    South Korea uses a quota and a tariff on beef imports to keep farm prices high. Part of the quota rents are used to support indirect benefits to producers. The welfare costs of these policies are analyzed. Following a suggestion of Hayami, a deficiency payment financed by tariff revenues from increased imports is considered as an alternative to the quota. As Anderson (1983) found for Japan, a deficiency payment is Pareto-superior only if indirect benefits from the quota revenue are ignored.International Relations/Trade,

    In Search of a Breakthrough for the Korea-EU FTA Negotiations

    The purpose of this paper is to seek a breakthrough for the Korea-EU FTA negotiation in agriculture which started last year, but has not made much progress yet. The EU has been asking Korea to open its agricultural market to the same extent that was agreed upon in Korea’s free trade agreement with the U.S. while the Korean government firmly opposes the EU’s request, saying that FTA negotiations differ from multilateral trade talks as in the WTO. An examination of agricultural trade among Korea, the EU, and the U.S. shows that there may be many niche markets of which the EU can take advantage over other agricultural exporting countries including the U.S. Also, it is expected that the EU could gain much from its agricultural trade with Korea through an FTA, even without a market access level equal to one stipulated in the Korea-U.S. FTA accord. As far as agriculture is concerned, the slower does the talk proceed, the better to Korea, with the EU losing huge expected trade gains. It is suggested that the EU needs to be more flexible in the talks by focusing on a new strategy that can maximize trade diversion effects stemming not only from price but from non-price factors, rather than simply asking for the same level of market opening as in Korea-U.S. FTA.     ABSTRACT:In this study, a local ice pressure prediction has been conducted by using measured data from two ice breaking tests that was conducted for a relatively big ice floe at Amundsen Sea in the Antarctica from January 31 to March 30 2012. The symmetry of load was considered by attaching strain gauges on the same sites inside the shell plating of ship at the port and the starboard sides in the bow thrust room.     Indentations on Air Plasma Sprayed Thermal Barrier Coatings Prepared by Different Starting Granules

    The effect of starting granules on the indentation properties of air plasma sprayed thermal barrier coatings (TBCs) is investigated in this paper. Various kinds of spray-dried granules are prepared from different processing conditions, especially varying solvent and dispersant, showing a deformed hollow-typed and a filled spherical-typed granule. The similar coating thicknesses are prepared by adjusting process parameters during air plasma spray. All XRD peaks in phase analysis are tetragonal and cubic phases without any monoclinic phase after the starting granules were heat-treated. A relatively porous microstructure of the coating layer could be obtained from the monodisperse granules, while a relatively dense microstructure resulted from the hollow-typed granules. The morphology and distribution of the granules crucially affect the microstructure of thermal barrier coatings and thus have influences on indentation properties such as indentation stress-strain curves, contact damage, and hardness.     Collaborative Distance Learning via Desktop Videoconferencing

    Desktop videoconferencing (DVC) with fully interactive collaboration software has recently emerged as a viable coirununication medium. These systems incorporate multiple collaboration technologies (e.g., voice, video, a mutually controllable shared software screen via dynarnic data sharing) into a familiar and integrated desktop environment (Le., windows-based personal computer). The designers of this technology are promoting it as a key enabler EO support distributed tearns of knowledge workers in network organizations (Forbes 1993). It is also being promoted as a vehicle to deliver collaborative distance learning (Business Week 1994). We report an w- experiment which assessed the efficacy of DVC for enabling collaborative distance learning. Since collaborative leaming requires rich interaction between learners, it was hypothesized that face-to-face teams would exhibit greater learning arid satisfaction than nonproxhate teams which communicated via DVC
