    Industrial plants with a hazard potential that is regulated under the German Incident Ordinance (Stoerfall-Verordnung), and which are located in the vicinity of airports must have a defined distance to the runways for safety reasons. If these plants are located within the approach lanes a risk assessment of aircraft crash hazards is necessary. At present there is no common practise in interpretation of the results of such a risk assessment. The current method is to determine the local crash rate and compare this with a fictive plant area. The estimated impact probability is compared with other civilization risks although these risks not at all cover the specific characteristics of air traffic. In Germany (the investigation is restricted to the former West-Germany) exists about 550 large and small airports. As a consequence of this high airport density 24 % of the West-German territory is affected by air traffic. Most aircraft crashes are caused by general aviation accidents. But in 74 % of all cases the accident locations are directly within the airport area and not in the nearby-field. The approach lanes of large airports are less affected by general aviation incidents than in smaller airports. For this reason the distance requirements of the siting regulations have to be investigated for verification.     The technical safety in a mineral oil tank farm, which is erected as the state of art, is examinated extraordinary great. After constitution of functional units, which are designed under processing subdivision, safety relevant requirements for these functional units are formulated. As the result of the qualified data processing representation of the requirement profiles, it would be able to create a documentation system for the quick examination of the tank farm safety.     Towards Hybrid Array Types in SAC

    Array programming is characterised by a formal calculus of (regular, dense) multidimensional arrays that defines the relationships between structural properties like rank and shape as well as data set sizes. Operations in the array calculus often impose certain constraints on the relationships of values or structural properties of argument arrays and guarantee certain relationships of values or structural properties of argument and result arrays. However, in all existing array programming languages these relationships are rather implicit and are neither used for static correctness guarantees nor for compiler optimisations. We propose hybrid array types to make implicit relationships between array values, both value-wise and structural, explicit. We exploit the dual nature of such relations, being requirements as well as evidence at the same time, to insert them either way into intermediate code. Aggressive partial evaluation, code optimisation and auxiliary transformations are used to prove as many explicit constraints as possible at compile time. In particular in the presence of separate compilation, however, it is unrealistic to prove all constraints. To avoid the pitfall of dependent types, where it may be hard to have any program accepted by the type system, we use hybrid types and compile unverified constraints to dynamic checks
