The policy of import substitution as the basis for economic security and well-being of society
The study presents the analysis of import substitution opportunities on separate branches of economic activity, preceding the realization of import substitution policy with the aim to support national economic security, which is essential for the contemporary society welfare insurance. Currently, social well-being is considered to be the reflection of economic activity, the instrument of state influence on the society, as well as an indicator of the social security system. Due to the fact that Russia is integrated into the world economy, the foreign-economic policy currently is playing an important role in the development of national security and the state's interest to the spheres of economy considering external and internal threats. Decline in external economic conditions may result in serious consequences for the functioning and development of the country as well as for the trade and investment activities, which will further lead to the decline in export, withdrawal of capital, recession of industrial production, trade and investment sphere, fall of GDP and living standards. Thus, considering the current state of instability in the world economy and the growing political tension in relation to Russian Federation, the measures to increase economic security in the country should be taken. The policy of import substitution is considered to be one of the major solutions nowadays

Economic Ideas and Institutional Change: Evidence from Soviet Economic Discourse 1987-1991
In recent years, institutional and evolutionary economists have become increasingly aware that ideas play an important role in economic development. In the current literature, the problem is usually elaborated upon in purely theoretical terms. In the present paper it is argued that ideas are always also shaped by historical and cultural factors. Due to this historical and cultural specificity theoretical research must be supplemented by historical case studies. The paper analyses the shift in ideas that took place in Soviet economic thought between 1987 and 1991. This case study, it is argued, may contribute to our understanding of the links between ideas and institutions. More specifically, it sheds new light on the issue of whether the evolution of economic ideas is pathdependent, so that they change only incrementally, or whether their development takes place in a discontinuous way that can best be compared with revolutions

Thermally stimulated evolution of optical and structural properties of germanium-doped alumina films
Spectroscopic characterization of phase transformation in Ge-rich Al2O3 films grown by magnetron co-sputtering
International audienceThermally-stimulated evolution of optical and structural properties of Ge-rich-Al2O3 films with different Ge contents was investigated. As-deposited films and films annealed at TA ≤ 550 °C were found to be amorphous whatever the Ge content. The formation of amorphous Ge clusters occurs at TA = 550 °C, whereas their crystallization is prominent at TA = 600 °C requiring a shorter annealing time for the higher Ge content. The films annealed at TA = 550 °C showed broad photoluminescence spectrum. Its shape and intensity depend on Ge content and excitation energy. Annealing at TA = 600 °C results in the appearance of additional UV bands originated from the formation of GeOx phase covered Ge clusters. An analysis of excitation spectra was performed to distinguish the mechanism of light emission in these films as well as to discriminate contribution of carrier recombination in the Ge phase (amorphous clusters and/or nanocrystals) as well as via interface or host defects. The concentration and mobility of free carriers was also estimated
