© Published under licence by IOP Publishing Ltd. Aim of this work were experiments on growing new materials based on fluoride crystals with the colquiriite structure LiSr0,8Ca0,2F6, as well as the study of their phase composition. It is shown that for a series of crystals LiSr0,8Ca0,2F6 distribution of reflections observed corresponds to the colquiriite structure, and the dependence of the lattice constant in the transition from LiCaAlF6 crystal to LiSrAlF6 crystal is linear. Also it found that absorption coefficient in mixed samples is much larger than in not mixed

© 2015 Elsevier B.V.The aim of this work is phase composition and near UV spectroscopic studies of UV active media in fluoride crystals with colquiriite structure, such as Ce3+:LiSr0.8Ca0.2AlF6. Colquiriite structure mixed crystals show higher segregation coefficient of Ce3+ activator ions than common LiCaAlF6 hosts. An important result is based on the fact that this enhancement was achieved for two types of Ce3+ centers in a multisite Ce:LiSr0.8Ca0.2AlF6 system. Thus, it provides a higher gain coefficient for the 5d-4f transitions of Ce3+ ions and it spans a wider continuous wavelength tuning range between 280 and 320 nm for tunable Ce:LiSr0.8Ca0.2AlF6 laser systems

© Published under licence by IOP Publishing Ltd. Here we report on UV laser oscillation on colquiriite structure fluoride mixture crystals of Ce3+:LiCaAlF6 (Ce:LiCAF) and Ce3+:LiLuYF4 (Ce:LiLuYF) active media. We report on 800 ps pulse train lasing form Ce:LiCAF in composite cavity and single pulse lasing of 400 ps duration from Ce:LiLuYF in convenient Fabri-Perrot cavity and discuss conditions of pulse shortening in UV active medium by photodynamic processes

Priorities of agricultural credit cooperation development

Credit cooperation closely links the small forms of farming with financial market of the country and offers investors a new sphere of their capital application f. Shown importance high level of crediting limits new borrowings for updating funds and replenishment of circulating assets, especially during the period of preparation for spring field work and harvesting company. The mechanism of agricultural credit consumer cooperation functioning has been worked out as priority direction of agroindustrial complex development

Soil Diversity and Key Functional Characteristics of Yakutsk City: Largest Urbanized Cryogenic World’s Ecosystem

Urban soils are the most vulnerable component of the current terrestrial ecosystem. Due to the anthropogenic influence, various pollutants can accumulate in the soils and have a negative effect on the health of citizens. As a result of the degradation of permafrost landscapes, the disappearance of a number of natural ecosystems, as well as urban areas, is possible. In the course of the development of thermokarst processes, problems arise in the urban environment with the destruction of urban buildings and a decrease in agricultural areas. The ecosystem of Yakutsk city is located in the valley of the Lena River and represents the largest urbanized terrestrial biotope, located in the permafrost-affected bioclimatic and geogenic conditions. This work represents relevant datasets on the physico-chemical, toxicological and agrochemical state of soil cover components in various functional zones of the city. An 3excess of the maximum threshold levels for Zn was noted in the area of active mining within the city borders. From the data obtained of pollution state, the most polluted zone of Yakutsk city is the quarry complex located in relative proximity to the city. In other studied areas of the city, there is no excess of permissible threshold levels for trace elements. According to agrochemical analysis, in Yakutsk city, there is a relatively low content of available agrochemical elements in comparison with other cities located in the permafrost-affected zone

© 2016 IEEE.Optical absorption spectroscopy studies have shown that mixed crystals Ce3+:LiCa0,2Sr0,8AlF6 grown by Bridgeman technique exhibit more than 3 times higher absorption coefficient compared to Ce3+:LiCaAlF6 sample. An important result is based on the fact that this enhancement was achieved for two types of Ce3+ centers in a multisite Ce:LiSr0.8Ca0.2AlF6 system

The issues of formation of the decision support system in the field of regional development management have been considered. The presented review of the existing approaches in this field testifies on the one hand to their diversity, and on the other hand, it allows us to draw a conclusion about the need to solute a number of methodological and practical issues of decision support in terms of innovative development of regions. On this basis, the goal of the research is to develop the concept of a decision support system to substantiate the parameters of the innovative strategy of regional development based on adaptive mechanisms for coordinating the interests of economic agents. The research methodology is based on the synthesis of different approaches in the framework of integration into the structure of adaptive simulation models of problem-oriented knowledge bases, as well as intelligent technologies for processing semistructured information, using to find decisions in the process of formation and adjustment of parameters of management of innovative development of the region. The result of the study is a theoretical justification for the development of problem-oriented DSS, including a description of the interrelated stages, determining the main design features of this toolkit. As a part of the study, a conceptual scheme of implementation of the decision support system in the field of management of regional innovative development has been proposed, the key functional blocks of the proposed tools have been described, the place of existing tools in the structure of the regional development management system has been determined, the possibilities of its use in the formation of forecast-planned assessments of regional development, as well as the evaluation of the effectiveness of alternative management actions, have been shown. In our opinion, the proposed tools will expand the possibilities of applying the management theory and decision support methods, intelligent information technology, economic and mathematical methods, modern computer simulation technologies for strategic planning of socio-economic systems of macro- and meso-level. In practice, the tools can be interesting for public authorities to solve problems in the formulation of innovative regional development strategies for the Russian regions, the formation of medium-term forecasts and the justification of the parameters of social, economic and budgetary policy
