Sectoral and regional impacts of the European Carbon Market in Portugal
Across Europe, CO(2) emission allowances represent one of the main policy instruments to comply with the goals of the Kyoto Protocol. In this paper we use microdata to address two issues regarding the impact of the European Carbon Market (EU ETS). First, we analyze the sectoral effects of the EU ETS in Portugal. The goal is to study the distributive consequences of imbalances, with the novelty of taking into account firm financial data to put values into context. We show that a large majority of installations in most sectors had surpluses and the opportunity to raise remarkable revenues in some cases. We also look at the regional impact, since the pre-existing specialization of different regions in the production of different goods and services might lead to an uneven economic impact of the allowance market. In particular, Portuguese data indicate a distribution of revenue from low income to high income regions, or rather, between installations located in those regions. We focus on the first phase of the EU ETS, using data for each one of the 244 Portuguese installations in the market as well as financial data for 80% of these installations, although we also present data for 2008 and 2009.info:eu-repo/semantics/acceptedVersio
Psychosocial and economic impacts of a charge in lightweight plastic carrier bags in Portugal: Keep calm and carry on?
Reducing plastic waste has become an urgent global challenge. To help fight this problem, European countries have undertaken the mission to reduce lightweight plastic bag consumption. In 2014, Portugal implemented a charge on lightweight plastic bags, calling for an adjustment from both consumers and firms. The present re- search aims to study the psychosocial and economic impacts of this tax measure, namely in terms of acceptability of the measure, potential attitude and behaviour changes, and impact on plastic bag markets. The psychosocial impacts were studied based on an online survey (N = 198) and on available datasets illustrating societal trends. Survey results showed that participants agreed with the charge and with widening it to all types of plastic bags. They attributed environmental motives to its implementation, developed reuse habits and mentioned a de- creased consumption of disposable plastics. In addition, individuals appear more concerned with the impacts of everyday plastic products in the environment, and more willing to pay higher taxes and prices to protect the environment.
The economic impacts were studied using available data on the charge revenue and on the production and sales of plastic bags, among others. We illustrate that the implementation of the charge led to a sharp fall in the use of lightweight bags, generating a decrease in the production and sale of plastic bags overall, while avoiding significant impacts on the relevant economic sectors.info:eu-repo/semantics/acceptedVersio
Is it all about awareness? The normalization of coastal risk
Coastal risk is already high in several parts of the world and is expected to be amplified by climate change, which makes it necessary to outline effective risk management strategies. Risk managers assume that increasing awareness of coastal risk is the key to public support and endorsement of risk management strategies – an assumption that underlies a common worldview on the public understanding of science, which has been named the deficit model. We argue that the effects of awareness are not as straightforward. In particular, awareness of coastal hazards might not lead to more technically accurate risk perceptions. Based on research on risk perception normalization, we explored the hypothesis that coastal risk awareness reduces coastal risk perception – in particular the perceived likelihood of occurrence of coastal hazards – through its effect on reliance on protective measures to prevent risk. Individuals can rely on protective measures, even when those are not effective, as a positive illusion to reduce risk perception. This effect might be stronger for higher probability hazards and for permanent residents of costal zones. Data from 410 individuals living in coastal zones corroborated most of our expectations. Global results demonstrated a risk normalization effect mediated by reliance on current measures. Additional analyses made clear that this effect occurred in 2 of the 5 high-probability hazards (flood and storm), and not in the low-probability hazard (tsunami). Normalization might be more likely among high-probability hazards which entail catastrophic and immediate impacts. This effect was also found among permanent residents, but not among temporary residents. Results imply that coastal risk management might benefit from (a) taking risk perception normalization effects into account, (b) tailoring strategies for permanent and temporary residents and (c) promoting a higher public engagement, which would facilitate a more adaptive and effective coping with coastal risk than the use of positive illusions.info:eu-repo/semantics/acceptedVersio
Instabilities and robust control in natural resource management
Most renewable natural resources exhibit marked demographic and environmental stochasticities, which are exarcebated in management decisions by the uncertainty regarding the choice of an appropriate model to describe system dynamics. Moreover, demand and supply analysis often indicates the presence of instabilities and multiple equilibria, which may lead to management problems that are intensified by uncertainty on the evolution of the resource stock. In this paper the fishery management problem is used as an example to explore the potential of robust optimal control, where the objective is to choose a harvesting rule that will work under a range of admissible specifications for the stock-recruitment equation. The paper derives robust harvesting rules leading to a unique equilibrium, which could be helpful in the design of policy instruments such as robust quota systems.info:eu-repo/semantics/publishedVersio
Psychosocial drivers for change: understanding and promoting stakeholder engagement in local adaptation to climate change in three European Mediterranean case studies
