participants the opportunity to present their scientific works in the following areas: Social Sciences, Economic Sciences, Legal Sciences, Humanities, Education Sciences, Engineering, Medicine and Sport. This journal provides students the opportunity to create and/or to improve their abilities to write scientific papers. So each appearance (two appearances per year at which we can add supplements) contains a number of papers written by students, masters and doctoral from the faculties from the country or/and abroad.     The principles of the regional development policy at European level were taken into consideration even since 1957 with signing up the Treaty establishing the Economic European Community that stipulates that the Community mission is, among others, to promote throughout the Community a harmonious, balanced and sustainable development of the economic activities, a high labour and social protection, increase of the living standard, economic and social cohesion and solidarity among the Member States. The requirement to ensure a harmonious and balanced development of the Community area by narrowing the gaps between certain regions, contributed to the considerable increase in importance of the EU regional development policy after 1990 and mainly after 2004, with EU enlargement by the 10 former communist countries and after 2007, when Romania and Bulgaria also joined the Union. EU enlargement considerably increased the economic and social disparities both at regional and national level, and the support was focused on the less developed regions and Member States. At present, the development regions have an important role in the budgetary allocations of the European Union. The development regions in the Member States are considered a factor promoting the structural policies and they are the direct beneficiaries of the Structural Funds from which the development programs implemented at inter-regional level are funded. In Romania, the present economic development regions delimited by the “Law no. 151/1998 on regional development” were established on an arbitrary basis, without taking into consideration the inter-county links based upon organic and sustainable development.
