    Regional Economic Policy Transition in the Local Government of Korea

    Regional economic policy in developing countries is dominated by central government. The potential of local government has recently attracted more interest (Eisiger 1988; Fosler 1988; Beckeman 1996; Jones 1990 ; Elkins 1966; Kossy; 1966; Leicht 1994). The general consensus is that local business climate manifests either entrepreneurial conditions. Since the early 1970s, local governments in Korea confine their policies for its diversification due to an incomplete financial environment. There has been increased public awareness that regional economic policies should be designed to give local authorities raising local organizational capacity as well as ensuring a greater equality in the allocation of funding and priorities. This study discusses regional economic policy and can summarize as follows; First, most local governments in Korea tend to adopt supply-led policies than the demanded one because of limited local resources and inexperience in its policy formulation/ implementation. Local government leaders, however, are increasingly aware of the importance of demand-led regional economic policy. This means that the entrepreneurial approach to economic development at the local level is being gradually imbedded after initiating local governance as a result of 1997 financial crisis in Korea. Second, the more wealthy, urban and industrial regions are the most innovative in every policy domain promoting regional economic development; this can be interpreted the urban areas have better access to financial/ human resources along with urban government officials having more experience in policy planning and implementation from their favorable resources. Third, there is a high correlation between policy environment factors and regional economic policy tools, particularly with the participation of private sector. The entrepreneurial approach to regional economic development is a crucial element in a firm's capability along with creation of the favorable business climate. Local governments with diverse regional economic policies tend to be associated with high government level and have more financial resources, expertise and a strong local leadership available to them. By contrast, the local governments with weaker regional economic programs are likely to be noted for poorer relationships with low level of policy environmental factor. Therefore, the central government needs to play a coordinated role of resource allocation for less favored regions in order to be diversify/ intensify regional economic development.

    Inter- and Intra-Annual Variability of Vegetation in the Northern Hemisphere and Its Association with Precursory Meteorological Factors

    Determination of phenological variation is one of the most critical challenges in dynamic vegetation modeling, given the lack of a strong theoretical framework. Previous studies generally focused on the timing of a phenological event (e.g., bud-burst or onset of growing season) and its atmospheric prompts, but not on the interactive variations across phenological stages. This study, therefore, investigated the inter- and intra-annual variability existing in all the phenological stages and the relations of the variability with four meteorological variables (surface temperature (Ts), shortwave radiation (SW ), vapor pressure deficit (VPD), and precipitation (PRCP)) using a 25-year (1982-2006) dataset of leaf area index (LAI) from the Advanced Very High Resolution Radiometer (AVHRR). Our six study sites of each 4 degree x 4 degree grids (mixed forest in China, deciduous needle-leaf forest in Siberia, evergreen needle-leaf forest in western Canada, grass in Gobi, and crops in the Central United States and southeastern Europe) include various vegetation types, local climates, and land-use types in the mid-latitudes of the northern hemisphere. Empirical orthogonal function (EOF) analysis with detrended LAI anomalies identified the two leading EOF modes that account for the amplitude and phase of the monthly LAI variations. The inter-annual correlation between the principle components (PCs) of the two modes and the meteorological variables for spring and summer showed that the amplitude and phase modes (AM and PM, respectively) were affected by different dominant meteorological factors. Over most of the study regions, AM was positively correlated with PRCP and negatively with Ts, SW, and VPD,while PMwas predominantly positively correlated with Ts. The contrasting responses of the two EOFmodes to Ts reflect environmental limitations on plant growth such as early start of growth, but with a reduced value of maximum LAI in a year with a warm spring. In addition, insignificant correlations between AMand PRCP, as well as negative correlations between PM and PRCP, in the crop regions suggest that human interventions such as advanced irrigation systems also play a key role in vegetative activity

    Estimation of Corrosion-Free Life for Concrete Containing Ground Granulated Blast-Furnace Slag under a Chloride-Bearing Environment

