Combining Spot and Futures Markets: A Hybrid Market Approach to Dynamic Spectrum Access
Dynamic spectrum access is a new paradigm of secondary spectrum utilization
and sharing. It allows unlicensed secondary users (SUs) to exploit
opportunistically the under-utilized licensed spectrum. Market mechanism is a
widely-used promising means to regulate the consuming behaviours of users and,
hence, achieves the efficient allocation and consumption of limited resources.
In this paper, we propose and study a hybrid secondary spectrum market
consisting of both the futures market and the spot market, in which SUs
(buyers) purchase under-utilized licensed spectrum from a spectrum regulator,
either through predefined contracts via the futures market, or through spot
transactions via the spot market. We focus on the optimal spectrum allocation
among SUs in an exogenous hybrid market that maximizes the secondary spectrum
utilization efficiency. The problem is challenging due to the stochasticity and
asymmetry of network information. To solve this problem, we first derive an
off-line optimal allocation policy that maximizes the ex-ante expected spectrum
utilization efficiency based on the stochastic distribution of network
information. We then propose an on-line VickreyCClarkeCGroves (VCG) auction
that determines the real-time allocation and pricing of every spectrum based on
the realized network information and the pre-derived off-line policy. We
further show that with the spatial frequency reuse, the proposed VCG auction is
NP-hard; hence, it is not suitable for on-line implementation, especially in a
large-scale market. To this end, we propose a heuristics approach based on an
on-line VCG-like mechanism with polynomial-time complexity, and further
characterize the corresponding performance loss bound analytically. We finally
provide extensive numerical results to evaluate the performance of the proposed

Towards a B2B E-Commerce Evaluation Management Model to Assess Organizational Drivers in Hospitals
Effective utilization of business-to-business (B2B) electronic commerce (e-commerce) in hospitals may lead to many benefits such as increased accessibility to healthcare providers, improved process efficiency, enhanced quality of healthcare services, increased responses to changes, decreased scheduling conflicts, and reduction in administrative costs. However, many hospitals have found that they have not yet fully reaped the expected benefits from their B2B e-commerce investments. Despite this, there has not been much discussion in the literature with respect to the relationship between the organizational drivers on B2B e-commerce benefits for hospitals. Hence, a mixed-method of case study and survey was conducted to examine the relationships between B2B e-commerce benefits, IT evaluation resources allocation, IT investment evaluation methodologies, IT maturity, and user information requirements determination process. A B2B e-commerce evaluation management model was developed to test these relationships. The results provided empirical evidence in support of our proposed model and revealed that hospitals’ IT evaluation resources allocation practices mediated the relationship of IT investment evaluation methodologies, IT maturity, and user information requirements determination process with B2B e-commerce benefits. The results also showed that the level of IT maturity had a significant impact on the adoption of IT investment evaluation methodologies
The influence of expertise and experimental paradigms on the visual behavior of tennis athletes in returning a serve
To return a serve, one must pick up information from the server’s kinematics and anticipate the ball trajectory. Although the perceptual requirements are important, the literature diverges in terms of the differences between experts and novices as well as the importance of the experimental paradigm (in-situ vs. video-based) for the results. This study aimed to address both concerns. We compared experts’ (n=7, 20.6±1.1 years of age) and novices’ (n=7, 20.0±0.4 years of age) visual pattern when returning a serve (Experiment 1) and the influence of the experimental paradigm in experts (Experiment 2). Experts fixated more and longer the upper body and ball, while novices showed a more distributed pattern and with longer fixations outside of the server’s body. Also, the pattern was different when comparing in-situ and laboratory settings, differing mainly in fixation frequency. The influence of expertise was observed in qualitative (relative) and quantitative (absolute) measures of visual behavior with the setting having an important influence. Thus, studies should be as close to the actual situation if trying to understand experts’ behavior
The Non-linear Relationship between Muscle Voluntary Activation Level and Voluntary Force Measured by the Interpolated Twitch Technique
Interpolated twitch technique (ITT) is a non-invasive method for assessing the completeness of muscle activation in clinical settings. Voluntary activation level (VA), measured by ITT and estimated by a conventional linear model, was reported to have a non-linear relationship with true voluntary contraction force at higher activation levels. The relationship needs to be further clarified for the correct use by clinicians and researchers. This study was to established a modified voluntary activation (modified VA) and define a valid range by fitting a non-linear logistic growth model. Eight healthy male adults participated in this study. Each subject performed three sets of voluntary isometric ankle plantar flexions at 20, 40, 60, 80 and 100% maximal voluntary contraction (MVC) with real-time feedback on a computer screen. A supramaximal electrical stimulation was applied on tibia nerve at rest and during contractions. The estimated VA was calculated for each contraction. The relationship between the estimated VA and the actual voluntary contraction force was fitted by a logistic growth model. The result showed that according to the upper and lower limit points of the logistic curve, the valid range was between the 95.16% and 10.55% MVC. The modified VA estimated by this logistic growth model demonstrated less error than the conventional model. This study provided a transfer function for the voluntary activation level and defined the valid range which would provide useful information in clinical applications
Caught in the Crossfire: Fears of Chinese-American Scientists
The US leadership in science and technology has greatly benefitted from
immigrants from other countries, most notably from China in the recent decades.
However, feeling the pressure of potential federal investigation since the 2018
launch of the China Initiative under the Trump administration, Chinese-origin
scientists in the US now face higher incentives to leave the US and lower
incentives to apply for federal grants. Analyzing data pertaining to
institutional affiliations of more than 2.3 million scientific papers, we find
a steady increase in the return migration of Chinese-origin scientists from the
US back to China. We also conducted a survey of Chinese-origin scientists
employed by US universities in tenure or tenure-track positions (n=1300), with
results revealing general feelings of fear and anxiety that lead them to
consider leaving the US and/or stop applying for federal grants.Comment: 16 pages, 2 figure
