Prévenir les conflits et promouvoir la coopération dans la gestion des fleuves transfrontaliers en Afrique de l’Ouest
The growing number of planned large dams, the high level of water interdependency among countries and the drastic reduction in water availability -in particular as a result of climate variability and change- have notably increased the risks of international water conflicts in West Africa. In such a context, the management of the region’s 25 transboundary watercourses is a real challenge. After having described some of the tensions and crises experienced in recent years, this article analyses the basin-level mechanisms for conflict management and for cooperation, with specific emphasis on the differences between boundary and transboundary river basin organization models. It also recalls some of the relevant provisions in international law and the emerging norms of good conduct in the management of shared watercourses. Finally, this articles makes key suggestions which would make transbounsary watercourses spaces for cooperation instead of fields of conflicts and tensions. Â

La multiplication des projets de grands barrages, le haut degrĂ© d’interdĂ©pendance des pays en matière d’eau et la rĂ©duction drastique de la disponibilitĂ© de cette ressource -notamment du fait de la variabilitĂ© et du changement climatique- ont augmentĂ© de façon notable les risques de conflits internationaux autour de l’eau en Afrique de l’Ouest. Dans un tel contexte, la gestion des 25 cours d’eau transfrontaliers que compte cette rĂ©gion est un vĂ©ritable dĂ©fi. Après avoir rappelĂ© certaines des tensions et crises plus ou moins sĂ©vères autour de l’eau que la rĂ©gion a enregistrĂ© au cours des dernières annĂ©es, cet article analyse le dispositif de gestion des conflits de l’eau et de coopĂ©ration Ă l’échelle des bassins fluviaux, avec un accent particulier sur les diffĂ©rences entre modèles d’organisation de bassin frontaliers et transfrontaliers. Il rappelle aussi les dispositions pertinentes du droit international et les normes Ă©mergentes de bonne conduite dans la gestion des cours d’eau partagĂ©s.
