Analysis of the effectiveness of change in innovative ecosystems

This study presents the results of the study of the effectiveness of changes within the framework of innovation ecosystems. Based on the authors' analytical studies of the historical aspects of the development of different-level innovation ecosystems, identifying opportunities for scientific approaches in the development of managerial innovations, systemic evaluation of the competitiveness of changes implemented in the context of innovation ecosystems, the task of forming a model of an aggregate integral indicator that characterizes the competitiveness of changes of managerial nature, within ecosystems was formulated and solved. As a result of the conducted scientific research the necessity of analysis and assessment of efficiency of managerial changes was substantiated, the essence of efficiency of functioning of ecosystems management was revealed and characterized, the formula determining the dependence of competitiveness of ecosystems management on the achieved level of its competitive advantages was developed. The main outcome of this study is the conclusion that the degree of effectiveness of managerial changes, within the ecosystem under study, is directly dependent on the state of the internal environment of the innovation ecosystem under study, as well as its external environment

State of Technological Development of Crop Production by Rural Territorial Economic Systems

Low level of distribution of innovations and technological development in the Russian agriculture exerts a negative influence upon the basic branch of the economy of rural territories – crop production, which, by production factors, possesses the highest potential in the world. Moreover, Russia’s joining WTO has an effect on the strategy of the branch development and disposes to another, innovative way of formation of the competitive agrarian sector of economy. The article uses retrospective analysis of main factors of production and many-sided indicators of financial and economic activity of agriculture in order to assess the state of technological development and innovation potential of the crop industry in Russia. The article draws conclusions about influence of these factors and indicators upon formation and development of the innovative basis of the agro-industrial complex of Russia and identifies potential of its further growth. The article also focuses on interdependence of groups of indicators that form the current picture of the study. The article reveals weaknesses and negative factors that interfere with establishment of the innovative agrarian sector of Russian economy

Analysis of key technologies of digital transformation in agriculture

The implementation of digital transformation in agriculture is currently realized through the implementation of a set of digital technologies, which are interrelated with each other, within the concepts of smart agriculture and precision farming. It should be noted that the use of individual components of precision farming has been carried out for the last two decades, but at present the issues concerning the widespread distribution of integrated solutions in sustainable crop production of resource-saving nature, involving the use of various sensor devices, unmanned and automated machinery, various robotic production systems, the Internet of things, platform technologies for the realization of the digital economy are becoming more and more relevant. The fundamental task of the digital transformation in agriculture is to obtain the most important information about the state of the internal and external environment, in relation to the generated arrays of big data. Cloud platforms and big data solutions are essential to this task. Budget support as a tool for innovative and technological development of agriculture in Russia

The article is devoted to budget support as the main tool of innovative and technological development of agriculture in Russia within the framework of the State Program. Special attention is paid to the mechanism of subsidizing preferential investment loans aimed at modernizing the material and technical base of agricultural production. The assessment of the state of material and technical support of agricultural production in Russia in comparison with other countries of the world is given. The composition and structure of the limits of the resource provision of the departmental project “Stimulating investment activity in the agro-industrial complex” for 2017-2019 is analyzed. Special attention is paid to the mechanism of preferential investment lending. The dynamics of the purchase of agricultural machinery in the Russian Federation is presented, taking into account the new mechanism of state support that encourages the technical re-equipment of the industry. The rating of the leading credit and financial organizations of Russia participating in the implementation of the mechanism of preferential investment lending is presented. The composition and structure of concessional investment loans have been studied. The article describes the practice of updating the material and technical base of agriculture through Resolution No. 1432 and the system of JSC “Rosagroleasing”
