Declining partisan representation at the sub-national level: assessing and explaining the strengthening of local lists in Italian municipalities (1995â2014)
In Western democracies political representation at the national level is still dominated by (old and new) political parties. This article shows that, instead, the representative role of parties may have declined at the local level. In Italy, for instance, the average share of municipal seats held by non-partisan councillors has almost tripled in the last 20 years. By using an original data set, this article classifies different types of Italian local lists, assesses their relationship with traditional parties and explains territorial variation in their success. The results suggest that local lists have become substantially stronger in small municipalities, in regions characterised by weak or declining political subcultures and where regionalist parties are absent or irrelevant. Finally, contrary to the expectation that declining partisanship is linked to modernisation processes and direct civic engagement, local lists have achieved their best results in the less developed areas of the country
We know DAAs work, so now what?:Simplifying models of care to enhance the hepatitis C cascade
Globally, some 71 million people are chronically
infected with hepatitis C virus (HCV). Marginalised populations,
particularly people who inject drugs (PWID), have low testing,
linkage-to-care and treatment rates for HCV. Several models of
care (MoCs) and service delivery interventions have the
potential to improve outcomes across the HCV cascade of care,
but much of the relevant research was carried out when
interferon-based treatment was the standard of care. Often it
was not practical to scale up these earlier models and
interventions because the clinical care needs of patients taking
interferon-based regimens imposed too much of a financial and
human resource burden on health systems. Despite the adoption of
highly effective, all-oral direct-acting antiviral (DAA)
therapies in recent years, approaches to HCV testing and
treatment have evolved slowly and often remain rooted in earlier
paradigms. The effectiveness of DAAs allows for simpler
approaches and has encouraged countries where the drugs are
widely available to set their sights on the ambitious World
Health Organization (WHO) HCV elimination targets. Since a large
proportion of chronically HCV-infected people are not currently
accessing treatment, there is an urgent need to identify and
implement existing simplified MoCs that speak to specific
populations' needs. This article aims to: 1) review the evidence
on MoCs for HCV; and 2) distil the findings into recommendations
for how stakeholders can simplify the path taken by chronically
HCV-infected individuals from testing to cure and subsequent
care and monitoring

Migrating to the Post-Oil Era, over 10000's km2 of Powerscapes - the solar-collecting infrastructure - will be gradually constructed across the arid desert, for the indispensable production of solar energy to sustain Middle East's economy and global energy supply. The contingency of introducing the Powerscapes is a spatial problem. Unlike a powerplant that burns coal or oil, the scale of the Powerscapes is dramatically extensive. The inserted Powerscapes will interiorize the desert landscape and shelter the ground from the harsh direct sunlight that will be captured for power supply. Transformation in biological development, meteorological activity and geological phenomena will be inevitable, but the change that reduces the heat and evaporation rate will make its climatatic dynamics more habitable for human, animals and plants - an invaluable opportunity for the synthesis of energy production and climate conditioning. This thesis investigates the strategic programming and spatial configuration of such constructed landscape, capitalized by its new temporal characteristics, and sensitively adapting to it. Layers of material will be organized to form "Strata" of temporal conditions to be stretched across the landscape. To forge a symbiotic relationship between Solar Collection, human habitation, agricultural production and wild nature, the layers of material will delineate, push, flip, intersect, puncuate, wrap and merge, responding to programmatic needs and geographical dynamics that the natural geology and the Powerscapes together create. Such adaptive organization also permits certain geometrical and configuration logic to reiterate themselves in multiple scales, formulating a fractalic field with recursive part to whole relationships.by Chun Lun Otto Ng.M.Arch

The Cumul des Mandats in Comtemporary French Politics: An Empirical Study of the XIIe Législature of the Assemblée Nationale
It has often been noted that French politicians frequently hold local and national offices concurrently. Traditionally, this phenomenon is explained by the political culture (a patriarchal conception of authority), the territorial centralization and the weakness of party organizations that characterize France. In order to test the latter two hypotheses, we propose analysing the practise of the cumul des mandats at the level of individual parliamentarians. In this way we circumvent the classic n=1 problem without engaging in a comparison with other countries. Based on a logit analysis with the dependent variable equal to the number of local offices held by the members of the National Assembly under the present term (XIIe législature), the study partially confirms our hypotheses. Other variables, such as age and gender, are also considered
The Implementation of Participatory Democracy in French Communes
The purpose of the article is to analyze how participatory democracy has been implemented in French communes. The question of neighbourhood democracy is a norm of political speech as local representatives need to legitimize their role in public space by getting closer to their electors. Does the implementation of participatory tools depend on the ideology and the socialization of the mayors or on the structure of the commune (size, territorial configuration)?The paper will mainly use a quantitative investigation made on communes above 5 000 inhabitants as well as interviews conducted in specific communes which were known for their participatory culture
