    The role of connectivity in Australian conservation

    The existing system of nature reserves in Australia is inadequate for the long-term conservation and restoration of native biological diversity because it fails to accommodate, among other elements, large scale and long-term ecological processes and change, including physical and biotic transport in the landscape. This paper is an overview of the connectivity elements that inform a scientific framework for significantly improving the prospects for the long-term conservation of Australia's biodiversity. The framework forms the basis for the WildCountry programme. This programme has identified connectivity at landscape, regional and continental scales as a critical component of an effective conservation system. Seven categories of ecological phenomena are reviewed that require landscape permeability and that must be considered when planning for the maintenance of biological diversity and ecological resilience in Australia: (1) trophic relations at regional scales; (2) animal migration, dispersal, and other large scale movements of individuals and propagules; (3) fire and other forms of disturbance at regional scales; (4) climate variability in space and time and human forced rapid climate change; (5) hydroecological relations and flows at all scales; (6) coastal zone fluxes of organisms, matter, and energy; and, (7) spatially-dependent evolutionary processes at all scales. Finally, we mention eight cross-cutting themes that further illuminate the interactions and implications of the seven connectivity-related phenomena for conservation assessment, planning, research, and management, and we suggest how the results might be applied by analysts, planners, scientists, and community conservationists

    Conservation targets for viable species assemblages in Canada: are percentage targets appropriate?

    Percentage targets for conservation have become a popular tool (advocated in both the scientific literature and the conservation community) for setting minimum goals for the amount of land to be set aside as protected areas. However, there is little literature to support a consistent percentage target that might be widely applied. Moreover, most percentage targets have not taken into account issues of species persistence. A recent study of herbivores in Kruger National Park took into account issues of representation and persistence in setting conservation targets and found that results were consistently about 50% and were unaffected by different permutations of the reserve selection process. Here, we carry out a similar analysis for representation of mammals within sites that are predicted to allow for their persistence, across eight ecologically defined regions in Canada to test whether we see similar consistent patterns emerging. We found that percentage targets varied with the different permutations of the reserve selection algorithms, both within and between the study regions. Thus, we conclude that the use of percentage targets is not an appropriate conservation strategy

    How Useful Are Environmental Safety Standards in Economics - the Example of Safe Minimum Standards for Protection of Species

    The use of environmental safety standards is being increasingly advocated, and economists are being increasingly required to adapt their policy models to take account of such standards, e.g. by the use of transferable environmental damage quotas. The use of these standards may be a consequence of a greater desire to achieve more sustainable development and preserve the natural wealth available to future generations. An important means to this goal is to preserve biodiversity and genetic variability. Safe minimum standards for conservation of wildlife have been suggested as a way to achieve this. Sometimes safe minimum standards for conservation of species are defined in terms of their minimum viable populations and their minimum habitat requirements. However, as a review of recent scientific literature indicates, these safe minimum standards are very uncertain
