Production of Cognitive and Life Skills in Public, Private, and NGO Schools in Pakistan.
The share of private and NGO schools in primary education has substantially increased over time, though the public sector is still a major player in this area. The present study analyses the factors determining the quality of education offered by the three types of schools and draws policy recommendations for improving primary education in Pakistan. The study compares learning achievement of Class 4 students enrolled in 50 public, private, and NGO schools located across six districts of Pakistan and in Azad Kashmir in terms of their scores in Mathematics, Urdu, and General Knowledge tests. The analysis shows that, practically, there is no gap between public and NGO schools in terms of the test scores of their students. However, a significant test score gap was found between the students enrolled in public and private schools. This gap was largely explained by family background and school-related variables, including teachers’ qualification and student/teacher ratio. However, the performance of private schools was not uniform across districts. In some districts public schools performed even better than private and NGO schools. The findings of this study highlight the need for improving the quality of education in public schools by recruiting more qualified teachers and improving overall supervision. Teacher training is the area where the public and private sectors can benefit by pooling their resources and expertise.
Poverty, Gender, and Primary School Enrolment in Pakistan
Primary education is at the base of the pyramid of education, and is regarded as a fundamental human right today. In addition, it has several tangible social and economic effects. As an essential component of human capital, primary education plays an important role in the economic growth and development of a country.1 Its impact on several other socioeconomic variables has also been documented in the literature. To quote a few examples, Butt (1984) has found that five or more years of a farmer’s education lead to increased farm productivity, reduced use of farm labour, and increased use of yield augmenting inputs. Azhar (1988) also reports a significant relationship between the number of years of schooling and increase in farm output due to increased technical efficiency. Studies of the rates of returns to education attribute a positive value to the rate of returns to primary education.2 This means that by acquiring primary education one can increase one’s earnings. Every policy document prepared by the Government of Pakistan aims at attaining universal primary education. However, it is also true that each of these documents has advanced the date for achieving the target specified in the previous one. The net enrolment rates at the primary level show that we are still far from this target.
Performance Analysis of Hierarchical Routing Protocols in Wireless Sensor Networks
This work focusses on analyzing the optimization strategies of routing
protocols with respect to energy utilization of sensor nodes in Wireless Sensor
Network (WSNs). Different routing mechanisms have been proposed to address
energy optimization problem in sensor nodes. Clustering mechanism is one of the
popular WSNs routing mechanisms. In this paper, we first address energy
limitation constraints with respect to maximizing network life time using
linear programming formulation technique. To check the efficiency of different
clustering scheme against modeled constraints, we select four cluster based
routing protocols; Low Energy Adaptive Clustering Hierarchy (LEACH), Threshold
Sensitive Energy Efficient sensor Network (TEEN), Stable Election Protocol
(SEP), and Distributed Energy Efficient Clustering (DEEC). To validate our
mathematical framework, we perform analytical simulations in MATLAB by choosing
number of alive nodes, number of dead nodes, number of packets and number of

High quality testing of grid style power gating
This paper shows that existing delay-based testing techniques for power gating exhibit fault coverage loss due to unconsidered delays introduced by the structure of the virtual voltage power-distribution-network (VPDN). To restore this loss, which could reach up to 70.3% on stuck-open faults, we propose a design-for-testability (DFT) logic that considers the impact of VPDN on fault coverage in order to constitute the proper interface between the VPDN and the DFT. The proposed logic can be easily implemented on-top of existing DFT solutions and its overhead is optimized by an algorithm that offers trade-off flexibility between test-application-time and hardware overhead. Through physical layout SPICE simulations, we show complete fault coverage recovery on stuck-open faults and 43.2% test-application-time improvement compared to a previously proposed DFT technique. A Process-Based Approach to ABET Accreditation: A Case Study of a Cybersecurity and Digital Forensics Program
ABET accreditation has become a well-known standard for academic programs not only in the U.S. but also across the globe. Instantiating the processes to systematically improve the quality of programs is a daunting task for higher education institutions. In this contribution, we provide a detailed process-based framework that can assist aspiring institutions to embed quality in their processes leading to ABET accreditation. Our contribution is a novel framework for a process-based approach to quality assurance, as most of the published literature is primarily concerned with the experience of ABET accreditation of a solitary program. However, in this paper, we have presented a generic framework that ABET aspiring programs can instantiate in their preparation for ABET accreditation. We have validated these processes in our successful ABET accreditation application of the Bachelor of Science in Cybersecurity and Digital Forensics program. Our existing ABET-accredited programs were following old ABET criteria and the Bachelor of Science in Cybersecurity and Digital Forensics program must apply based on the new criteria proposed by ABET. Another novelty of our contribution is that it is based on our work for the first application cycle for ABET cybersecurity-related programs, so the findings of our contribution may assist other aspiring cybersecurity related academic programs to well prepare in their ABET accreditation pursuit

