Itemized Tax Deductions for Individuals: Data Analysis
[Excerpt] Reforming or limiting itemized tax deductions for individuals has gained the interest of policymakers as one way to increase federal tax revenue, increase the share of taxes paid by higher-income tax filers, simplify the tax code, or reduce incentives that might lead to inefficient economic behavior. However, limits on deductions, in the views of some, would have adverse economic effects or changes in the distributional burden of the federal income tax code. Discussions about itemized tax deduction reform are informed by scrutiny of tax filer data.
This report analyzes the most recently available public data from the Internal Revenue Service’s (IRS’s) Statistics of Income (SOI) to provide an overview of who claims itemized deductions, what they claim them for, and the amount in deductions claimed. In addition, the revenue loss associated with several of the larger deductions is presented using data obtained from the Joint Committee on Taxation’s (JCT) tax expenditure estimates. This report concludes with a brief discussion of the implications of various policy options to reform or limit itemized deductions. More in-depth discussion on options for reforming itemized tax deductions, as a whole or individually, can be found in other CRS reports
SBA Veterans Assistance Programs: An Analysis of Contemporary Issues
[Excerpt] This report opens with an examination of the economic circumstances of veteran-owned businesses drawn from the Bureau of the Census’s 2012 Survey of Business Owners (SBO). It then provides a brief overview of veterans’ employment experiences, comparing unemployment and labor force participation rates for veterans, veterans who have left the military since September 2001, and nonveterans. The report also describes employment assistance programs offered by several federal agencies to assist veterans in their transition from the military to the civilian labor force and examines, in greater detail, the SBA’s veteran business development programs, the SBA’s efforts to assist veterans’ access to capital, and the SBA’s veteran contracting programs. It also discusses the SBA’s Military Reservist Economic Injury Disaster Loan program and P.L. 114-38, the Veterans Entrepreneurship Act of 2015, which authorized and made permanent the SBA’s recent practice of waiving the SBAExpress loan program’s one time, up-front loan guarantee fee for veterans (and their spouse)

Employment for Veterans: Trends and Programs
[Excerpt] Veterans’ employment outcomes in the civilian sector are an issue of ongoing congressional interest. A number of programs currently exist to assist veterans in obtaining or training for civilian employment. There is regular congressional debate about expanding or otherwise amending these programs to better serve veterans.
This report discusses veterans’ employment trends and programs. The first section presents data on veterans’ employment outcomes, identifying recent trends, and discussing issues to consider when interpreting veterans’ employment data. The following sections present brief discussions of existing programs that provide employment-related services to veterans. These services are divided into (1) general programs that are broadly available to veterans, (2) programs that target veterans with service-connected disabilities, and (3) competitive grant programs that provide additional employment-related services to veterans but may be limited in scope or availability.
Notably, this report does not attempt to provide an exhaustive list of all programs that may assist veterans in the labor market nor does it attempt to provide comprehensive information on the programs it discusses. Instead, it aims to provide a broad overview of the largest employment- related programs as well as other initiatives that may inform future policy. For detailed information on each program, readers are encouraged to refer to the CRS reports or other sources that are referenced in each section

Distributional Effects of Taxes on Corporate Profits, Investment Income, and Estates
Tax reductions enacted in 2001-2004 reduce the effective tax rate on capital income in several different ways. Taxes on capital arise from individual taxes on dividends, interest, capital gains, and income from non-corporate businesses. This report contains data on the distribution of income by type and class, shifting the incidence of taxes, the effect of the savings response, and related information
Online Payment Gateways Used to Facilitate E-Commerce Transactions and Improve Risk Management
As online transactions continue to increase and become a significant part of the global economy, the ability to accept payments online becomes more important for businesses. This paper evaluates the literature and provides current information for IS researchers and instructors focusing on electronic commerce. In this paper, we explore the components of e-credit providers (conventional, person-to-person, and third-party) and explain how each system processes a single transaction. We then analyze several market leaders in each segment and summarize the strengths and weaknesses of each company. We provide guidelines for selecting an e-credit provider and highlight the options that apply best to online businesses. Finally, we outline potential areas of future research and provide a simple tutorial on creating a business account with PayPal website Payments Standard as an example of an online payment provider
Remediation of chromium(VI) at polypyrrole-coated titanium
The application of conducting polypyrrole (PPy) and polyaniline (PAni) coated substrates in remediation of chromium, Cr(VI), is an area of considerable interest. Here, we discuss the implementation of PPy-coated titanium as a new material for the reduction of Cr(VI) to the less toxic trivalent state, Cr(III). An alkaline-peroxide based etching process was used to ensure the adhesion of the PPy coatings to the underlying titanium. The PPy films showed excellent resistance to acidic Cr(VI) solutions and remained adherent after continuous exposure to the solutions. In order to optimise the remediation process a number of experimental parameters were investigated, including the thickness of the PPy coating, the reduction potential used in pre-treatment of the PPy and the degree of solution agitation. The durability of the materials on exposure to the Cr(VI) test solutions made them suitable for repeated remediation experiments. Following several test-runs, the cleanup efficiency of the material was found to decrease slightly, however, increasing the exposure/experiment time resulted in significantly improved cleanup ability
