This study aims to analyze the Public Service in the Office of IntegratedServices Rokan Hilir (Case Study On Handling Business Permit). And to knowthe obstacles - obstacles or constraints on the Public Service in the Office ofIntegrated Services Rokan Hilir. Improved Infrastructure as a new district isabsolutely necessary. To support the program, the indispensable role of the privatesector because the private sector is also a supporting actor in the implementationof development regardless of the government in control, it will encourage newbusiness climate. The emergence of a variety of businesses - the business gets theattention of the Government, so that the business - the business community and berecognized by the local government. One of the forms of government recognitionis with the location permit (SITU).This research was conducted in Rokan Hilir, defined in this study as manyas 4 key informants KPT Head, Head of Administration, Economics andAdministration Section Chief and Section Head of Development and Welfare,while people who are taking care of and has been assigned to take care of as manyas 20 people each one with data collection derived from documentations and indepthinterviews to the informant. Once the data is collected and then analyzedusing qualitative descriptive analysis. It can be concluded from the lack ofavailability of good access from OPT Rokan Hilir is not available it means thatsuch a complete lack of waiting rooms and computers for employees to performthe work. Pengawasan oleh Dinas Perhubungan Provinsi Riau terhadap Operasionalisasi Pelabuhan Penyebrangan Ro-ro di Kota Dumai Tahun 2012-2013

Problems that occur on Ro-Ro ferry ports of Dumai ie lack warships in the harbor, so that every day many crossings that can not take across in because the capacity of passengers or goods that have been filled. Supposedly with the applicable provisions fleet on Ro-Ro port of Dumai it consists of 3 (three) fleet, but now only amounts to 1 (one) fleet. It is certainly not in accordance with existing regulations. With so activity on Ro-Ro ferry ports Dumai ineffective and the practice of extortion committed by unscrupulous Riau Provincial Transport Department staff to passenger ferry ports. The purpose of this study is to find out to find out the supervision of the Riau Provincial Transport Department Operations City Harbour Crossing in Dumai and to determine the factors that influence the control of the Riau Provincial Transport DepartmentinDumai.Methods This study uses qualitative research methods research types. This research was conducted in the city of Dumai in this area where there are several ferry ports which many passengers crowded. But there are still many shortcomings that exist in some of its ports as less fleet and lack of safety for passenger ships. While the data collection by using the technique of interviewing informants who are competent in their field as well as by direct observation of the authors in the field. The results of this study conclude In monitoring indicators funds / costs, weak oversight made Riau Provincial Transport Department for the operation of ferry ports, especially on the operational budget problems in department transport. Crossing the harbor must pay for their own purposes any crossing port operations so that they do not know the practice of extortion (extortion) against unscrupulous Riau Provincial Transport Department. To implement public policy, then there are twooptions available measures that directly mengeimplementasikan in the form ofprograms or policies regulai derivative or derivative of such public policy. Themethod used in this study is qualitative methods of data that can not be expressed interms of numbers but in the form of an explanation that describes the shape of thestate, a process, a particular event. Data collection techniques using interviewtechniques and documentation of the results of this study can be concluded that theimplementation of the Regional Regulation No. 11 of 2006 is not running optimally. Peran Aktor Kunci dalam Pemilihan Penghulu di Kampung Sengkemang Kecamatan Koto Gasib Kabupaten Siak Tahun 2015

Village as a traditional government follow the system of democratic in the implementation of its government. Another form of democratic system in village is in the process of selecting urban village head. Urban village head is a bureaucrat who has the highest authority at the village level. Urban village head is very important in the process of running the village government towards the society welfare. The success of the selection of the urban village head not is separated from the role of key actors in winning their candidate. From this statement, it can be concluded that the research question of this research is to know how the role of key actors in selecting the urban village head.This research is a qualitative approach. This research was conducted in Sengkemang village. The technique used to collect data in this study were (1) interview, (2) Documentation; and (3) Study Library.The result of this research is the role of key actors in the selection of Sengkemang urban village head 2015 is very large. It can be seen from the success of key actors from candidate Adi Afri as the Selected urban village head in Sengkemang village. Adi Afri is a figure that is not very well known by the public, but the influence of key actor of Adi Afri, so that he can get a significant vote. The result of selecting urban vilage head in Sengkemang with significant vote is the success of key actors in playing their role. The numbers of DPT in Sengkemang village are 797 people and the numbers that use their voting are 652 votes

Pengawasan Pemerintah Daerah terhadap Illegal Fishing ( Studi Kasus Kabupaten Rokan Hilir Provinsi Riau Tahun 2012 )

Illegal fishing in Rokan Hilirs sea was usual happened. The actors some from foreign fisherman, out-region fisherman, al though itself Rokan Hilir fisherman. Some of boat caughted are have not license and did the catchs fish as illegal. Beside this, them also used catchs tool was dangerous like trawl net who are explicit forbid in regulation Undang-Undang Perikanan Nomor 45 Tahun 2009 about Perubahan Undang-Undang Nomor 31 Tahun 2004 was regulated about prohibit used catchs tool is not friendly area. Refunctionalization of the verdict, make not wary effect to the actors, until the problems of illegal fishing was be caused in marine and fisheries sector able not be used optimally.Purpose of the research is to answer the problems was exist in this research that is the first, to find out the implementation of the control from local government about illegal fishing at Rokan Hilir sea, the secondly is to knowing the factors of barriers control the implementation of local government about illegal fishing practice. Type of this research is a qualitative research method. The location of this research is Kabupaten Rokan Hilir Provinsi Riau. Data colletion techniques are observation, documentation studies and field studies (interviews) where as analyzed the data were analyzed descriptively.The study findings indicate that the implications of the implematation control of Kabupaten Rokan Hilir Local Government that delegated to the Department of marine and fisheries Kabupaten Rokan Hilir as co-administration has not given the intensive control that the maximum for tackling and prevention of illegal fishing. In this context be happen now is by glow the action illegal fishing practice in Rokan Hilir sea indicate that a minimum of eforts the local Government for the controls implementation, especially for preventive and corrective character the control. Kekalahan Incumbent dalam Pemilihan Penghulu di Kepenghuluan Sekeladi Kecamatan Tanah Putih Kabupaten Rokan Hilir

Candidates who get a very low vote earning here is an incumbent candidate. This is what makes us as the authors want to conduct research to cause low incumbent candidate votes in the selection of penghulu.This study we as the authors review with two indicators of voter behavior and political marketing (strategy kompanye). Choosing Behavior Simply defined as the decision of a voter to vote for a candidate or a particular in the election. While Political Marketing is a political campaign strategy to form a certain set of political meanings in the minds of the voters.This research uses "multiple method" that is merging between quantitative and qualitative methods, in this case is the spread of questionnaires and interviews.
