Urban crisis and local economic development in Great Britain : the contribution of the new urban left
In Great Britain, the inner city crisis and the dissatisfaction brought about by the management of the Labour governments of the 1960s and 1970s paved the way for the « new urban left ». Its originality is two-fold : it has invested and asserted itself in local politics, called « low politics » ; in addition it. has proposed a new model of local government management different from both the traditional Labour municipal model and that advocated by the conservative government. The example of the interventionist local economic development policies illustrates the originality and the scope of this new urban left. The interest of the British wage earning middle classes in the public sphere presents analogies with the French situation.En Grande-Bretagne, la crise des centres urbains et le mĂ©contentement engendrĂ© par la gestion des gouvernements travaillistes des annĂ©es 1960 et 1970 ont favorisĂ© l'Ă©mergence de la « nouvelle gauche urbaine ». Celle-ci possĂšde une double originalitĂ© : d'une part, elle s'est investie et affirmĂ©e dans la politique locale, dite « basse politique » ; d'autre part, elle a proposĂ© un nouveau modĂšle de gestion du gouvernement local qui s'opposait Ă la fois au modĂšle de travaillisme municipal traditionnel et au modĂšle prĂŽnĂ© par le gouvernement conservateur. L'exemple des politiques interventionnistes de dĂ©veloppement Ă©conomique local illustre l'originalitĂ© et la portĂ©e de cette nouvelle gauche urbaine. From the governing of cities to urban governance. Patrick Le GalĂšs.
The concept of urban governance is introduced and discussed in order to show the extent to which centre-periphery relations and institutional analysis no longer explain city government changes in Britain and France. Two middle range concepts, urban growth coalitions and urban regimes, are analysed and criticised for being too American. Analyse et discussion du concept de gouvernance et son utilitĂ©: il s'agit de montrer en quoi les principales transformations du gouvernement des villes en France et en Grande-Bretagne rendent en partie caduques les analyses institutionnelles des relations entre Ătat et gouvernement local, alors qu'elles entrent dans une problĂ©matique de la gouvernance. Enfin, Ă partir de ce constat, deux thĂ©ories de niveau intermĂ©diaires, celles des coalitions d'intĂ©rĂȘt et de rĂ©gimes politiques urbains sont analysĂ©es et critiquĂ©es car trop marquĂ©es par leur origine amĂ©ricaine. European cities : social conflicts and governance
European cities are on the rise, and are taking advantage of the opportunities of the European integration and globalization processes. But they also face economic changes, social inequalities, poverty, and a new set of constraints. Taking examples through the European Union, this book explores the impact of the transformation of the nation states on cities and the change of local societies and local governments. It argues that new modes of urban governance are emerging, and that cities are becoming collective actors within European governance. It shows why and how the bulk of European cities still appear to be original forms of compromise, aggregation, representation of diverse interests, and culture. Different modes of governance are gradually being structured in most middle-sized European cities despite processes of social exclusion segregation accompanied by the increased mobility of some citizens. Are Europeans going to invent a new form of institutionalized and territorialized capitalism, of which medium-sized European cities will be one of the pillars and one of the actors? Failing that, the effects of changing scales could be expressed as profound transformations of the European urban model.-- I. European Cities Within European Societies

Power Relations and Social Mix in Metropolitan Neighbourhoods in North America and Europe:Moving Beyond Gentrification?
Research on spatial segregation has suggested that social mix may be a temporary phase in class displacement, where relations between different groups are at best divided or âtectonicâ, for instance in England. Political and policy discourses, by contrast, tend to uncritically valorize social mix as a means to breaking up concentrations of poverty and providing neighbourhoods with a middle-class voice. In the literature, little attention has been paid to power dynamics in socially mixed neighbourhoods and the implications this may have for understanding theory and policy. The five articles that make up this symposium address the ways in which social and ethnic groups interact in major cities in Europe and North America and, as the title suggests, this involves taking into account power relations, domination and negotiation between the different groups. There is a need to connect the experience of the deployment of power within neighbourhoods (and between them) with the discussions of power mechanisms at work in wider urban processes
Il fascino dei territori (beni collettivi e agenzie per lo sviluppo locale nella competizione tra regioni europee)
La recherche s'intéresse au rapport entre l'attraction d'investissements extérieurs et la présence de "biens collectifs locaux de concurrence" dans deux régions européennes. Pour réfléchir sur cette relation, la recherche a suivi deux parcours parallÚles : le premier concerne les territoires, et les mécanismes de production des biens collectifs dans le Piémont et en Bretagne ; le deuxiÚme concerne les agences locales pour l'attraction d'investissements étrangers actives dans les deux régions, du point de vue de leur organisation interne et de leurs stratégies. Ce parcours nous a permis de découvrir tant les mécanismes qui conduisent les choix des agences que le rÎle déterminant des biens locaux de concurrence pour la réussite des politiques locales d'attraction d'investissements extérieurs.PARIS-Fondation Sci.Politiques (751072303) / SudocSudocFranceF
