    Hierarchy of general invariants for bivariate LPDOs

    We study invariants under gauge transformations of linear partial differential operators on two variables. Using results of BK-factorization, we construct hierarchy of general invariants for operators of an arbitrary order. Properties of general invariants are studied and some examples are presented.     Quadratic invariants for discrete clusters of weakly interacting waves

    We consider discrete clusters of quasi-resonant triads arising from a Hamiltonian three-wave equation. A cluster consists of N modes forming a total of M connected triads. We investigate the problem of constructing a functionally independent set of quadratic constants of motion. We show that this problem is equivalent to an underlying basic linear problem, consisting of finding the null space of a rectangular M × N matrix with entries 1, −1 and 0. In particular, we prove that the number of independent quadratic invariants is equal to J ≡ N − M* ≥ N − M, where M* is the number of linearly independent rows in Thus, the problem of finding all independent quadratic invariants is reduced to a linear algebra problem in the Hamiltonian case. We establish that the properties of the quadratic invariants (e.g., locality) are related to the topological properties of the clusters (e.g., types of linkage). To do so, we formulate an algorithm for decomposing large clusters into smaller ones and show how various invariants are related to certain parts of a cluster, including the basic structures leading to M* < M. We illustrate our findings by presenting examples from the Charney–Hasegawa–Mima wave model, and by showing a classification of small (up to three-triad) clusters

    Conflict management in the sphere of Ethnopolitics: Russian Experience

The necessity of writing the proposed article is caused, firstly, by understanding of complexity and ambiguity of ethno-political processes in Russia which are in a state of relative stability nowadays, but may be in a phase of instability if obey to the logic of "ethno-political pendulum"; secondly, by scientific interest in identifying threats for the country coming from ethno-political sphere which is rife with many conflicts, and by the desire to prevent growing of ethno-political conflicts into destructive forms, threatening the state's security; thirdly, by the desire to find out peculiarities of using strategies of conflict management in Russian ethnopolitical practice; fourthly, by identifying the effectiveness of actions of the subjects of ethno-political conflict management in conflict regulating in the field of ethnicities' coexistence. The results of the author team's work are conclusions that the process of politicization of ethnicity in Russia is suspended nowadays, but ethnopolitical contradictions are saved at the latent level and they threaten to escalate into conflicts of a destructive nature. It is stated that constitutional conflicts between the Federal center and national subjects of the Federation became the most dangerous for post-Soviet Russia: initially, the normative approach was used to regulate them, but, the power approach in managing conflict was used to preserve territorial integrity in the case with "rebellious" Chechnya. It is proved that ethnic discontent expressed in the framework of democratic system is always better than appeal to force, violent solutions to ethno-political problems. As a result of the research, the authors came to the final conclusion that danger of the state's disintegration due to the excessive strengthening of the Federal center and the weakening of the Federal's subjects or vice versa continues to be the potential threat to the Federal state in ethnopolitical sphere

    Observations of Stellar Objects at a Shell Boundary in the Star-Forming Complex in the Galaxy IC1613

    The single region of ongoing star formation in the galaxy IC 1613 has been observed in order to reveal the nature of compact emission-line objects at the edges of two shells in the complex, identified earlier in H-alpha line images. The continuum images show these compact objects to be stars. Detailed spectroscopic observations of these stars and the surrounding nebulae were carried out with an integral field spectrograph MPFS mounted on the 6m telescope of the Special Astrophysical Observatory. The resulting stellar spectra were used to determine the spectral types and luminosity classes of the objects. An Of star we identified is the only object of this spectral type in IC 1613. The results of optical observations of the multi-shell complex are compared to 21cm radio observations. The shells harboring the stars at their boundaries constitute the most active part of the star-forming region.     A Case of Successful Treatment of Gram-Negative Sepsis Associated with Toxic Myelosuppression in a Patient with HIV-Associated Non-Hodgkin’s Lymphoma

    This article presents a clinical case of successful treatment of gram-negative sepsis in a patient with HIV-associated non-Hodgkin’s lymphoma. The patient was admitted to the intensive care unit in critical condition after the third course of polychemotherapy according to the ICE scheme. The severity of the condition was due to nosocomial pneumonia, septic shock, multiple organ failure, immunosuppression against the background of PCT and HIV infection, and the lack of specific treatment for HIV infection. Despite the absence of a positive blood culture throughout the entire treatment period, the diagnosis of sepsis was not in doubt, according to the criteria of the 2001 International Consensus Conference on Sepsis. The cause of the septic state was the combined effect of bacteria (Pseudomonas aeruginosa) and fungi (Candida albicans, Candida krusei) against the background of persistent HIV infection. The patient’s pneumonia was destructive and was twice aggravated by spontaneous pneumothorax. At the initial stage, intensive therapy led to positive dynamics. The severity of the systemic inflammatory response decreased, the acute respiratory insufficiency regressed, the X-ray pattern improved, and laboratory parameters stabilized. Despite the continued intensive therapy in the former volume on day 19, a sharply negative dynamics was noted, which led to a re-transfer of the patient to artificial ventilation of the lungs. The replacement of antibiotics and the specific treatment of HIV infection led to the patient’s recovery. In the future, chemotherapy was not carried out. Remission of the disease lasts six years

