    Financing of infrastructure in education : international experience of attracting private investments and opportunities for Russia to form a knowledge-driven economy

    The article substantiates the role of education, proposes and confirms the hypothesis about the importance and necessity of social partnerships for financing and development of education in knowledge- driven economy. To confirm the advanced hypotheses we studied the evolution of concepts of social interaction and social responsibility to justify patterns of social partnerships in the knowledge-driven economy that allowed us, using the model of "triple helix", to show the necessity of the collaboration of government, universities and corporations to advance on the path of innovative development. We considered the industrial districts as territories, which act as a space of coordination of actors, to whom the solution of new production problems is impossible without direct interaction with universities. The lack of budget funds for the development of education requires a search for other sources of funding for infrastructure facilities in education. We revealed the mechanisms of attraction of private funding of educational institutions in Russia, arising challenges, and possible solutions. The article considers the application of concession as a form of public – private partnerships in preschool education, which recently has found application in Russia. Based on studying world best practices, the authors propose to use the investment funds, in particular, the mechanism of impact investment in education as a promising technology. Improvement of Russian legislation concerning investment funds will create the foundation for wide application of exchange-traded mutual funds for collective investments in social infrastructure.     ABOUT SELF-STUDY OF PHYSICAL CULTURE DURING THE EXAMINATIONS AS A CRITERION OF STUDENTS’ READINESS TO PROFESSIONAL ACTIVITIES

    Purpose of the study: The relevance of the research is conditioned by the contradiction between the social and state need to form the positive attitude to healthy lifestyle (including extracurricular time) in student youth and the underestimation of the potential of students' self-study activities aimed at increasing of physical activity and development of readiness for physical culture in specified group of youth. The article is aimed at the study of the student’s readiness for independent physical education during the examinations as a manifestation of independence in general, as well as at the study of the significance of independent physical education of students during the examinations in the process of future specialist formation. Methodology: The leading approach to the study of this problem was the theory of the activity approach in the development of personality and independent activities of students which allowed to substantiate the place of readiness of university students for independent physical training during the examinations in the process of future specialist training. Results: Of all the types of special readiness, the readiness of university students for independent physical training during examinations is of particular importance, the specificity of which is that this type of readiness contains features of types of readiness for professional activity, as well as readiness to act in problem situations, in which connection the readiness for independent physical training during the examinations is an indicator of the future specialist's readiness to problem professional situation. Applications of this study: The results of the study allow specialists who study the quality of university graduates to use the assessment of the development of student’s readiness for independent physical training during the examinations as an indicator of the future specialist’s readiness to act in a problem situation. Novelty/Originality of this study: The authors note that this problem cannot be solved by simply increasing the hours envisaged by the curriculum for independent work in the framework of the subject “Physical Education”, i.e. increase in quantity. A qualitative change in the approach to independent work of students, an appropriate system of actions in her organization and planning are necessary to achieve the desired effect

    WATER-SOLUBLE POLYMERIC IONIC 5-FLUOROURACIL COMPLEX BASED ON METHACRYLIC ACID COPOLYMERS

    Objective: The objective of this work was to obtain a water-soluble 5-fluorouracil (5-FU) polymeric complex on the basis of a methacrylic acid (MAA) copolymer to be used as an injectable chemotherapeutic agent. Methods: A polymeric carrier was synthesized using tert-butyl methacrylate (TBMA) as a monomer, thioglycolic acid, and azobisisobutyronitrile as a radical polymerization initiator. The polymer was converted by acid hydrolysis into a water-soluble copolymer of TBMA and MAA of 20: 80 mass%, respectively. The copolymer of TBMA and MAA was modified with 5-FU. Their formation was proved using IR and UV spectroscopy. The particle size of the 5-FU polymeric complex was estimated by turbidimetry, which is based on measuring the intensity of light transmitted through a disperse system. The release of 5-FU from the obtained ionic complexes by dialysis in vitro was evaluated. Results: Polymeric carriers were obtained with different amounts of 5-FU (5, 15, 25, 50 mol%). A high peak at λ = 266 nm was observed in the UV spectrum of the polymeric carrier (characteristic of 5-FU). The particle size was estimated at 13 nm for the complex with 5 mol% 5-FU and 26.8 n for the complex with 50 mol% 5-FU. The 5-FU release was estimated in two parallel experiments at 37 °C. One utilized a phosphate-citrate buffer with pH 5.0 to model the intracellular space and the other, a phosphate buffer with pH 7.4 to model the intravascular space. Two systems, with 5 and 15 mol% 5-FU, were chosen for testing. In both phosphate buffer and phosphate-citrate buffer, 5-FU was released from the polymeric complex with 5 mol% 5-FU approximately 1.3 times faster than from the complex containing 5 mol% 5-fluorouracil. The kinetics of 5-FU release from the polymeric complex (5 mol% 5-fluorouracil) showed that the 5-FU release was 77.9% in phosphate-citrate buffer and 59.6% in phosphate buffer over 52 h of dialysis. When the 5-FU release kinetics was studied with the polymeric complex containing 15 mol% 5-FU, the 5-FU release was 100.0% in phosphate-citrate buffer and 75.1% in phosphate buffer over 57 h of dialysis. Conclusion: Water-soluble nanoscale complexes of 5-FU with TBMA–MAA copolymers extend application of 5-FU, while its general toxicity might be lower. The complexes are sufficiently stable at pH 7.4 and readily release 5-FU at pH 5.0