    The rate of chloride transport by diffusion in concrete containing ground granulated blast-furnace slag (GGBS) was mathematically estimated to predict the corrosion-free service life of concrete structures exposed to seawater environment. As a factor to corrosiveness of steel embedment, replacement ratio of GGBS was selected, accounting for 25 and 50% to total binder. As a result, it was found that an increase in the GGBS content resulted in an increase in the chloride binding capacity, which would give rise to a lower chloride diffusion rate, thereby reducing the risk of chloride-induced corrosion. When it comes to the sensitivity of parameters to service life, the effective diffusivity showed a marginal influence on serviceability, irrespective of GGBS contents while surface chloride content and critical threshold concentration revealed more crucial factors to long term chloride diffusion. As the GGBS replacement increased, the variation in service life has become less influential with changing parameters. Substantially, GGBS concrete at high replacement ratio enhanced the service life due to a combination of dense pore structure and enhanced chloride binding capacity

    Ab initio study of the effect of water adsorption on the carbon nanotube field-effect transistor

    We perform density-functional calculations to investigate the effect of adsorbed water molecules on carbon nanotubes (CNTs). Noting that the H2 O molecule has much wider energy gap than the CNT, we find that the charge transfer between them is negligible. We discuss that several recent publications, which claimed a substantial electron transfer from the water molecule to the CNT, have been based on incautious interpretations of the Mulliken population analysis. We suggest that the effect of humidity on nanotube devices may be attributed to various indirect effects enhanced by water vapors, rather than the carrier generations by the physisorbed H2 O molecules.open292

    An Angiotensin I Converting Enzyme Polymorphism Is Associated with Clinical Phenotype When Using Differentiation-Syndrome to Categorize Korean Bronchial Asthma Patients

    In this study, genetic analysis was conducted to investigate the association of angiotensin I converting enzyme (ACE) gene polymorphism with clinical phenotype based on differentiation-syndrome of bronchial asthma patients. Differentiation-syndrome is a traditional Korean medicine (TKM) theory in which patients are classified into a Deficiency Syndrome Group (DSG) and an Excess Syndrome Group (ESG) according to their symptomatic classification. For this study, 110 participants were evaluated by pulmonary function test. Among them, 39 patients were excluded because they refused genotyping. Of the remaining patients, 52 with DSG of asthma (DSGA) and 29 with ESG of asthma (ESGA), as determined by the differentiation-syndrome techniques were assessed by genetic analysis. ACE insertion/deletion (I/D) polymorphism analysis was conducted using polymerase chain reaction (PCR). Student's t, chi-square, Fisher and Hardy-Weinberg equilibrium tests were used to compare groups. No significant differences in pulmonary function were observed between DSGA and ESGA. The genotypic frequency of ACE I/D polymorphism was found to differ slightly between DSGA and ESGA (P = .0495). However, there were no significant differences in allelic frequency observed between DSGA and ESGA (P = .7006, OR = 1.1223). Interestingly, the allelic (P = .0043, OR = 3.4545) and genotypic (P = .0126) frequencies of the ACE I/D polymorphism in female patients differed significantly between DSGA and ESGA. Taken together, the results presented here indicate that the symptomatic classification of DSGA and ESGA by differentiation-syndrome in Korean asthma patients could be useful in evaluation of the pathogenesis of bronchial asthma

    Numerical prediction of pellet injection effects on core plasma fueling in the KSTAR tokamak

    Author's versionSince pellet injection into tokamak plasmas has been found to be an effective method for fueling and profile modification of core plasmas in tokamak experiments, a hypothetical injection of deutrium pellets into the KSTAR tokamak is numerically simulated in this work to investigate its influences on the fueling and transport of the core plasma depending on pellet parameters. A neutral gas shielding model and a pellet drift displacement model are used to describe the ablation and mass deposition from pellets on core plasma profiles. These models are coupled with a 1.5-dimensional (1.5D) core transport code to calculate the plasma density and temperature profiles responding to pellets injected into the target plasma. The simulation results indicate that a HFS (high field side) injection achieves more effective fueling due to a deeper pellet penetration into the core plasma, compared with a LFS (low field side) injection. The plasma density is found to increase during sequential pellet injections from both HFS and LFS, but the HFS case shows better fueling performance owing to a drift of the pellet ablatant in the major radius direction resulting in the deeper pellet penetration. Increasing the size and injection velocity of the pellet contributes to enhance the fueling efficiency. However, raising the power of neutral beam injection heating reduces the fueling efficiency because the pellet mass deposition is shifted toward the edge region in high temperature plasmas. It is concluded that the pellet size and injection direction among pellet and plasma parameters have the most dominant effects on fueling performance while the pellet velocity and heating power have relatively small influences on fueling.National Research Foundation of Kore