On the basis of Russian and foreign experience describes the main tasks and functions of human resource management of the University. Identified key groups of factors that determine the peculiarities of of human resource management in higher education institution, depending on its strategy, life cycle development, size, market of educational services and priorities. Formulated some proposals for improving the effectiveness of HR and its role in solving strategic problems of increase of competitiveness of Russian education in the international arena.Статья посвящена проблеме формирования эффективной системы управления кадровым потенциалом образовательного учреждения. На основе российского и зарубежного опыта рассмотрены основные задачи и функции управления человеческими ресурсами вуза. Выявлены ключевые группы факторов, определяющие особенности кадровой работы в вузе в зависимости от его стратегии, жизненного цикла развития, размера, состояния рынка образовательных услуг и приоритетных направлений деятельности. Сформулированы отдельные предложения по повышению эффективности работы кадровой службы и ее роли в решении стратегических задач повышения конкурентоспособности российского образования на международной арене

    Vortical and Wave Modes in 3D Rotating Stratified Flows: Random Large Scale Forcing

    Utilizing an eigenfunction decomposition, we study the growth and spectra of energy in the vortical and wave modes of a 3D rotating stratified fluid as a function of ϵ=f/N\epsilon = f/N. Working in regimes characterized by moderate Burger numbers, i.e. Bu=1/ϵ2<1Bu = 1/\epsilon^2 < 1 or Bu1Bu \ge 1, our results indicate profound change in the character of vortical and wave mode interactions with respect to Bu=1Bu = 1. As with the reference state of ϵ=1\epsilon=1, for ϵ<1\epsilon < 1 the wave mode energy saturates quite quickly and the ensuing forward cascade continues to act as an efficient means of dissipating ageostrophic energy. Further, these saturated spectra steepen as ϵ\epsilon decreases: we see a shift from k1k^{-1} to k5/3k^{-5/3} scaling for kf<k<kdk_f < k < k_d (where kfk_f and kdk_d are the forcing and dissipation scales, respectively). On the other hand, when ϵ>1\epsilon > 1 the wave mode energy never saturates and comes to dominate the total energy in the system. In fact, in a sense the wave modes behave in an asymmetric manner about ϵ=1\epsilon = 1. With regard to the vortical modes, for ϵ1\epsilon \le 1, the signatures of 3D quasigeostrophy are clearly evident. Specifically, we see a k3k^{-3} scaling for kf<k<kdk_f < k < k_d and, in accord with an inverse transfer of energy, the vortical mode energy never saturates but rather increases for all k<kfk < k_f. In contrast, for ϵ>1\epsilon > 1 and increasing, the vortical modes contain a progressively smaller fraction of the total energy indicating that the 3D quasigeostrophic subsystem plays an energetically smaller role in the overall dynamics.Comment: 18 pages, 6 figs.     Kolmogorov turbulence, Anderson localization and KAM integrability

    The conditions for emergence of Kolmogorov turbulence, and related weak wave turbulence, in finite size systems are analyzed by analytical methods and numerical simulations of simple models. The analogy between Kolmogorov energy flow from large to small spacial scales and conductivity in disordered solid state systems is proposed. It is argued that the Anderson localization can stop such an energy flow. The effects of nonlinear wave interactions on such a localization are analyzed. The results obtained for finite size system models show the existence of an effective chaos border between the Kolmogorov-Arnold-Moser (KAM) integrability at weak nonlinearity, when energy does not flow to small scales, and developed chaos regime emerging above this border with the Kolmogorov turbulent energy flow from large to small scales.Comment: 8 pages, 6 figs, EPJB style

    RESEARCH OF METHODOLOGICAL APPROACHES TO THE DEVELOPMENT OF PROGRAMS FOR SOCIALIZATION OF CHILDREN AND ADOLESCENTS IN THE CONTEMPORARY INFORMATION SOCIETY

    The priority task of the Russian Federation in the upbringing of the younger generation is the development of a highly moral person who shares Russian traditional spiritual values, has relevant knowledge and skills, and is able to realize his potential. The modern information society is characterized, on the one hand, by the growth of the electronic educational environment and distance technologies, which make it possible to bring education to a new level of opportunities for the development of children and adolescents, on the other hand, by additional risks of increased aggressiveness in the adolescent environment, peer bullying and other antisocial manifestations. The upbringing of children and adolescents in a family and an educational organization is a strategic nationwide priority that requires the consolidation of the efforts of various civil society institutions and departments at the federal, regional and municipal levels (the Upbringing Development Strategy in the Russian Federation for the period through to 2025). The preprint presented contains materials of research work carried out by the Center for Strategy, Design and Legal Support of RANEPA FIRO in 2021. The object of the described research is the process of socialization of children and adolescents in the modern information space. This preprint contains most of the research done. To achieve the goal of the study, the authors analyzed the literature on the issue and prepared a substantiation of scientific and methodological approaches in the development of programs for the socialization of children and adolescents in the information analysis societies. The subject of the analysis was the study of the psychological well-being of children and adolescents in the course of socialization in the educational space and communication in social networks (based on materials from foreign and domestic studies). In the course of solving scientific problems, the researchers identified the factors influencing the psychological well-being of children and adolescents in the modern educational space, and developed a system for assessing the subjective well-being of the Russian schoolchildren&rsquo;s families based on the results of research on the psychological well-being of children and adolescents in the modern educational space and in social networks. As a scientific and practical development, the researchers offer one of the research results, an original program for the socialization of children and adolescents in a modern information society, which has been tested in 11 regions of the Russian Federation. Additionally, the preprint contains materials that will be useful for practical application by educational psychologists - a set of methods for assessing the psychological well-being of children and adolescents in the modern educational space and in social network