    Ontogenetic Development of Neural and Muscular Rhythmic Activity and Its Regulation in Mammals during Perinatal Period

    This review covers our recent advantages in studying the ontogenetic aspects of physiological mechanisms underlying regulation of rhythmic behavior. We have revealed that excitation patterns that emerged at early stages of phylogenetic development of life forms contribute greatly to the rhythmic activity of living vertebrates and invertebrates. These patterns govern spontaneous excitation, which is easily observed during the early stage of ontogenesis. The intensity and patterns of rhythmic activity are determined by nature and kinetics of certain metabolic reactions. During perinatal and sometimes postnatal periods (as in prematurely born animals), endogenic rhythmicity of developing physiological structures is strongly pronounced due to relatively stable living conditions. This rhythmic behavior is coordinated within an entire organism. Its integration in multiple systems is driven by amplitude and frequency modulation yielding rhythms of various frequency ranges. Indeed, it is the complex and conjoint functioning of physiological systems that maintains homeostasis in developing organisms. We present the results of our authentic research concerning the evolution and ontogeny of regulatory mechanisms of motor, cardiovascular, and respiratory systems.     Generation of coherent terahertz pulses in Ruby at room temperature

    We have shown that a coherently driven solid state medium can potentially produce strong controllable short pulses of THz radiation. The high efficiency of the technique is based on excitation of maximal THz coherence by applying resonant optical pulses to the medium. The excited coherence in the medium is connected to macroscopic polarization coupled to THz radiation. We have performed detailed simulations by solving the coupled density matrix and Maxwell equations. By using a simple VV-type energy scheme for ruby, we have demonstrated that the energy of generated THz pulses ranges from hundreds of pico-Joules to nano-Joules at room temperature and micro-Joules at liquid helium temperature, with pulse durations from picoseconds to tens of nanoseconds. We have also suggested a coherent ruby source that lases on two optical wavelengths and simultaneously generates THz radiation. We discussed also possibilities of extension of the technique to different solid-state materials

    Pedagogical management of the quality of training for a physical culture specialist in higher school: An expectation approach to the problem

    The paper is devoted to the problem of pedagogical management of the quality of training for physical education specialists in higher education: the authors have determined theoretical and methodological foundations of the problem, a conceptual model and pedagogical conditions for its implementation have been presented. The authors of the paper have proved that professional expectations are a construct that anticipates actions aimed at building professional competence, but at the same time it is a product of the processes of mastering the education content. The expectation approach suggests considering the pedagogical management of the quality of training for specialists in physical education at a pedagogical university as a process of changing and shaping professional expectations of the subject of the educational process. In our study, the expectation approach is based on the conceptual ideas of the axiological, competence, and integrative constituent elements. The identified axiological, competence, and integrative constituent elements of the expectation approach determine the multilevel and hierarchical nature of the theoretical and methodological fundamentals of pedagogical management of the quality of training for physical education specialists including the general scientific, concrete scientific, methodological and technological levels of the methodology

    Building professional discourse in emerging markets: Language, context and the challenge of sensemaking

    Using ethnographic evidence from the former Soviet republics, this article examines a relatively new and mainly unobserved in the International Business (IB) literature phenomenon of communication disengagement that manifests itself in many emerging markets. We link it to the deficiencies of the local professional business discourse rooted in language limitations reflecting lack of experience with the market economy. This hampers cognitive coherence between foreign and local business entities, adding to the liability of foreignness as certain instances of professional experience fail to find adequate linguistic expression, and complicates cross-cultural adjustments causing multi-national companies (MNCs) financial losses. We contribute to the IB literature by examining cross-border semantic sensemaking through a retrospectively constructed observational study. We argue that a relative inadequacy of the national professional idiom is likely to remain a feature of business environment in post-communist economies for some time and therefore should be factored into business strategies of MNCs. Consequently, we recommend including discursive hazards in the risk evaluation of international projects

    Inequalities in health and health service utilisation among reproductive age women in St. Petersburg, Russia: a cross-sectional study

