    Carbon capture and storage in South Africa

    Some three-quarters of South Africa’s primary energy supply and 93 percent of its electricity are derived from coal (NER, 2002; DME, 2003b). Even in more optimistic energy policy scenarios (De Villiers and others, 1999; EDRC, 2003; Banks & Schäffler, 2005), coal continues to provide for the majority of South Africa’s energy needs over the next 20 to 30 years. Almost 80 percent of GHG emissions come from the energy sector—both supply and use—and most of these are in the form of carbon dioxide (Van der Merwe & Scholes, 1998; RSA, 2004). Making South Africa’s energy system more sustainable is a transition that will take decades. Making energy development in South Africa more sustainable will require attention to solutions that deal with CO2 emissions from coal. Together, these factors mean that an evaluation of the sustainability of carbon capture and storage (CCS) technologies is an important element of climate policy

    Sustainability of electricity supply and climate change in South Africa

    Global responses to climate change are gradually considering the potential synergies between sustainable development and climate change policies. In the coming years developing countries face great challenges in development and its impact on climate. The path of development chosen by the region, upon which lies the future growth of energy and emission trajectories, would be greatly influenced by technological developments, economic cooperation between countries, and global cooperation in mitigation and adaptation of climate change. In many developing countries policies that are sensible from a climate change perspective can emerge as side-benefits of sound development programmes. In the energy sector, for example, price reforms, sector restructuring, and the introduction of energy efficiency measures and renewable energy technologies - all undertaken without any direct reference to climate change - can mitigate climate and other environmental risks while achieving their main goal of enhancing economic and social development. Moreover national development policies in these countries pay considerable attention to extending developmental benefits to the poor people. These include eradicating extreme poverty and hunger, ensuring primary education for all, women empowerment, enhancing life expectancy, energy access to all, and environmental sustainability. Most of these align with the UN Millennium Development Goals (MDG) and also enhance the adaptive capacities of the populations towards adverse impacts of climate change

    Electricity supply options, sustainable development and climate change priorities: case studies for South Africa

    This report summarizes the results of the Projecting future energy demand: Balancing development, energy and climate priorities in large developing economies project that has been managed by the UNEP Risø Centre on behalf of UNEP DTIE. The project, sponsored by UNEP, is a partnership between the UNEP Risø Centre and centers of excellence in South Africa, China, India and Brazil. The focus of this report is on the energy sector policies that mainstream climate interests within development choices. The country study results for future energy and environment projections that are included in this report are backed by intensive economy-energy-environment modeling by the Energy Research Centre at the University of Cape Town, South Africa, wherein general scenario analysis of the energy sector explores some policies in more depth. The report argues that starting from development objectives is critical to mitigation efforts in developing countries. Instead of defining local benefits as ancillary to mitigation, reductions of GHG emissions should be seen as the co-benefits of policies that drive local sustainable development. A development-focused approach seems more likely to be implemented than the imposition of GHG targets by the international community—especially as South Africa has adopted development targets such as the Millennium Development Goals and promoted the Johannesburg Plan of Action

    South Africa is the most industrialized country in Africa, with a population of about 47 million people by 2007. Its economy is highly dependent on energy production and use, making it one of the largest emitters of greenhouse gases in the world. Coal provides 75% of the fossil fuel demand and accounts for 91% of electricity generation. After the ratification of the UNFCCC and the Kyoto Protocol respectively in August 1997 and July 2002, the South Africa government embarked upon numerous projects that relate to a broad understanding of issues around climate change, including projects that have been intended as measures to reduce GHGs and adapt to climate change. The bulk of GHG emissions in South Africa come from the energy sector, whereby the sector contributed 78% of South Africa's total greenhouse gas emissions in 1994, and more than 90% of carbon dioxide emissions. An energy-intensive economy and high dependence on coal for primary energy is a major reason for this pattern. Being a non-Annex 1 country with no binding target to reduce GHG emissions, South Africa has generally taken the approach of sustainable development to create a platform for developing into a low carbon society. Three main areas are seen as being critical toward achieving such objectives, namely energy efficiency, renewable energy and cleaner fossil fuels. Achieving a low carbon emission profile in South Africa is essentially in the context of the power sector, the largest source of greenhouse gases in the country. At the end of 2000, there were 50 power stations in the country, of which 20 were coal-fired, accounting for 90% of the total licensed capacity of 43 142 MW. For future sustainable energy supply, South Africa is looking to more Southern African regional resources, as opposed to purely domestic resources, especially within the Southern African Development Community (SADC), which has considerable hydropower and natural gas potential. This is in line with the objective of government policy for electricity supply is that of the 1998 White Paper on Energy Policy, namely to 'ensure security of supply through diversity'

    Developing institutions for the Clean Development Mechanism: African perspectives

    The clean development mechanism (CDM) requires developing countries to set up designated national authorities (DNAs). The DNA should be designed to both attract investment and to establish an effective regulatory framework for project approval—including assessment to ensure that CDM projects contribute to national sustainable development objectives. Since CDM investment flows to Africa are uncertain, however, countries cannot risk large investments in institutional infrastructure and need to build on existing institutions. This article examines the critical functions that a DNA has to fulfil, and outlines several institutional models. It concludes that models that minimize institutional cost by drawing on existing institutions for environmental impact assessment and promotion of foreign direct investment are likely to be the best starting-point for DNAs in many African countries

    Energy and the World Summit on Sustainable Development: What next?

    Given the importance of energy issues to sustainable development, energy was a priority issue at the World Summit on Sustainable Development in August 2002. The objective of this paper is to examine the outcomes of the Summit on energy, and to assess them against proposals to address the lack of access to modern energy and the need to move toward a cleaner energy system. We find that lack of political leadership from key countries prevented agreement not only on targets for renewable energy, but also on a programme to promote access. The achievements of the Summit were limited to enabling activities such as capacity building and technology transfer, rather than substantive agreements. While WSSD put energy higher on the agenda than before, no institutional home or programme to take the issues forward has emerged. This therefore remains a critical challenge to be addressed. Achieving this broad goal will require building a coalition to promote cleaner energy, and committing resources to programme for energy access. Based on analysis of proposals and the negotiations, we propose several key areas where progress is still possible and necessary, including: shifting more international public and private energy financing toward access investments and cleaner energy investments, advancing regional approaches to access and renewable energy targets, and a range of mechanisms to strengthen institutional capacity for integrating energy and sustainable development

The paper presents a number of arguments for why and in which way energy access and affordability can play a key role in national development programs and in achieving the Millennium Development Goals. Approaches for measuring accessibility and affordability are presented, drawing on case studies of Bangladesh, Brazil, and South Africa, countries with different rates of electrification. Affordability of using electricity is examined in relation to the energy expenditure burden for households and time consumption. Conclusions focus on lessons learned and recommendations for implementing policies, instruments, and regulatory measures to tackle the challenge of affordability
