Limits for insurance in Agricultural Social Insurance Fund in conditions of weakening of the public finance in Poland

Niekorzystna sytuacja społeczno-gospodarcza i wyraźne osłabienie finansów publicznych w Polsce skłaniają do poszukiwania przyczyn istniejących problemów i możliwości poprawy sytuacji. Niepokój budzą również niekorzystne prognozy demograficzne, które powodują, że bez radykalnych zmian trudno będzie utrzymać sprawnie funkcjonujący system ubezpieczeń społecznych w dotychczasowym kształcie. W obecnej sytuacji przedmiotem zainteresowań zarówno społeczeństwa, jaki specjalistów jest między innymi funkcjonowanie Kasy Rolniczego Ubezpieczenia Społecznego. Zdaniem autora niezbędna jest zmiana przepisów uprawniających do ubezpieczenia w KRUS. Należałby uzależnić uprawnienia do ubezpieczenia w KRUS od posiadania gospodarstwa zapewniającego jego mieszkańcom dochodu na poziomie co najmniej minimum socjalnego. Wynikiem zaproponowanych zmian będzie ograniczenie liczby członków i świadczeniobiorców KRUS, zdecydowana poprawa sytuacji finansowej systemu ubezpieczeń społecznych i finansów publicznych, stopniowy wzrost powierzchni gospodarstw rolnych i ich efektywności.The unfavourable social-economic situation and distinct weakening of the public finance in Poland are inducing seeking for some causes of existing problems and the possibility of their improvement. Also, disadvantageous population forecasts are a matter of concern, so without radical changes it will be hard to keep the efficiently functioning social insurance system in the current shape. In the current situation the main focal interest for both the society, and the specialists is the functioning of the Agricultural Social Insurance Fund. According to the author, it is essential to impose amendments authorizing to insurance into the Agricultural Social Insurance Fund. Entitlements to insurance into the Agricultural Social Insurance Fund should depend on possessing agricultural farm which ensures its residents income on the subsistence level at least. A result of suggested changes of the Agricultural Social Insurance Fund will be limiting the number of members and beneficiaries, the distinct improvement in financial standing of the social insurance system and public finance, the gradual increase in the area of agricultural farm and their effectiveness
