High energy inelastic electron hadron scattering, in peripheral kinematics. Sum rules for hadron form factors
Relations between differential cross section for inelastic scattering of
electrons on hadrons and hadron form factors (sum rules) are derived on the
basis of analytical properties of heavy photon forward Compton scattering on
hadrons. Sum rules relating the slope of form-factors at zero momentum transfer
and anomalous magnetic moments of hadrons with some integrals on
photo-production on a hadrons is obtained as well. To provide the convergence
of these integrals we construct differences of individual sum rules for
different hadrons. Universal interaction of Pomeron with nucleons is assumed.
We derive the explicit formulae for processes of electro-production on proton
and light isobar nuclei. Sudakov's parametrization of momenta, for peripheral
kinematics relevant here, is used. The light-cone form of differential cross
sections is also discussed. The accuracy of sum rules estimated in frames of
point-like hadrons and it is shown to be at the level of precision achievable
by experiments. Suggestions and predictions for future experiments are also

Cross-relaxation and phonon bottleneck effects on magnetization dynamics in LiYF4:Ho3+
Frequency and dc magnetic field dependences of dynamic susceptibility in
diluted paramagnets LiYF:Ho have been measured at liquid helium
temperatures in the ac and dc magnetic fields parallel to the symmetry axis of
a tetragonal crystal lattice. Experimental data are analyzed in the framework
of microscopic theory of relaxation rates in the manifold of 24
electron-nuclear sublevels of the lowest non-Kramers doublet and the first
excited singlet in the Ho ground multiplet split by the crystal
field of S symmetry. The one-phonon transition probabilities were computed
using electron-phonon coupling constants calculated in the framework of
exchange charge model and were checked by optical piezospectroscopic
measurements. The specific features observed in field dependences of the in-
and out-of-phase susceptibilities (humps and dips, respectively) at the
crossings (anti-crossings) of the electron-nuclear sublevels are well
reproduced by simulations when the phonon bottleneck effect and the cross-spin
relaxation are taken into account
Possible Method for Measuring the Proton Form Factors in Processes with and without Proton Spin Flip
The ratio of the squares of the electric and magnetic proton form factors is
shown to be proportional to the ratio of the cross sections for the elastic
scattering of an unpolarized electron on a partially polarized proton with and
without proton spin flip. The initial proton at rest should be polarized along
the direction of the motion of the final proton. Similar results are valid for
both radiative scattering and the photoproduction of pairs on a proton in
the Bethe--Heitler kinematics. When the initial proton is fully polarized in
the direction of the motion of the final proton, the cross section for the process, as well as for the and processes, without (with) proton spin flip is expressed only in terms of
the square of the electric (magnetic) proton form factor. Such an experiment on
the measurement of the cross sections without and with proton spin flip would
make it possible to acquire new independent data on the behavior of
and , which are necessary for resolving the
contradictions appearing after the experiment of the JLab collaboration on the
measurement of the proton form factors with the method of polarization transfer

EXPERIENCE OF CLINICAL APPLICATION OF REGIONAL DRUG THERAPY IN COMPLEX TREATMENT OF PATIENTS WITH PANCREATONECROSIS
The presented work is based on the analysis of the results of complex conservative and surgical treatment of 179 patients with pancreatonecrosis which were on treatment in surgical departments of Republican hospital N 2 - Emergency Center of Sakha (Yakutia) Republic during 2008-2010 years. During the research it became possible to reveal that application of regional intra-arterial drug therapy in complex treatment of patients with pancreatonecrosis allows to stop cases of endogenous intoxication more quickly and. effectively that increased the probability of a favorable outcome of the disease and. reduced the period of stay of patients in a hospital
Polarized triplet production by circularly polarized photons
A process of the pair production by a circularly polarized photon in the
field of unpolarized atomic electron has been considered in the
Weizaecker-Williams approximation. The degree of longitudinal polarization of
positron and electron has been calculated. An exclusive cross-section as well
as a spectral distribution are obtained. We estimate the accuracy of our
calculations at the level of a few percent. We show the identity of the
positron polarization for considered process and for process of pair production
in the screened Coulomb field of nucleus.Comment: 9 pages, 3 picture
Futures of energy in Eurasia in a global context. 4th Workshop Report.
The 4th workshop within the IIASA project “Challenges and Opportunities of Economic Integration within a Wider European and Eurasian Space” held on 12-13 May, 2015 in Laxenburg, Austria delivered the latest insights into the risks, uncertainties, trends and opportunities around energy trade and energy security of the EU, EAEU and neighboring countries. The discussions focused mostly on natural gas covering conventional, LNG and shale gas, on nuclear energy, as well as on the potential for a common electricity market between some EU, EAEU and neighboring countries.
To foster interdisciplinary and international dialogue on the topic, the workshop invited distinguished academics and policymakers from around the world, including Tair Mansurov, Member of the Board – Minister in charge of Energy and Infrastructure, Eurasian Economic Commission; Péter Balás, Deputy Director General, DG Trade, European Commission and Head, Support Group for Ukraine; Jean-Arnold Vinois, European Commission Directorate General for Energy; Pavel Kabat, Director General and Chief Executive Officer, IIASA; Evgeny Vinokurov, Director, Centre for Integration Studies, Eurasian Development Bank; among many others, with a total of 48 participants.
The participants had impassionate exchanges over sometimes rather different views, yet they were able to concur on a number of points. This demonstrates the value of IIASA as a platform for open exchange of views between European and Eurasian experts and policymakers on currently controversial issues in the context of Euro-Eurasian economic integration.
Selected Seminar Highlights:
During the course of the seminar, the experts brought forward the following proposals:
• Creation of a common EU - EAEU electricity market could be useful, since it could stimulate large-scale construction of various types of generation assets in the Kaliningrad Region and in Belarus (nuclear, hydro and thermal power stations), that could provide power to Poland, Lithuania and other neighboring countries.
• Euro-Eurasian energy cooperation could be enhanced on the basis of the Energy Charter Treaty (1998) mechanism (although in case of Russia only if it decides to revise its earlier decision to leave the Treaty).
• Development by the Eurasian Economic Commission of a common Emissions Trading System (ETS) in line with EU norms can help increase compatibility in the future thus enhancing prospects of a common EU - EAEU emission inventory market.
• Joint development of the Arctic shelf can be a promising and prestigious long-term project of economic and investment cooperation between the EU and Russia.
• Commitment towards the work of the EU - Russia Gas Advisory Council and the “EU-Russia Gas Cooperation Roadmap till 2050” could be increased by both – Russia and the EU member states.
• An international gas research cooperation program between the European Commission and research institutes of different regional players (not only Russia) could be established which might help gaining objectivity and transparency on forecasts in the gas market.
• The repeated gas supply crises between Russia and the EU over supply to and transit via Ukraine make the efforts on maintaining cooperation and dialogue between the two even more important.
• Despite the fact that Ukraine intends to integrate its energy system into the European Network of Transmission System Operators for Electricity (ENTSO-E), maintaining interconnections with the Russian and Belarusian electricity grid can help them decrease electricity price inflation during the transition period.
• Energy efficiency in the Ukrainian household sector is a topic of joint interests and needs. Participants of the seminar proposed cooperation between the Eurasian Economic Commission and the respective Ukrainian research institutions for comparing approaches being adopted both in Ukraine and by the member states of the Eurasian Economic Union.
• IIASA’s role as a platform for discussing energy matters between the EU and Russia/EAEU as equals can be crucial.