Serendipitous identification of a new Iflavirus-like virus infecting tomato and its subsequent characterization
The genomic sequence of a previously undescribed virus was identified from symptomless tomato plants (Solanum lycopersicum). The viral genome is a positive-sense ssRNA molecule of 8506 nucleotides. It is predicted to encode a single polyprotein of 314·5 kDa that is subsequently processed into three coat protein components of 13·7, 17·9 and 13·5 kDa, and a viral replicase of approximately 207 kDa with conserved motifs for a helicase, a protease and RNA-dependent RNA polymerase (RdRp). Pairwise analysis of the deduced amino acid sequence of the RdRp revealed that it shares closest identity with members of the family Iflaviridae, genus Iflavirus (19–47% identity). Evidence of replication in plants was detected by RT-PCR of the viral replicative strand, and short interfering RNAs (siRNAs) matching the virus. The name Tomato matilda virus (TMaV) is proposed, and furthermore, that the genus Tomavirus (Tomato matilda virus) be created within the family Iflaviridae. This is the first report of a plant-infecting virus resembling members of the Iflaviridae
Sclerosing peritonitis presenting as complete mechanical bowel obstruction: A case report
Introduction: Sclerosing peritonitis or abdominal cocoon syndrome is characterized by small bowel loops completely encapsulated by a fibrocollagenous membrane in the center of the abdomen. Although cocooning of the abdomen is mostly seen in patients on peritoneal dialysis, it can occur de novo; it very rarely manifests as complete mechanical bowel obstruction.Case Presentation: A 46-year-old Asian man presented with complete mechanical bowel obstruction. He had previous attacks of partial bowel obstruction during the past 6 to 8 months, which was misdiagnosed as abdominal tuberculosis because tuberculosis is very prevalent in the region in which he lives. He took anti-tuberculosis therapy for 3 months but this did not result in resolution of his symptoms. This time he had diagnostic laparoscopy followed by laparotomy in which a fibrocollagenous membrane, resulting in entrapment of his bowel, was excised and his entire small bowel was freed. Postoperatively he again had a mild episode of partial bowel obstruction but this was relieved with a short course of steroids.Discussion: Sclerosing peritonitis is a rare benign etiology of complete mechanical bowel obstruction. Patients might have suffered recurrent attacks of partial bowel obstruction in the past that were falsely managed on lines of other conditions such as tuberculosis, especially in endemic areas like Pakistan or India.Conclusion: Sclerosing peritonitis is a rare benign diagnosis which can manifest as complete bowel obstruction and a high index of suspicion is required to diagnose it. Contrast-enhanced computed tomography of the abdomen is a useful radiological tool to aid in preoperative diagnosis. Diagnostic laparoscopy is usually confirmatory. Peritoneal sac excision and adhesiolysis is the treatment and a short course of steroids in relapsing symptoms
Crowd Counting in Low-Resolution Crowded Scenes Using Region-Based Deep Convolutional Neural Networks
© 2013 IEEE. Crowd counting and density estimation is an important and challenging problem in the visual analysis of the crowd. Most of the existing approaches use regression on density maps for the crowd count from a single image. However, these methods cannot localize individual pedestrian and therefore cannot estimate the actual distribution of pedestrians in the environment. On the other hand, detection-based methods detect and localize pedestrians in the scene, but the performance of these methods degrades when applied in high-density situations. To overcome the limitations of pedestrian detectors, we proposed a motion-guided filter (MGF) that exploits spatial and temporal information between consecutive frames of the video to recover missed detections. Our framework is based on the deep convolution neural network (DCNN) for crowd counting in the low-to-medium density videos. We employ various state-of-the-art network architectures, namely, Visual Geometry Group (VGG16), Zeiler and Fergus (ZF), and VGGM in the framework of a region-based DCNN for detecting pedestrians. After pedestrian detection, the proposed motion guided filter is employed. We evaluate the performance of our approach on three publicly available datasets. The experimental results demonstrate the effectiveness of our approach, which significantly improves the performance of the state-of-the-art detectors
Disclosing bad news of cancer diagnosis: Patients\u27 preference for communication
The majority of relatives of cancer patients in Pakistan request their clinicians to adopt a do not tell approach while counselling the patients regarding their disease. The current study aimed to assess patients\u27 understanding of their disease and how they would prefer the physicians to deliver news about cancer diagnosis and its management plan. This was a cross-sectional study in which both patients and their immediate relatives were interviewed. The study enrolled 55 patients with six different types of cancers. The study showed that 35 (65.5%) patients did not know the stage of their illness at the time of diagnosis, while 40 (72.7%) patients did not know the current stage of their disease. In 22 (40%) cases, the patient\u27s family knew the diagnosis ahead of the patient, and 19 (86.3%) families asked the clinicians to hide the diagnosis from the patient. This study, which used a scoring questionnaire, demonstrates that specialist oncologists for breaking the bad news, family counselling, helping patients to figure out how to inform others, giving the news directly to the patient and the effects of cancer on daily life are preferred areas to communicate with cancer patients
