    Caution, Drivers! Children Present: Traffic, Pollution, and Infant Health

    Since the Clean Air Act Amendments of 1990 (CAAA), atmospheric concentration of local pollutants has fallen drastically. A natural question is whether further reductions will yield additional health benefits. We further this research by addressing two related research questions: (1) what is the impact of automobile driving (and especially congestion) on ambient air pollution levels, and (2) what is the impact of modern air pollution levels on infant health? Our setting is California (with a focus on the Central Valley and Southern California) in the years 2002-2007. Using an instrumental variables approach that exploits the relationship between traffic, ambient weather conditions, and various pollutants, our findings suggest that ambient pollution levels, specifically particulate matter, still have large impacts on weekly infant mortality rates.     Sagnac Interferometer Enhanced Particle Tracking in Optical Tweezers

    A setup is proposed to enhance tracking of very small particles, by using optical tweezers embedded within a Sagnac interferometer. The achievable signal-to-noise ratio is shown to be enhanced over that for a standard optical tweezers setup. The enhancement factor increases asymptotically as the interferometer visibility approaches 100%, but is capped at a maximum given by the ratio of the trapping field intensity to the detector saturation threshold. For an achievable visibility of 99%, the signal-to-noise ratio is enhanced by a factor of 200, and the minimum trackable particle size is 2.4 times smaller than without the interferometer

    Quantum transport and momentum conserving dephasing

    We study numerically the influence of momentum-conserving dephasing on the transport in a disordered chain of scatterers. Loss of phase memory is caused by coupling the transport channels to dephasing reservoirs. In contrast to previously used models, the dephasing reservoirs are linked to the transport channels between the scatterers, and momentum conserving dephasing can be investigated. Our setup provides a model for nanosystems exhibiting conductance quantization at higher temperatures in spite of the presence of phononic interaction. We are able to confirm numerically some theoretical predictions.Comment: 7 pages, 4 figure

    Manufacture of silicide coatings for the protection of niobium alloys against high temperature oxidation

    At the moment, silicide coatings provide the best protection against high temperature oxidation for niobium alloys. These are envisaged for replacing nickel base alloys currently used in the hot section of turbo-engines. Silicides confer higher protectiveness to Nb base system when compared to the environmental resistance presented by Nb alloys coated with aluminides. One major advantage of silicides is probably the great number of possibilities for modifying their composition as well as their crystallographic structure. Thus, many elemental substitutions were performed over the past 20 years in order to optimize their performances in terms of oxidation resistance. The works performed at the University of Nancy focused currently on the M3M\u273CrSi6 phase which has Nb3Fe3CrSi6 as prototype [i]. Initially, the coatings were developed for the protection of niobium alloys, strengthened by solid solution and in which the niobium content was rather high, in the range of 95 weight %. The first stage of the works was devoted to thermodynamic studies leading to the determination of phase equilibria in the Nb-Fe-Cr-Si system. Then, the obtained results were used to determine the compositions of masteralloys and the conditions of the pack-cementation processs (temperature, gas atmosphere and time) for depositing the Nb3Fe3CrSi6 phase as superficial layer, in avoiding the growth of brittle silicides as well as silicide sensitive to pest phenomeno

    This paper analyzes platforms and rejections in two-sided markets with network externalities, using the specific context of a payment card association. We study the cooperative antitrust determination of the interchange fee by member banks. We use a framework in which banks and merchants may have market power and consumers and merchants decide rationally on whether to buy or accept a payment card developed by Rochet and Tirole (2002). After drawing the welfare implications of a cooperative determination of the interchange fee and antitrust conducts, we describe in detail the factors affecting merchant resistance, compare cooperative and for-profit business models, and make a first cut in the analysis of system competition
