    ESTIMATING THE COMMUNITY-LEVEL IMPACTS OF ATTRACTING NEW BUSINESSES: THE IMPLICATIONS OF LOCAL LABOR MARKET ADJUSTMENTS

    The purpose of this report is to estimate short-and long-run labor market adjustments associated with employment change for South Carolina counties. An appreciation of the source of employees for new jobs enables community leaders to better select the appropriate level of industrial incentives and to better plan for changes in demand for public goods and services. We provide an overview of the components of a local labor force and the implications of component change on local income and expenditures for public goods and services. Then we present the results of the Clemson University Community Policy Analysis (CPAN) Model for county labor markets. This model estimates the allocation of new jobs in a county among the components of a county's labor force. Third, we summarize the concepts of "job chains" and "leakages" and discuss the relationship between these concepts and community-level impacts. Finally, we conclude with a discussion of how insights into labor market adjustments may be used to improve public policy in community planning and industrial development.Labor and Human Capital,

    Banking in General Equilibrium

    This paper attempts to provide a step towards understanding the role of financial intermediaries ("banks") in aggregate economic activity. We first develop a model of the intermediary sector which is highly simplified, but rich enough to motivate several special features of bauks. Of particular importance in our model is the assumption that banks are more efficient than the public in evaluating and auditing certain information --intensive loan projects. Banks are also assumed to have private information about their investments, which motivates the heavy reliance of banks on debt rather than equity finance and their need for buffer stock capital. We embed this intermediary sector in a general equilibrium framework, which includes consumers and a non-banking investment sector. Mainly because banks have superior access to some investments, factors affecting the size or efficiency of banking will also have an impact on the aggregate economy. Among the factors affecting intermediation, we show, are the adequacy of bank capital, the riskiness of bank investments, and the costs of bank monitoring. We also show that our model is potentially useful for understanding the macroeconomic effects of phenomena such as financial crises, disintermediation, banking regulation, and certain types of monetary policy.

    Targeting Industry Clusters for Regional Economic Development: An Overview of the REDRL Approach

    An industry cluster is a geographically bounded collection of similar and/or related firms that together create competitive advantages for member firms and the local economy. The targeting of economic development programs at industry clusters provides three principal advantages: multiplier effects are stronger, employment growth potential is enhanced, and new firm spin-offs are promoted. The Clemson University Regional Economic Development Research Laboratory (REDRL) targeting method uses a screening process to identify local industry clusters with high potential for future growth. The region’s industries must pass five screens to be selected as a targeted cluster: substantial local presence as indicated by number of establishments and employees, industry employment in the region is growing, the region is relatively specialized in the industry (LQ> 1.0), and local employment growth exceeds the national industry average. Next, industry value chains are identified to determine if linked industries are good prospects for targeting. Finally, the identified high potential industry clusters are rated according to workers’ wages, potential future employment growth, import substitution potential, average plant size, and linkages to the local economy. Comparisons of these industry characteristics provide communities with insights regarding the potential economic and fiscal impacts associated with the attraction of an establishment in one of the target industries. In summary, the industry cluster targeting approach provides community leaders with (1) a list of industries for which they have a reasonable likelihood of attracting and (2) information regarding the likely benefits and costs associated with each industry.     Regional industrialization efforts include industrial recruitment, entrepreneurial and small business development, and business retention and expansion programs. Recently, many states and communities have targeted their industrialization programs at specific industries to promote the development of industry clusters. Broadly defined, an industry cluster is a loose, geographically bounded collection of similar and/or related firms that together create competitive advantages for member firms and the regional economy. The purpose of this paper is to summarize the debate concerning the advisability of industry cluster targeting as an employment generation strategy for states and sub-state regions. Our review of the appropriateness of a clusters strategy begins with a summary of industry cluster characteristics. Next we present the potential advantages developed clusters provide regional economies and the difficulties of establishing competitive clusters in new locations.     Quasiparticle and Optical Properties of Rutile and Anatase TiO2_{2}

    Quasiparticle excitation energies and optical properties of TiO2_{2} in the rutile and anatase structures are calculated using many-body perturbation theory methods. Calculations are performed for a frozen crystal lattice; electron-phonon coupling is not explicitly considered. In the GW method, several approximations are compared and it is found that inclusion of the full frequency dependence as well as explicit treatment of the Ti semicore states are essential for accurate calculation of the quasiparticle energy band gap. The calculated quasiparticle energies are in good agreement with available photoemission and inverse photoemission experiments. The results of the GW calculations, together with the calculated static screened Coulomb interaction, are utilized in the Bethe-Salpeter equation to calculate the dielectric function Ï”2(ω)\epsilon_{2}(\omega) for both the rutile and anatase structures. The results are in good agreement with experimental observations, particularly the onset of the main absorption features around 4 eV. For comparison to low temperature optical absorption measurements that resolve individual excitonic transitions in rutile, the low-lying discrete excitonic energy levels are calculated with electronic screening only. The lowest energy exciton found in the energy gap of rutile has a binding energy of 0.13 eV. In agreement with experiment, it is not dipole allowed, but the calculated exciton energy exceeds that measured in absorption experiments by about 0.22 eV and the scale of the exciton binding energy is also too large. The quasiparticle energy alignment of rutile is calculated for non-polar (110) surfaces. In the GW approximation, the valence band maximum is 7.8 eV below the vacuum level, showing a small shift from density functional theory results.Comment: Submitted to Physical Review

    Detection of spin injection into a double quantum dot: Violation of magnetic-field-inversion symmetry of nuclear polarization instabilities

    In mesoscopic systems with spin-orbit coupling, spin-injection into quantum dots at zero magnetic field is expected under a wide range of conditions. However, up to now, a viable approach for experimentally identifying such injection has been lacking. We show that electron spin injection into a spin-blockaded double quantum dot is dramatically manifested in the breaking of magnetic- field-inversion symmetry of nuclear polarization instabilities. Over a wide range of parameters, the asymmetry between positive and negative instability fields is extremely sensitive to the injected electron spin polarization and allows for the detection of even very weak spin injection. This phenomenon may be used to investigate the mechanisms of spin transport, and may hold implications for spin-based information processing

    Screen Barriers for Reducing Interplot Movement of Three Adult Plant Bug (Hemiptera: Miridae) Species in Small Plot Experiments

    Fiberglass screen barriers 1.2 m high were erected around small (7.3 x 3.7 m) plots of birdsfoot trefoil, Lotus corniculatus, to study the effectiveness of screen barriers in reducing adult plant bug migration into small field plots. Screened and unscreened (control) plots were sprayed with an insecticide at the onset of the experiment, and subsequent adult mirid migration into these trefoil plots was measured by sweep net samples during the following 24 day period. Combined adult Adelphocoris lineolatus, Lygus lineolaris, and Plagiognathus chrysanthemi densities were significantly lower in screened versus unscreened plots with 37070, 28010, and 23070 fewer adults at 7, 17, and 24 days, respectively, following insecticide application. Although these barriers were inexpensive and simple to construct, we conclude that they were not practical and effective enough for reducing adult mirid migration in small plot experiments of this type

    Matrix elements and duality for type 2 unitary representations of the Lie superalgebra gl(m|n)

    The characteristic identity formalism discussed in our recent articles is further utilized to derive matrix elements of type 2 unitary irreducible gl(m∣n)gl(m|n) modules. In particular, we give matrix element formulae for all gl(m|n) generators, including the non-elementary generators, together with their phases on finite dimensional type 2 unitary irreducible representations.
