Comparison of accessibility of public transport in provincial centers of Eastern Poland at the end of the EU perspective 2007–2013
W artykule zaprezentowano stan dostępności transportem
zbiorowym w ośrodkach wojewódzkich Polski Wschodniej
na koniec perspektywy UE 2007–2013. Badanie przeprowadzono
na koniec 2013 roku. W pracy przedstawione zostaną inwestycje infrastrukturalne
z perspektywy UE 2007–2013. Analizowany okres
przedstawia dostępność transportem zbiorowym po wprowadzeniu
kluczowych inwestycji z zakończonej prspektywy finasowej. Inwestycje
infrastrukturalne, na których oparta jest analiza dostępności transportem
miejskim, przedstawione zostały w dwu ekspertyzach dla miast
Polski Wschodniej. Przewodnim celem opracowania jest sprawdzenie,
czy środki z perspektywy UE na lata 2007–2013, które przeznaczone
zostały na poprawę funkcjonowania komunikacji zbiorowej, zostały dobrze
wydatkowane. Dodatkowym celem jest porównanie dostępności
komunikacyjnej w miastach. Analiza dostępności transportu zbiorowego
w sposób jednowymiarowy przedstawi zmiany powierzchni izochrony,
czasu dojazdu, liczby osób oraz gęstości zaludnienia znajdującej się
w izochronach w 2013 roku.The article presents the accessibility status of collective
transport in Polish provincial centers of Eastern Poland at the
end of the EU perspective 2007–2013. The study was conducted
in the end of 2013. In the article the infrastructure investments
from the EU perspective 2007–2013 are presented. The analyzed
period demonstrates accessibility of public transport after implementation
of the key investments from the completed financial
perspective. Infrastructure investments, on which the analysis of
the accessibility of public transport is based, have been presented
in the two expertises devoted to cities of Eastern Poland. The main
objective of the study is to verify whether funds from the EU perspective
for 2007–2013, which had been intended to improve the
functioning of public transport, have been spent effectively. An
additional objective is to compare the accessibility of transport in
cities. Analysis of the accessibility of public transport in a one-dimensional
way presents changes of the isochrones surface, journey
time, numbers of people and a population density located in the
isochrones in the 2013 year

W artykule podjęto próbę zaprezentowania wpływu środków Unii Europejskiej z perspektywy budżetowej 2014-2020 na zmiany dostępności transportem zbiorowym w ośrodkach wojewódzkich Polski Wschodniej. W analizie przyjęto, iż środki z UE będą głównym czynnikiem zmian czasów przejazdu komunikacji zbiorowej w miastach. Badanie przeprowadzono w 2 okresach. W pierwszej części pracy zaprezentowano stan dla roku 2013, przed wprowadzeniem kluczowych inwestycji z perspektywy 2014-2020. W drugiej części analizy ukazano potencjalny stan dla roku 2020, po wykonaniu zaplanowanych inwestycji. Efektem miałaby być poprawa funkcjonowania transportu zbiorowego. Inwestycje infrastrukturalne, na których oparta jest analiza zmiany dostępności transportem miejskim, przedstawione zostały w 2 ekspertyzach dla miast Polski Wschodniej. Analiza poprawy dostępności transportu zbiorowego w sposób jednowymiarowy przedstawi zmiany powierzchni izochrony, czasu dojazdu, liczby osób oraz gęstości zaludnienia w latach 2013 i 2020.The article is an attempt to present the impact of European Union funds, in view of the financial perspective 2014-2020, on changes in access to collective transport in Voivodship centres of Eastern Poland. The analysis assumes that EU funds shall be the key factor contributing to changes in collective commuting time in municipalities. The study was performed in two periods. The first part of the study refers to the year 2013, prior to introducing key investments of the 2014-2020 financial perspective. The second part shows the potential state in the year 2020 on completion of planned investment projects. Improving collective transport is the targeted effect. Infrastructural investments, which provide grounds for the analysis on changing access to urban transport, are presented by two expert opinions for cities in Eastern Poland. The key objective of the study is to check whether the financial EU resources for the years 2014-2020, which are to be allocated to improving collective transport, are assigned to relevant investment projects. The analysis of collective transport accessibility shall indicate one-dimensional changes in isochrones surface, travel time, number of individuals and population density in the years 2013 and 2020
Vehicle policy of the trolleybus transport companies in the Czech Republic and Slovakia in the years 2004–2014
Komunikacja trolejbusowa w państwach postkomunistycznych
Europy Środowo-Wschodniej odgrywa znaczącą
rolę. Wśród państw Unii Europejskiej najliczniej reprezentowany
jest ten podsystem transportu miejskiego w Czechach, na Słowacji.
