    When the point is raised concerning whether or not it is necessary and an opportune time to establish a new regulation, a number of questions must first be answered: >, > It is only after having answered these points that it will be possible to begin the regulation. The first step, what to regulate, why and how, is to be found in the frame directive which, put in concrete form indicates the orientations without going into detail. But first the structures and mechanisms of the European Commission will be remembered which will make possible the realisation of a common market by the end of 1992. Then, the content of the directive on materials and articles intended to come into contact with foodstuffs will be examined. Finally, plastic materials will be discussed. Elaboration of positive lists, preparation of the documents needed for the authorisation of the use of a new substance, tests on migration and harmonisation of the methods of analysis will be reviewed
