    Methodical issues of the ethnopolitical and ethnosocial processes’ empirical researches in the regions of the Russian Arctic

    The article considers the methodic aspects of empirical ethnopolitical and ethno-social research in the regions of the modern Russia. It is demonstrated that the tools for quantitative sociological research of interethnic and interdenominational relations should be adapted for large-scale cultural-historical groups of the regions. E.g., in the case of the Russian Arctic, the indigenous small-numbered peoples are an important subject of the ethnic policy, which requires the use of additional indicators that represent their cultural development and participation in ethnopolitical relations. The toolkit of empirical cross-regional studies usually includes the measurement of individual variables. The article proposes a more complex and systematic methodology based on the idea of constructing integral indices, aggregating the values of a set of related indicators. To analyze the dynamics of the ethnic components of the region's social system, a set of categories is proposed, through which it is possible to describe the configuration of the main ethnic actors and the state of political and cultural institutions. The categories were operationalized for the political, societal and socio-cultural subsystems of the region, resulting in a system of indicators for monitoring ethnopolitical and ethno-social processes. The article shows an example of the procedure for constructing an integral index of the ethnic policy' quality (nationalities policy index) based on indicators proposed by the authors for measuring ethnopolitical processes in the region.     The state and perspectives of development of the domestic shipbuilding in the North in the first half of the 19th century through the eyes of provincial officials (data of the State Archive of the Arkhangelsk region)

    Based on the data from the State Archive of the Arkhangelsk Region, the article assesses the status of merchant and folk Pomor shipbuilding in the North in the 20th century. The key method of the research is the induction method, which is actively used in the historical school of economics, which set as its goal, including the analysis of specific economic situations in a state at a certain stage of its historical de-velopment. During the process of research, the analysis has been made of the certain cases and documents of the Arkhangelsk Society for the Study of the Russian North, as well as historical reviews of the Arkhangelsk Governorate Statistical Committee. The conclusion was made overall about the negative perception of regional authorities of the level of development of commodity turnover in the Empire, the absence of high-quality “logistics,” bureaucratic red tape, legal barriers to support shipbuilders, as well as technological advantages of foreign fishing vessels. A constructive reform of the regional authorities in the second half of the 19th century meant the plan for the development of road infrastructure between Arkhangelsk and the town of Povenets in the Olonets Province (Governorate), the development of skipper courses, the creation of a typical improved model of a karbas and a cargo schooner for training future shipbuilders, skippers

    The ethnopolitics of Russia in the Arctic zone: integration, regional multiculturality, and tradition

    The article is dedicated to the strategic issues of the ethnic policies’ development in the Arctic zone of the Russian Federation. Nowadays the academic knowledge of constitutional law and political science doesn’t demonstrate clear understanding of the Russian ethnic national policy model in the Arctic, there are no comprehensible definitions and criteria, which could be used to estimate the present and desired model satisfying interests of the state and polytechnic society. It is also important to note that the course of certain ethnic processes in Russia and in the Russian Arctic is determined by the state mechanism. Its main instrument is the regulation of public relations with legal and political methods. In this article, the authors tried to understand the political and legal mechanism of the current Russian ethnic policy model in the Arctic. The practical goal is to develop proposals for improving its main components to form a more advanced policy model. The authors identified ten basic elements of the ethnopolitics of Russia in the Arctic zone, embodied in political and legal institutions (including the author’s theoretical ideas about conceptual and categorical apparatus), and indicated eight practical proposals for improving this model
