Innovative development of the inspired sinewave device to measure lung functions and inhomogeneity for diagnosis and evaluations of early lung diseases

Surprisingly, lung disease is still one of the leading causes of deaths in the developed countries, including UK. According to the UK National Health Service (NHS), Chronic Obstructive Pulmonary Disease (COPD) is the fifth biggest killer disease in the UK, killing approximately 25,000 people a year. This prob-lem is even worse in developing countries such as Vietnam, India and China, where air pollution is a big problem and the disease awareness is under-recognised. The NHS has set out one of its challenges is to identify people with lung disease earlier in the disease’s development pathway, in order to pro-vide more effective and timely intervention and treatment. This paper presents a novel Inspired Sinewave Device (ISD) to measure lung function and inhomogeneity. Both set of infor-mation are important for diagnosis and detection of early lung diseases. ISD has the potential to replace or supplement the traditional spirometry in the routine lung function testing. The paper describes both the principle of ISD and a set of experi-mental results demonstrating the capability of ISD to asymp-totically detect asthmatic symptoms. Finally the paper discuss-es the future plan, including the testing of 300+ COPD patients at the Oxford Respiratory Trials Unit in UK, and the potential collaborations among research institutions in Vietnam and UK about cost-effective and innovative developments of smart devices, biosensors, lab-on-chips and telehealth solutions for the routine lung function testing, diagnosis and evaluations of early lung diseases

The measurement of the central venous pressure is a widely used technique for gaining information concerning the relationship of the blood volume as it relates to cardiac function. This concept has been widely popularized, and the central venous pressure measurement is extremely useful; however, it has too frequently been thought to be a direct measurement of cardiac function

Not until just before World War II did Leon become an urban county. Tallahassee always had been the only real town in the county, and for more than a century it had been a fairly small community. The 1940 census showed that for the first time more than half the county’s population, 16,240 of the 31,646 persons, lived in Tallahassee. The city’s growth since World War II has turned Leon into one of Florida’s most urban counties. Before that time it shared with its four neighboring counties-Jackson, Gadsden, Jefferson, and Madison-the characteristics of being rural, agricultural, and, for the most part, black. Even in 1940 Leon was part of the “black belt” of nearly 200 counties extending from Virginia to Texas, with a population of 16,106 blacks and 15,540 whites

Knowledge-Based Decision Support in Department of Defense Acquisitions

Despite numerous reform efforts over the past 30 years, acquisition programs in the Department of Defense (DoD) continue to experience cost overruns and schedule delays. One contributing factor is the decision-making process used by defense officials. The General Accounting Office (GAO) has stated that ‘poor program outcomes are the lack of widespread adoption of a knowledge-based acquisition process within DoD despite polices that support such a process. A knowledge-based business case at the outset of each program would alleviate overpromising on cost, schedule, and performance and would empower program managers.’ Effective decision-making for acquisition programs is very important. It not only affects the performance of a program but could also impact the lives of Airman, Soldiers, Sailors, and Marines protecting our country. Analyzing decision support products is one method to improve the knowledge used during the decision-making process. Therefore, the scope of this research focused on knowledge products supporting decisions made by DoD acquisition officials and their alignment with best practices and their usefulness to decision-makers. This research found that the required information contained in decision support products is not adequate to provide the knowledge needed to make informed decisions. Recommendations for improving decision support for key knowledge areas will be discussed
