At present, there is a reasonable consensus regarding screening for breast, cervical and colorectal cances and the role of screening is under trial in case of cancers of the lung,  ovaries and prostate.     Corporate governance practices in Fiji: An empirical investigation

    This study investigates the nature and extent of compliance to the principle-based corporate governance initiatives by the listed companies in the South Pacific Stock Exchange (SPSE) in Fiji. Three important questions are addressed: (i) whether listed companies in Fiji have complied with the principle-based governance practices: (ii) did compliance with principle based recommendations lead to an improvement in the listed company‟s financial performance? and (iii) how the institutional factors have contributed towards corporate governance practices in Fiji? Panel data for the SPSE companies over the period 2008-2010 are analysed using ordinary least squares (OLS) regression. Tobin‟s Q, Return on Assets (ROA), Return on Equity (ROE) and Earnings Before Interest, Tax, Depreciation and Amortisation to Total Revenue (EBITDA2REV) metrics are used as dependent variables. Findings indicate that listed companies have adopted the Capital Market Development Authority‟s (CMDA) recommendations, establishing subcommittees for audit and remuneration, and having nonexecutive/ independent directors on the board. The result supports the view that the CMDA recommendations of board sub-committees (Audit and Remuneration) have had positive influence on company performance measured by Tobin‟s Q. The findings of this study give support to the principle-based corporate governance practices adopted in Fiji. The results of this study provide useful insights to both regulators and policy analysts (in Fiji and internationally) seeking to enhance both governance and firm performance in their own jurisdiction

    Negative to Positive Magnetoresistance transition in Functionalization of Carbon nanotube and Polyaniline Composite

    Electrical resistivity and magnetoresistance(MR) in polyaniline(PANI) with carbon nanotube(CNT) and functionalized carbon nanotube(fCNT) composites have been studied for different weight percentage down to the temperature 4.2K and up to magnetic field 5T. Resistivity increases significantly in composite at low temperature due to functionalization of CNT compare to only CNT. Interestingly transition from negative to positive magnetoresistance has been observed for 10wt% of composite as the effect of disorder is more in fCNT/PANI. This result depicts that the MR has strong dependency on disorder in the composite system. The transition of MR has been explained in the basis of polaron-bipolaron model. The long range Coulomb interaction between two polarons screened by disorder in the composite of fCNT/PANI, increases the effective on-site Coulomb repulsion energy to form bipolaron which leads to change the sign of MR from negative to positive.Comment: 5 pages, 8 figures; typos adde

    Index Coding: Rank-Invariant Extensions

    An index coding (IC) problem consisting of a server and multiple receivers with different side-information and demand sets can be equivalently represented using a fitting matrix. A scalar linear index code to a given IC problem is a matrix representing the transmitted linear combinations of the message symbols. The length of an index code is then the number of transmissions (or equivalently, the number of rows in the index code). An IC problem Iext{\cal I}_{ext} is called an extension of another IC problem I{\cal I} if the fitting matrix of I{\cal I} is a submatrix of the fitting matrix of Iext{\cal I}_{ext}. We first present a straightforward mm\textit{-order} extension Iext{\cal I}_{ext} of an IC problem I{\cal I} for which an index code is obtained by concatenating mm copies of an index code of I{\cal I}. The length of the codes is the same for both I{\cal I} and Iext{\cal I}_{ext}, and if the index code for I{\cal I} has optimal length then so does the extended code for Iext{\cal I}_{ext}. More generally, an extended IC problem of I{\cal I} having the same optimal length as I{\cal I} is said to be a \textit{rank-invariant} extension of I{\cal I}. We then focus on 22-order rank-invariant extensions of I{\cal I}, and present constructions of such extensions based on involutory permutation matrices

    Cyberterrorism: Addressing the challenges for establishing an international legal framework

    The increase of international cyberterrorism in recent years has resulted in computer-based criminal activities that generate worldwide fear, destruction and disruption. National laws and policies that address cyberterrorism are mainly limited to developed nations and are not cohesive in managing 21st century cyberterrorism. Given the absence of an international legal framework to address cyberterrorism, authorities and governments around the world face extreme challenges in finding and prosecuting those responsible for cyberterrorism. This article argues for the need for a cohesive international legal framework; highlights key elements to establish an effective international legal framework; and identifies existing international treaties and cross-border agreements that could be expanded to provide legislative guidelines for prosecution