    <p>Abstract</p> <p>Background</p> <p>Russian society has faced dramatic changes in terms of social stratification since the collapse of the Soviet Union. During this time, extensive reforms have taken place in the organisation of health services, including the development of the private sector. Previous studies in Russia have shown a wide gap in mortality between socioeconomic groups. There are just a few studies on health service utilisation in post-Soviet Russia and data on inequality of health service use are limited. The aim of the present study was to analyse health (self-rated health and self-reported chronic diseases) and health care utilisation patterns by socioeconomic status (SES) among reproductive age women in St. Petersburg.</p> <p>Methods</p> <p>The questionnaire survey was conducted in 2004 (n = 1147), with a response rate of 67%. Education and income were used as dimensions of SES. The association between SES and health and use of health services was assessed by logistic regression, adjusting for age.</p> <p>Results</p> <p>As expected low SES was associated with poor self-rated health (education: OR = 1.48; personal income: OR = 1.42: family income: OR = 2.31). University education was associated with use of a wider range of outpatient medical services and increased use of the following examinations: Pap smear (age-adjusted OR = 2.06), gynaecological examinations (age-adjusted OR = 1.62) and mammography among older (more than 40 years) women (age-adjusted OR = 1.98). Personal income had similar correlations, but family income was related only to the use of mammography among older women.</p> <p>Conclusions</p> <p>Our study suggests a considerable inequality in health and utilisation of preventive health service among reproductive age women. Therefore, further studies are needed to identify barriers to health promotion resources.</p

    Tandemly repeated DNA families in the mouse genome

    <p>Abstract</p> <p>Background</p> <p>Functional and morphological studies of tandem DNA repeats, that combine high portion of most genomes, are mostly limited due to the incomplete characterization of these genome elements. We report here a genome wide analysis of the large tandem repeats (TR) found in the mouse genome assemblies.</p> <p>Results</p> <p>Using a bioinformatics approach, we identified large TR with array size more than 3 kb in two mouse whole genome shotgun (WGS) assemblies. Large TR were classified based on sequence similarity, chromosome position, monomer length, array variability, and GC content; we identified four superfamilies, eight families, and 62 subfamilies - including 60 not previously described. 1) The superfamily of centromeric minor satellite is only found in the unassembled part of the reference genome. 2) The pericentromeric major satellite is the most abundant superfamily and reveals high order repeat structure. 3) Transposable elements related superfamily contains two families. 4) The superfamily of heterogeneous tandem repeats includes four families. One family is found only in the WGS, while two families represent tandem repeats with either single or multi locus location. Despite multi locus location, TRPC-21A-MM is placed into a separated family due to its abundance, strictly pericentromeric location, and resemblance to big human satellites.</p> <p>To confirm our data, we next performed <it>in situ </it>hybridization with three repeats from distinct families. TRPC-21A-MM probe hybridized to chromosomes 3 and 17, multi locus TR-22A-MM probe hybridized to ten chromosomes, and single locus TR-54B-MM probe hybridized with the long loops that emerge from chromosome ends. In addition to <it>in silico </it>predicted several extra-chromosomes were positive for TR by <it>in situ </it>analysis, potentially indicating inaccurate genome assembly of the heterochromatic genome regions.</p> <p>Conclusions</p> <p>Chromosome-specific TR had been predicted for mouse but no reliable cytogenetic probes were available before. We report new analysis that identified <it>in silico </it>and confirmed <it>in situ </it>3/17 chromosome-specific probe TRPC-21-MM. Thus, the new classification had proven to be useful tool for continuation of genome study, while annotated TR can be the valuable source of cytogenetic probes for chromosome recognition.</p

    Globally invariant metabolism but density-diversity mismatch in springtails.

    Soil life supports the functioning and biodiversity of terrestrial ecosystems. Springtails (Collembola) are among the most abundant soil arthropods regulating soil fertility and flow of energy through above- and belowground food webs. However, the global distribution of springtail diversity and density, and how these relate to energy fluxes remains unknown. Here, using a global dataset representing 2470 sites, we estimate the total soil springtail biomass at 27.5 megatons carbon, which is threefold higher than wild terrestrial vertebrates, and record peak densities up to 2 million individuals per square meter in the tundra. Despite a 20-fold biomass difference between the tundra and the tropics, springtail energy use (community metabolism) remains similar across the latitudinal gradient, owing to the changes in temperature with latitude. Neither springtail density nor community metabolism is predicted by local species richness, which is high in the tropics, but comparably high in some temperate forests and even tundra. Changes in springtail activity may emerge from latitudinal gradients in temperature, predation and resource limitation in soil communities. Contrasting relationships of biomass, diversity and activity of springtail communities with temperature suggest that climate warming will alter fundamental soil biodiversity metrics in different directions, potentially restructuring terrestrial food webs and affecting soil functioning