    The Effect of Total Thyroidectomy on the Speech Production

    ObjectivesVoice and speech alternations that can occur after total thyroidectomy are usually due to recurrent or superior laryngeal nerve injury. These alterations may also be associated with other extralaryngeal factors, such as neck muscle dysfunction and scar contracture of the neck. We performed a prospective acoustic analysis on speech changes after surgery, in the absence of laryngeal nerve injury.MethodsPatients aged 19 to 58 years undergoing total thyroidectomy, in the absence of laryngeal/pulmonary disease, previous neck surgery, or other malignant diseases, were recruited prospectively. For the running speech analysis, the speaking fundamental frequencies (SFo), range of SFo and speaking intensity were evaluated before surgery, 7 days, and 1 and 3 months after surgery. For consonant analysis, the acoustic distinctions of stop consonant, the voice onset time (VOT), vowel duration and closure duration were evaluated at the same periods.ResultsSFo and range of SFo were specifically diminished after surgery, while speaking intensities were not changed significantly after surgery. The thyroidectomized speakers displayed systematically varied VOT for the consonant production, which was phonetically representative. However, VOT after surgery could be longer in the strong aspirated and glottalized stops, but not in the lax stop than before surgery. The vowel and closure durations were not affected before and after surgery.ConclusionPatients with thyroidectomy have some difficulty of pitch control and consonant articulation during speaking. VOT is also one of the meaningful acoustic parameters and provide a reference for comparing acoustic measures before and after thyroidectomy

    Piceatannol, Natural Polyphenolic Stilbene, Inhibits Adipogenesis via Modulation of Mitotic Clonal Expansion and Insulin Receptor-dependent Insulin Signaling in Early Phase of Differentiation

    Piceatannol, a natural stilbene, is an analog and a metabolite of resveratrol. Despite a well documented health benefit of resveratrol in intervention of the development of obesity, the role of piceatannol in the development of adipose tissue and related diseases is unknown. Here, we sought to determine the function of piceatannol in adipogenesis and elucidate the underlying mechanism. We show that piceatannol inhibits adipogenesis of 3T3-L1 preadipocytes in a dose-dependent manner at noncytotoxic concentrations. This anti-adipogenic property of piceatannol was largely limited to the early event of adipogenesis. In the early phase of adipogenesis, piceatannol-treated preadipocytes displayed a delayed cell cycle entry into G2/M phase at 24 h after initiation of adipogenesis. Furthermore, the piceatannol-suppressed mitotic clonal expansion was accompanied by reduced activation of the insulin-signaling pathway. Piceatannol dose-dependently inhibited differentiation mixture-induced phosphorylation of insulin receptor (IR)/insulin receptor substrate-1 (IRS-1)/Akt pathway in the early phase of adipogenesis. Moreover, we showed that piceatannol is an inhibitor of IR kinase activity and phosphatidylinositol 3-kinase (PI3K). Our kinetics study of IR further identified a Km value for ATP of 57.8 μm and a Ki value for piceatannol of 28.9 μm. We also showed that piceatannol directly binds to IR and inhibits IR kinase activity in a mixed noncompetitive manner to ATP, through which piceatannol appears to inhibit adipogenesis. Taken together, our study reveals an anti-adipogenic function of piceatannol and highlights IR and its downstream insulin signaling as novel targets for piceatannol in the early phase of adipogenesis