Szczególnie istotna jest także rola producentów taboru trolejbusowego,
których jest niewielu, a jednym z nich jest koncern Škoda
w Czechach. Dwa czynniki związane ze znaczną rolą komunikacji
trolejbusowej w Czechach i na Słowacji oraz lokalizacją tradycyjnego
producenta trolejbusów marki Škoda w Pilźnie, wpłynęły na podjęcie
tematu i analizę czynników wpływających na prowadzenie polityk taborowych
przez osiemnastu przewoźników trolejbusowych regionu.
Jako interesujący uznano wpływ przemian polityczno-gospodarczych
na utrzymanie produkcji trolejbusów w Czechach oraz ograniczenie
eksportu. Efektywna współpraca głównego producenta trolejbusów
marki Škoda z konkurencyjnym Solarisem doprowadziła do monopolizacji
rynku przez Škodę. W analizowanym okresie dostarczono do
czeskich i słowackich przewoźników trolejbusowych 449 pojazdów
wyprodukowanych głównie przez Škodę, ale także Solarisa i SOR we
współpracy z DP Ostrawa (później Ekova). Jedynym miastem, które
nie prowadziło polityki odnowienia taboru trolejbusowego były słowackie
Koszyce. Najwyższy odsetek wymiany trolejbusów na nowe
w latach 2004–2014 odnotowano w Cieplicach, Igławie, Mariańskich
Łaźniach i Zlinie, a najmniejszy w Brnie. Najwięcej trolejbusów dostarczono
do Bratysławy, Pilzna i Zlinu, a najmniej do Chomutowa.Trolleybus transport in post-communist countries of the
Eastern Europe plays a significant role. Among the EU countries this
type of urban transport subsystem is mostly represented in countries
such as the Czech Republic and Slovakia. There are not many trolleybus’
producers so that their role is particularly important. One of the
most recognized is Škoda in the Czech Republic. Two factors related to
the trolleybus transport indicates significant role of public transport in
the Czech Republic and Slovakia. The location of the traditional trolleybus
producer Skoda in Plzen affected the author to choose this subject
matter to consider and to make analysis of the factors influencing the
vehicle policies by eighteen trolleybus carriers of the region. The impact
of political and economic changes on maintaining production of
trolleybuses in the Czech Republic and limiting exports is considered to
be worthwhile. Effective cooperation between Škoda, major producer
of trolleybuses, with a competitive Solaris led to the monopolization of
the market by Škoda. In the analyzed period 449 vehicles have been
delivered to the Czech and Slovak trolleybus companies manufactured
primarily by Skoda, but also Solaris and SOR in collaboration with the
DP Ostrava (later EKOVA). The only city that has not carried a trolleybus
fleet renewal policies - is the Slovakian city - Kosice. The highest
percentage of replacement trolley bus vehicles with the new ones in the
years 2004-2014 was recorded in Teplice, Jihlava, Marianske Lazne and
Zlin, while the lowest percentage was noticed in Brno. The largest amount
of trolleybuses have been delivered to Bratislava, Pilsen and Zlinu,
and the smallest number of vehicles has been contracted to Chomutov

Spatial-temporary changes of accessibility to public transport in Rzeszów in the light of infrastructure investment from the EU perspective 2014–2020
W artykule poruszono problem poprawy dostępności miejskim
transportem zbiorowym, uznając iż inwestycje infrastrukturalne z perspektyw
UE w latach 2007–2013 i 2014–2020 będą jej głównym impulsem.
