Real closed fields with nonstandard and standard analytic structure
We consider the ordered field which is the completion of the Puiseux series
field over \bR equipped with a ring of analytic functions on [-1,1]^n which
contains the standard subanalytic functions as well as functions given by
t-adically convergent power series, thus combining the analytic structures from
[DD] and [LR3]. We prove quantifier elimination and o-minimality in the
corresponding language. We extend these constructions and results to rank n
ordered fields \bR_n (the maximal completions of iterated Puiseux series
fields). We generalize the example of Hrushovski and Peterzil [HP] of a
sentence which is not true in any o-minimal expansion of \bR (shown in [LR3] to
be true in an o-minimal expansion of the Puiseux series field) to a tower of
examples of sentences \sigma_n, true in \bR_n, but not true in any o-minimal
expansion of any of the fields \bR,\bR_1,...,\bR_{n-1}.Comment: 15 pages, no figure

Democratic Change and Transition in Africa and the Dilemma of Nigeria
The 1990s witnessed profound political change throughout the continent of Africa. Tired and frustrated with one-party, autocratic, and often military rule, ordinary African citizens in country after country began to voice and demonstrate their discontent in 1990. As the former Soviet bloc countries in Eastern Europe broke ranks with the Soviet Union to claim their independence, these extraordinary events served as an added catalyst to African civil servants, market women, taxi drivers and peri-urban inhabitants to rise up against what they increasingly viewed as repressive governments and regimes, which had done little or nothing to improve their living standards and conditions. Almost ten years later, twenty-plus nations have held democratic elections at least twice; elements of civil society are evident; government has become more participatory and transparent; freedom of the press and free speech are evident everywhere; military regimes are becoming a relic of the past; and economic reforms and real growth are beginning to register a positive impact on formerly ravaged countries such as Mozambique and Uganda. There have been difficulties and setbacks in several countries, but overall, the future looks promising for the world\u27s last frontier.
Nigeria, a complicated, complex, and troubled nation of an estimated 120 million people, where the military has ruled for all but ten years of independence, looms as Africa\u27s most important country in political transition. With the passing of former hardline dictator General Sani Abacha and the ascendency of his enlightened and reform minded-successor, General Abdusalami Abubakar, Nigerians, as well as the international community, are somewhat optimistic that this pivotal nation may finally participate in democratic elections to return the country to civilian rule

The utilization of aides in public welfare; analysis, evaluation, and proposal
The purpose of this project was to trace the developments which led to the utilization of para-profess iona1 persons as service aides in public welfare departments and to examine, in particular, the developments in Oregon at the state and county levels. The establishment of such programs was mandated in the Social Security Amendments of 1967. A review of the 1967 legislation showed the legislative intent to be inconsistent with the stated purposes of the program. This inconsistency, it was found, has been reflected in Oregon’s aide program. The theoretical origins underlying the aide concept were also examined in order to provide a fuller understanding of the means which were finally selected in Oregon to meet the legislative requirements. The aide program which evolved in Oregon has been marked by confusion in two major areas, the establishment of goals and the definition of roles. Specific problems which emerged within these two areas were analyzed in detail with special attention being given to the progress which has been made. To conclude, a theoretical model for the utilization of aides was proposed. While limited by its generality, the model does delineate the objectives which are considered essential to the establishment of an aide program based upon the research which was done in conjunction with this study
A model for the vertical flux of nitrogen in the upper ocean: Simulating the alteration of isotopic ratios
An idealized, one-dimensional, constant diffusivity mathematical model for the study of the vertical flux of nitrogen in the upper-ocean is presented. We attempt to simulate observed patterns in vertical profiles for the natural abundance of 15N in particulate organic nitrogen (PON) and the concentrations of PON and NO3−. The concentration of phytoplankton nitrogen (II) increased as a result of either increasing the upward flux of NO3−(N) or by increasing the residence time of II. A minimum in the δ15N of phytoplankton nitrogen (δ2) appeared near a maximum in II at the inflection point of the N profile. Increasing the residence time or the vertical eddy diffusivity, reduced the amplitude of the δ2 profile. The model was able to produce reasonably good simulations of observed profiles from two warm-core rings, Rings 82-E and 82-H, using the most appropriate values for the light extinction coefficient and the residence time of PON. These results lend general support to current views regarding the nature and significance of the vertical fluxes of nitrogen in the upper-ocean and hypotheses presented previously concerning the factors which affect the δ15N of PON
