    President Trump’s Unilateral Attempt to Cease All Implementation of the Paris Agreement and to Withdraw from It: Constitutional?

    In his announcement, President Trump stated that he would comply with the withdrawal provision in the Paris Agreement. This Essay argues that, while compliance with that process may satisfy the treaty obligation, it probably does not conform to U.S. constitutional standards, and therefore, would not be binding on the United States. The argument demonstrating the failure of the President to satisfy constitutional standards proceeds as follows. Part I develops the context in which the Paris Agreement arose. Part II briefly summarizes the Paris Agreement. In Part III, I argue that President Trump’s attempt to cease implementation of the Paris Agreement and, in effect, withdraw from the treaty, does not meet U.S. standards required by the Constitution, specifically Article II, § 2, Clause 2.6 Finally, in Part IV, I consider the question posed in the title of this Essay and conclude that the answer is probably “no.” In addition, I discuss the destabilization to global governance that would result if the answer were “yes

    The Relationships in Marketing: Contribution of a Historical Perspective

    This paper presents an historical analysis of relationship marketing. We discuss the roots and the directions of relationship marketing that are considered relevant: their origins, the Industrial Marketing and Purchasing group (IMP) approach to business relationships, the Nordic approach to services relationships and, the managerial and Customer Relationship Management (CRM) approach of relationship marketing. The paper highlights that the boundaries of relationship marketing as defined in contemporary literature have been permeable and elastic. Relationship marketing consists of a fragmented collection of different approaches, partly independent partly overlapping, inspired by different theories, with a multitude of aggregation levels and several units of analysis. We clarify the scope of this domain and we present a number of critical issues that remain unresolved. Is the concept of relationship marketing ubiquitous and can it be applied to every context? Are relationships alike whatever the market considered? Do they describe the same phenomena or are they different phenomena resulting from different contexts?     Status, Dispersal, and Breeding Biology of the Exotic Eurasian Collared-Dove (Streptopelia decaocto) in Arkansas

    The exotic Eurasian Collared-Dove (Streptopelia decaocto) was first sighted in Arkansas at Harrison (Boone Co.) on 25 June 1989. Since this initial sighting the species has grown in numbers and is now present in 42 of 75 counties across the state. In the spring and summer of 2009 and 2010, 20 nests were observed in the urban areas of Fort Smith (Sebastian County). Fifteen of the 20 nests (75%) were located on human-made structures of which 13 (65%) were on an electrical substation and two (10%) were on utility poles. The remaining 5 nests (25%) were in trees. Mean nest height was 7.62 m (n = 20 nests), and the mean width of the nest site support was 40 cm (n = 6 nests). Thirteen of the 20 nests (65%) yielded fledgling(s). Three focal nests were chosen for intense observation. Nest building lasted 1 to 3 days (mean = 2 days); incubation period was 15 days; and fledging occurred 17-18 days after hatching (n = 3 nests).