Do prezentacji wyników analizy poprawy dostępności transportem
miejski przyjęto dwie daty: rok 2013 jako stan bazowy dla dostępności,
uznając iż inwestycje z perspektywy lat 2007–2013 są ukończone, oraz rok
2020 jako stan dostępności transportem miejskim po wykonaniu inwestycji
z perspektywy finansowej w latach 2014–2020. Inwestycje infrastrukturalne,
na których oparta jest analiza zmiany dostępności transportem miejskim
w Rzeszowie, przedstawione zostały w dwóch ekspertyzach dla miast
wschodniej Polski. Podstawowym celem opracowania jest sprawdzenie, czy
środki z perspektywy UE na lata 2014–2020, które przeznaczone są na poprawę
funkcjonowania komunikacji zbiorowej w Rzeszowie, zostaną dobrze
wydatkowane. Analiza poprawy dostępności transportu zbiorowego w sposób
jednowymiarowy przedstawi zmiany powierzchni izochrony, czasu dojazdu,
liczby osób oraz gęstości zaludnienia znajdującej się w izochronach
w latach 2013 i 2020.The article discusses the issue of improvement of urban
public transport accessibility, assuming that infrastructure investments
of the EU 2007–2013 and 2014–2020 programming periods
will be its main stimulator. To present results of analysis of
accessibility improvement two critical dates were appointed, 2013
as a reference year for accessibility, when investments of the UE
2007–2013 perspective have been completed and 2020, as anticipated
state of public transport accessibility, after completion of the
2014–2020 programming period investments. Infrastructure investments,
on which the analysis of changes in the accessibility of
public transport in Rzeszów is based, have been presented in two
expertises devoted to cities of Eastern Poland. The main objective

Traffic flow database – spatial monitoring in the years of 2000-2010 (project TRRAPS XX I)
Celem artykułu jest prezentacja założeń metodycznych oraz wstępnych rezultatów projektu „Rozwój infrastruktury transportowej a przesunięcia międzygałęziowe w przestrzeni Polski w latach 2000-2010” w jego części poświęconej tworzeniu bazy danych dotyczącej potoków ruchu pojazdów samochodowych oraz pociągów. Baza danych została nazwana „TRRAPS XXI database” (Transport Road and Railway Activity in the Polish Space in the XXI Century) i jest zbiorem kilkunastu tysięcy rekordów. Każdy rekord w bazie odpowiada odcinkowi lądowej sieci drogowej lub kolejowej i został opisany możliwie największą ilością danych dotyczących potoków ruchu pojazdów samochodowych (na podstawie Generalnego Pomiaru Ruchu GDDKiA) oraz potoków ruchu pociągów (na podstawie bazy danych PKP PLK S.A.).The aim of the article is to present the methodological assumption sand preliminary results of the project „Transport infrastructure development and modal shift in the space of Poland in the years 2000-2010”. The database has been called „TRRAPS XXI database” (Road and Railway Transport Activity in the Polish Space in the XXI Century) and it is a collection of more than 10000 records. Each record in the database corresponds to the short section of the road or rail network and is described by the data on traffic flows (based on the General Traffic Measurement GDDKiA and PKP PLKSA database)
Characterization of hydrocarbon and fluorocarbon microdomains formed in aqueous solution of associative polymers: A molecular probe technique
Fluorocarbon associative polymers of the polysoap type were studied using two fluorescent probes, 1-octanoylpyrene (OcPyH) and 1-perfluorooctanoylpyrene (OcPyF). In aqueous solution the polymers formed hydrophobic domains composed of hydrocarbon, fluorocarbon or both types of polymeric side chains, which could solubilize the probes. This resulted in the appearance of new fluorescence emission bands and changes in the fluorescence polarization of the probes. Tryptophan-kynurenine profile in pediatric autoimmune hepatitis
The impairment of regulatory T cells (Tregs) is a characteristic feature of autoimmune hepatitis (AIH), and the degradation of tryptophan (Trp) to kynurenine (Kyn), by gamma interferon-induced indoleamine-2,3-dioxygenase-1 (IDO-1), is a central metabolomics check point in the differentiation of Tregs. For this reason, we investigate whether or not Kyn and IDO activity is potentially useful biomarkers in pediatric AIH. Between January 2016 and January 2017, children of AIH type-1 (AIH-1, n = 37), AIH type-2 with liver kidney microsome-1 autoantibodies (AIH-2-LKM-1, n = 8), and autoantibody-negative Wilsons Disease (WD, n = 8) and alpha-1 anti-trypsin deficiency (AATD, n = 10), were enrolled in a cross-sectional survey of Kyn and Trp levels and Kyn/Trp ratios (IDO activity) by HPLC, and neopterin levels by ELISA. The mean Kyn and mean Kyn/Trp ratios of AIH-1 with smooth muscle antigen (SMA) 1.85 μM and 27 μmole/mmole, and AIH-2-LKM-1; 1.7 μM and 28.6 μmole/mmole were lower than that of the WD; 2.2 μM p = 0.03 and 33 μmole/mmole p = 0.02 and of AATD; 2.3 μM, p = 0.02 and 55 μM, p = 0.001. Kyn/Trp ratios of AIH relapse; 23.6 μmole/mmole were lower than Kyn/Trp ratios of AIH remission; 27.6 μmole/mmole (p < 0.05). The stage of liver disease and grade of liver biopsies in AIH-1 patients negatively correlated with the Kyn/Trp ratios. The serum Kyn levels and Kyn/Trp ratio of AIH patients, within or below the normal range, indicate a trend of IDO activity lower than non-autoimmune WD or AATD. Prospective monitoring of serum tryptophan metabolomics in larger cohorts of pediatric AIH patients is required to confirm the apparent paradigm of weak IDO activity contributing to the Treg deficit and pathogenesis of pediatric AIH. © 2019, Springer Science+Business Media, LLC, part of Springer Nature