Stakeholder engagement in the processes of planning local adaptation to climate change faces many challenges. The goal of this work was to explore whether or not the intention of engaging could be understood (Study 1) and promoted (Study 2), by using an extension of the theory of planned behaviour. In Study 1, stakeholders from three European Mediterranean case studies were surveyed: Baixo Vouga Lagunar (Portugal), SCOT Provence Méditerranée (France), and the island of Crete (Greece) (N = 115). Stakeholders' intention of engaging was significantly predicted by subjective norm (which was predicted by injunctive normative beliefs towards policy-makers and stakeholders) and by perceived behavioural control (which was predicted by knowledge of policy and instruments). Study 2 was conducted in the Baixo Vouga Lagunar case study and consisted of a two-workshop intervention where issues on local and regional adaptation, policies, and engagement were presented and discussed. A within-participants comparison of initial survey results with results following the workshops (NT1 = 12, NT2 = 15, NT3 = 12) indicated that these were successful in increasing stakeholders' intention of engaging. This increase was paired with a) an increase in injunctive normative beliefs towards policy-makers and consequently in subjective norm, and to b) a decrease in perceived complexity of planning local adaptation and an increase in knowledge regarding adaptation to climate change.info:eu-repo/semantics/acceptedVersio
Beliefs on the local effects of climate change: causal attribution of flooding and shoreline retreat
Adaptation to climate change is a process that should engage different participants, including not only researchers and technicians but also other stakeholders and local individuals, and, therefore, it is important to understand their beliefs on the local effects of climate change. Recent studies illustrate a linear relation between coastal distance and scepticism, which is lower in coastal zones than in inland. A possible explanation is that people living inland do not experience (or do not perceive) particular natural hazards as being caused by climate change, or attribute the natural hazards to other causes, apart from climate change. This might influence the relative importance of dealing with direct anthropogenic effects and planning adaptation to climate change. Therefore, the goal of this work was to explore this effect by comparing beliefs on the local effects of climate change in Aveiro region (Portugal), specifically in Baixo Vouga Lagunar (BVL, located in the inner side of Ria de Aveiro Coastal Lagoon, 10 km distance from the coast) with the nearby coastal zone between Esmoriz and Vagueira settlements. Stakeholders were interviewed and local individuals were surveyed in order to explore causal attributions towards relevant local environmental problems and compare with data available from the coastal zone. Natural hazards concerned flooding in BVL and shoreline retreat in the coastal zone. Results suggest that in BVL both stakeholders and local residents did not attribute local natural hazards mostly to climate change. However, in the coastal zone, local natural hazards were indeed mostly attributed to climate change. This attribution to climate change was further correlated to a higher risk perception of natural hazards in the coastal zone but not in BVL. Thereby, it is important to consider distance from the shoreline in order to promote local processes of adaptation to climate change.info:eu-repo/semantics/publishedVersio
Designing Building Skins with Biomaterials
This chapter presents several successful examples of biomaterial facade design. It discusses facade function from aesthetical, functional, and safety perspectives. Special focus is directed on novel concepts for adaptation and special functionalities of facades. Analysis of the structure morphologies and aesthetic impressions related to the bio-based building facades is supported with photographs collected by authors in various locations. Finally, particular adaptations and special functionalities of bio-based facades going beyond traditional building envelope concept are supported by selected case studies
Long-Term Decrease in VLA-4 Expression and Functional Impairment of Dendritic Cells during Natalizumab Therapy in Patients with Multiple Sclerosis
Myeloid and plasmacytoid dendritic cells (mDCs, pDCs) are central to the initiation and the regulation of immune processes in multiple sclerosis (MS). Natalizumab (NTZ) is a humanized monoclonal antibody approved for the treatment of MS that acts by blocking expression of VLA-4 integrins on the surface of leukocytes. We determined the proportions of circulating DC subsets and analyzed expression of VLA-4 expression in 6 relapsing-remitting MS patients treated with NTZ for 1 year. VLA-4 expression levels on pDCs and mDCs decreased significantly during follow-up. In vitro coculture of peripheral blood mononuclear cells and pDCs, with different doses of NTZ in healthy controls (HC) and MS patients showed dose-dependent down-regulation of VLA-4 expression levels in both MS patients and HC, and reduced functional ability to stimulate antigen-specific T-lymphocyte responses. The biological impact of NTZ may in part be attributable to inhibition of transmigration of circulating DCs into the central nervous system, but also to functional impairment of interactions between T cells and DC
An Analysis of two Sustainable projects in the light of the LEED-NC and LEED-ND rating systems
Abstract: The methodology used in this paper consists in studying how the 5 environmental categories of the LEED New Constructions and Major Renovation plus the 3 categories of the LEED Neighbourhood Development apply to the architectural and urban design strategies of two projects: Masdar City and "Forwarding Dallas". We chose two very different but at the same time similar projects which claim to be environmentally conscious. On one end, there is the self-intituled "world's first carbon-neutral city", Masdar, designed by Foster + Partners and one of the largest and most ambitious developments of its kind. On the opposite end, and in a significantly smaller scale, there is the "Re-Vision Dallas" competition winner project, "Forwarding Dallas", designed by a collaboration of two Portuguese architecture practices: DATA + MOOV. This competition promoted the idea of transforming a vacant inner-city block in Dallas into a carbon-neutral neighbourhood, creating, for that purpose, a prototype for an innovative, sustainable urban community. This paper strives to highlight, through the comparative analysis of these two projects, how the desire to meet high standards of sustainability not only affects the practice of architecture and urban design, but might also generate a particular architectural language with identifiable physical characteristics
