Education policy networks in a comparative perspective: Germany, Switzerland, Great Britain and New Zealand
International initiatives in education, such as PISA and the Bologna Process, have distinctly changed conditions framing domestic policy-making. This paper sheds light on the territorial and modal dispersion of national education policy networks by means of a systematic network analytical description. The focus is on changing patterns of interactions and coalitions between international and national as well as private and public actors. Therefore, we analyse four countries, i.e. Germany, Switzerland, Great Britain and New Zealand, in a comparative perspective. The findings show that in most countries there is indeed an internationalization of education politics taking place in the sense of an increasing participation of international actors. These actors apply a more and more diversified portfolio of governance instruments. At the same time, however, domestic veto players develop a rich set of strategies to cope, compete or collaborate with international actors. -- Internationale Initiativen, wie z.B. der Bologna Prozess oder die PISA-Studien, haben die Rahmenbedingungen nationaler Bildungspolitik grundlegend verändert. In diesem Arbeitspapier wird die Internationalisierung von Bildungspolitik aus netzwerkanalytischer Perspektive beleuchtet. Ziel ist es, den Wandel von Formen politischer Interaktion und Koalitionen zwischen internationalen und nationalen sowie privaten und Ăśffentlichen Akteuren zu beschreiben. Dazu werden Politiknetzwerke in vier Ländern - Deutschland, Schweiz, GroĂbritannien und Neuseeland - vergleichend analysiert. Anhand der Befunde lässt sich eine Internationalisierung des Politikfelds Bildung erkennen, d.h. internationale Akteure treten im Kontext nationaler politischer Interaktion zunehmend in Erscheinung. Gleichzeitig zeigt sich, dass auch nationale Vetospieler Strategien entwickeln, um dieser neuen Konstellation in der Bildungspolitik zu begegnen.

Measuring transformation: a mixed-method-approach to the internationalization of education politics
Despite of their methodological and practical significance mixed-methods-designs have so far largely been neglected by political science. In this working paper, we elaborate a mixed-methods-design combining qualitative methods, such as expert interviews and document analysis, and quantitative methods, such as network and regression analysis. This mixed-methods-approach is illustrated making use of an ongoing research project. After a detailed discussion of the respective strengths and weaknesses of the single methodical strategies applied we reconsider how their distinct logics can most fruitfully be intertwined to counterbalance their shortcomings and to pool their strengths. Here, we place special emphasis on the implementation timing and point to the particular advantages of concurrent implementation of methods over so called sequential designs.Trotz ihrer methodologischen und forschungspraktischen Bedeutung wurde die Anwendung von Mixed-Methods-Ansätzen in der Politikwissenschaft bisher weithin vernachlässigt. In diesem Arbeitspapier entwickeln wir ein Mixed-Methods-Design, das qualitative Methoden wie Experteninterviews und Dokumentenanalyse und quantitative Methoden wie Netzwerkanalyse und Regressionsanalyse miteinander verbindet. Wir veranschaulichen dieses Design am Beispiel eines laufenden Forschungsprojekts. Nach einer ausfßhrlichen Diskussion der Stärken und Schwächen der einzelnen Forschungsstrategien gehen wir der Frage nach, wie ihre unterschiedlichen Logiken am besten verzahnt werden kÜnnen, um Schwächen zu minimieren und Stärken zu bßndeln. PISA as an ideational roadmap for policy change: exploring Germany and England in a comparative perspective
Education policy has undergone transformation in many countries over the last decade. In this article, we focus on the effects of the most significant international initiative in secondary education, which is the Organisation for Economic Co-operation and Developmentâs (OECD) Programme for International Student Assessment (PISA). We analyse two countries that provide variation regarding the degree of change in their respective education policy-making due to this study; while Germany substantially reformed its education system in reaction to its mediocre PISA results, almost no change has been observed in England. As we show, alterations and shifts in ideas of education policy best account for such a change.42144111
Selenium nanoparticles modulate histone methylation via lysine methyltransferase activity and S-adenosylhomocysteine depletion
At physiological levels, the trace element selenium plays a key role in redox reactions through the incorporation of selenocysteine in antioxidant enzymes. Selenium has also been evaluated as a potential anti-cancer agent, where selenium nanoparticles have proven effective, and are well tolerated in vivo at doses that are toxic as soluble Se. The use of such nanoparticles, coated with either serum albumin or the naturally occurring alkaline polysaccharide chitosan, also serves to enhance biocompatibility and bioavailability. Here we demonstrate a novel role for selenium in regulating histone methylation in ovarian cancer cell models treated with inorganic selenium nanoparticles coated with serum albumin or chitosan. As well as inducing thioredoxin reductase expression, ROS activity and cancer cell cytotoxicity, coated nanoparticles caused significant increases in histone methylation. Specifically, selenium nanoparticles triggered an increase in the methylation of histone 3Â at lysines K9 and K27, histone marks involved in both the activation and repression of gene expression, thus suggesting a fundamental role for selenium in these epigenetic processes. This direct function was confirmed using chemical inhibitors of the histone lysine methyltransferases EZH2 (H3K27) and G9a/EHMT2 (H3K9), both of which blocked the effect of selenium on histone methylation. This novel role for selenium supports a distinct function in histone methylation that occurs due to a decrease in S-adenosylhomocysteine, an endogenous inhibitor of lysine methyltransferases, the metabolic product of methyl-group transfer from S-adenosylmethionine in the one-carbon metabolism pathway. These observations provide important new insights into the action of selenium nanoparticles. It is now important to consider both the classic antioxidant and novel histone methylation effects of this key redox element in its development in cancer therapy and other applications
