    E-government evaluation: Reflections on three organisational case studies

    The deployment of e-Government continues at a significant cost and pace in the worldwide public sector. An important area of research is that of the evaluation of e-Government. In this paper the authors report the findings from three interpretive in-depth organisational case studies that explore e-Government evaluation within UK public sector settings. The paper elicits insights to organisational and managerial aspects with the aim of improving knowledge and understanding of e- Government evaluation. The findings that are extrapolated from the analysis of the three case studies are classified and mapped onto a tentative e-Government evaluation framework and presented in terms lessons learnt. These aim to inform theory and improve e- Government evaluation practice. The paper concludes that e-Government evaluation is an under developed area and calls for senior executives to engage more with the e- Government agenda and commission e-Government evaluation exercises to improve evaluation practice

    Impacts of stratospheric aerosol geoengineering strategy on Caribbean coral reefs

    Purpose: Currently, negotiation on global carbon emissions reduction is very difficult due to lack of international willingness. In response, geoengineering (climate engineering) strategy is proposed to artificially cool the planet. Meanwhile, as the harbor around one-third of all described marine species, coral reefs are the most sensitive ecosystem on the planet to climate change. However, until now, there is no any quantitative assessment on impacts of geoengineering on coral reefs. In this study, we model impacts of stratospheric aerosol geoengineering on coral reefs. Design/methodology/approach: We will use the HadGEM2-ES climate model to model and evaluate impacts of stratospheric aerosol geoengineering on coral reefs. Findings: This study shows that a) stratospheric aerosol geoengineering could significantly mitigate future coral bleaching throughout the Caribbean Sea; b) Changes in downward solar irradiation, sea level rise and sea surface temperature caused by geoengineering implementation should have very little impacts on coral reefs; c) although geoengineering would prolong the return period of future hurricanes, this may still be too short to ensure coral recruitment and survival after hurricane damage

    An analytical law for size effects on thermal conductivity of nanostructures

    The thermal conductivity of a nanostructure is sensitive to its dimensions. A simple analytical scaling law that predicts how conductivity changes with the dimensions of the structure, however, has not been developed. The lack of such a law is a hurdle in "phonon engineering" of many important applications. Here, we report an analytical scaling law for thermal conductivity of nanostructures as a function of their dimensions. We have verified the law using very large molecular dynamics simulations

    Evolutionary breeding of healthy wheat: from plot to farm

    Genetically diverse Composite Cross Populations (CCPs) may be useful in environmentally variable low-input systems as an alternative to pure line varieties. They are formed by hybridising lines with diverse evolutionary origins, bulking the F1 progeny, and allowing natural selection of the progeny in successive crop environments. CCPs derived from 10 high yielding parents (YCCPs), 12 high quality parents (QCCPs), or all 22 parents (YQCCPs), were grown at four sites (2 organic, 2 conventional) in the UK; they are currently (2006) in F5. The YCCPs out yielded the QCCPs, which had better quality characteristics. Although the CCPs performed within the range of the parents, the values obtained were often better than the mean of the parents. Some population samples are now being grown on farms and other sites in England, France, Germany and Hungary

    The identification and production of varieties that increase the value of oats as a profitable component of organic production

    Two experiments, one comprising husked, and the other naked, oats were established at Wakelyns Agroforestry, Suffolk in October 2004 to determine traits and varieties of oats suited to organic systems, and whether growing variety mixtures conferred any advantage. Unselected F2 breeding lines were also included for selection. Husked varieties had relatively higher yields; this may have been partly the result of poor establishment in the naked varieties. Variety height was found to be an important characteristic; tall oat varieties out-yielded the dwarfs. Two of the three variety mixtures containing the naked oat variety Expression yielded 8 and 9 % higher than the average of the component varieties. The data will be verified in the second year of replicated trials (2005/06), which will include the best performing husked and naked varieties, and a mixture of superior IGER-bred F2 breeding lines

    Sustainable production of organic wheat

    The aim of the project is to use an ecological approach to analyse the interactions of a range of key agronomic variables in organic wheat production (wheat genotype, spatial arrangement of seed, seed density and wheat/white clover bi-cropping) to determine an optimal approach to improved and stabilised production. The fi rst set of data revealed that seedling competition was infl uenced by seed rate and drilling arrangement. Furthermore, the variety Hereward had increased emergence and establishment to Aristos. An interaction exists between wheat variety, seed rate and drilling arrangement on the level of canopy cover at different developmental stages – these factors are important for the suppression of weeds. The input of farmers in the selection of trial variables ensures results have a direct application to the industry. The results of yield and quality at harvest will provide further insights into the interaction of agronomic variables

    Developing an identities-based approach to support more robust resilience and recovery in heritage planning and management

    Resilience has become an increasingly important concept in the cultural heritage field, particularly in the aftermath of the unprecedented challenges the COVID-19 global pandemic brought. However, on a conceptual and practical level, resilience remains closely linked to the technical conservation of built heritage, and there remains a need to develop broader approaches inclusive of cultural and socioeconomic components. This article investigates the potential applicability of theoretical concepts linked to identity and identities in heritage planning to help fill these gaps and develop approaches that consider resilience and are better able to address a range of unanticipated disasters. We first review the literature and policy documents to define and identify the potential for identities-based approaches. We then examine the case of Matera, an extremely fragile world heritage site in southern Italy that has been continuously inhabited for more than 8000 years and provides a relevant example of resilience. We explore the trends and effects of globalised tourism development before the pandemic and the post pandemic emergence of more local/regional and slow tourism patterns, largely based on cultural solutions to local development challenges and knowledge exchange. Through this comparison, we analyse the potential and limitations of introducing identities-based concepts into heritage planning as a more robust way to enhance resilience and prepare cities for unexpected future crises

    Diffusion-Limited Aggregation on Curved Surfaces

    We develop a general theory of transport-limited aggregation phenomena occurring on curved surfaces, based on stochastic iterated conformal maps and conformal projections to the complex plane. To illustrate the theory, we use stereographic projections to simulate diffusion-limited-aggregation (DLA) on surfaces of constant Gaussian curvature, including the sphere (K>0K>0) and pseudo-sphere (K<0K<0), which approximate "bumps" and "saddles" in smooth surfaces, respectively. Although curvature affects the global morphology of the aggregates, the fractal dimension (in the curved metric) is remarkably insensitive to curvature, as long as the particle size is much smaller than the radius of curvature. We conjecture that all aggregates grown by conformally invariant transport on curved surfaces have the same fractal dimension as DLA in the plane. Our simulations suggest, however, that the multifractal dimensions increase from hyperbolic (K0K0) geometry, which we attribute to curvature-dependent screening of tip branching.Comment: 4 pages, 3 fig
