    MAKING PUBLIC OUTDOOR SPACE IN TRANSITION

    In urban public outdoor space, the possibility to define multi-functional islands, to create “fusion” of socialization, leisure and work spaces ‒ for example lounges with wireless connectivity, quiet corners to work as well as areas for socializing and relax … ‒ reduces isolation and increases innovation opportunities. The development of electronic live/work areas and villages is becoming an attractive option for the rehabilitation of open space in historic and postindustrial cities. There are multiple application fields: pedestrian spaces, streets and meeting points, “relaxation” places, commercial spaces, multifunctions spaces, structures for temporary demonstrations or for urban art. The importance of public space is highlighted in providing support that can facilitate the different types of social interaction with new media technologies, to overcome the digital divide in deprived neighborhoods. A neglected dimension of the multimedia in European open space is the sound. The soundscape design corresponds to the visual design field of landscape design. Sound sculptures and sound digital installations can create symbiotic landscapes and contribute to the atmosphere of space to the creation of a livable and intelligent physical environment

    In the paper, the relationship between the use and appropriation of public spaces and the landscape quality are investigated in terms of technical performance and aesthetic perception. A study approach, that has been considered for the recovery of post industrial area has the Land Art a - Ecological Art. The applied research of LABA & A, Politecnico di Torino and Albertina Academy of Fine Arts with the City of Turin, is aimed at an innovative way to follow and complete the process design and execution of the new park of about 45,000 m², funded by the European Community. The transdisciplinary approach responds to the research for new quality of public space, not only technical and functional, but perceptual, sensory, cultural, aesthetic, environmental, combining innovative technologies and site specific art, consistent with urban regeneration. Nel documento, il rapporto tra l'uso e l'appropriazione degli spazi pubblici e la qualità del paesaggio sono studiati in termini di prestazioni tecniche e di percezione estetica. Un approccio di studio considerato nella riqualificazione di aree post-industriali è quello connesso a Land Art - Ecological Art. La ricerca applicata di LABA & A, laboratorio di Politecnico di Torino e Accademia Albertina di Belle Arti con la Città di Torino, si rivolge a un modo innovativo per seguire e completare il processo di progettazione e realizzazione del nuovo parco di circa 45.000 m², finanziato dalla Comunità Europea.     The results of different methodological approaches have shown that the active transport and physical activity - in proximity and neighborhood areas - can provide substantial net health benefits, irrespective of geographical context. Safe public neighborhood parks and outdoor spaces can reduce inequity in access and choices for physical activity, providing facilities and equipment for active living, such as fitness areas, playgrounds and multi-purpose sports fields.     The present study analyses the high symbolic value linked to automotive heritage, outlines the conservation and reuse of the architectural sites, the enhancement of others tangible and intangible cultural testimonies. It examines the loss of industrial memory values and identifies audience engagement strategies having the aim to historicize and re-appropriate of the memory, according to objectives of the immobile and mobile heritage conservation, and of re-construction of community sense in citizens as well as in cultural tourists. The reference is to the case study of the Turin area, in Italy, which has been one of the most important “motor-towns” in Europe since the early 1900s, and in it to the well-known Lingotto factory, which has assumed a high symbolic value of innovation in automotive manufacturing, since the 1930s

    Ruolo primario nel ri-sviluppo urbano delle periferie storiche europee ha la rigenerazione dei comparti di servizio attinenti al demanio, edificati dagli anni ’60 dell‘800 agli anni ’40 del ‘900, attualmente in dimissione per la riduzione della domanda e l’obsolescenza funzionale. In Italia si sono avviati piani di indagine e valutazione degli immobili pubblici (CDP Investimenti), in particolare per la mobilizzazione del patrimonio del demanio militare. Dal mass appraisal allo studio di fattibilità, la definizione di criteri metodologici per la valutazione economico-finanziaria e tecnico-sociale assume un ruolo centrale. Lo studio analizza criteri e criticità della valutazione tecnologica indirizzata a fondi immobiliari e nuove forme contrattuali per la rigenerazione urbana. / Primary role in the re-development of the European urban historic suburbs is played by the regeneration of service sectors related to government property, built from the 60s of the XIXth to the 40s of the XXth century, currently in discharge because of demand reduction and functional obsolescence. In Italy, investigation plans and evaluation of public buildings (CDP Investments) have been initiated, in particular to mobilize assets of military property. From mass appraisal up to feasibility study, the definition of methodological criteria for economic-financial and social-technical evaluation plays a central role.
