    The Elephant in the Room: Problems and Potentials of the Workers’ Party of Korea in a Korean Unification Scenario

    This paper investigates how North Koreans today, after having lived under the rule of a particular one-party system, evaluate the role, performance, and potential of the Workers’ Party of Korea (WPK) regarding future unification scenarios. This was done by analyzing survey data of North Korean migrants (N = 356) residing in South Korea, who serve as the best possible proxy for the North Korean populace. The survey comprises questions on the respondents’ general assessment of and trust in the party as well as their opinions on the role and development of the party when they were still in North Korea and now; it also includes questions about possible modes of reform for the party in the case of unification. Normatively speaking, for peaceful reunification it would be desirable for the fate of the WPK to be left to the people and free democratic elections, like in Germany; however, the particular trajectories of Korean contemporary history, including the Korean War (1950–1953), loom over such a worthwhile procedure. This is also reflected in the results that show negative appraisal of and low trust in the party, and high favor for its forced dissolution, thus providing important insights into the state of mind of North Koreans, and an important stimulus for thinking about possible ways to prepare a smooth transition into a post-division era

    EFFECTS OF TEMPERING AND PWHT ON MICROSTRUCTURES AND MECHANICAL PROPERTIES OF SA508 GR.4N STEEL

    Presented in this study are the variations of microstructures and mechanical properties with tempering and Post-Weld Heat Treatment (PWHT) conditions for SA508 Gr.4N steel used as Reactor Pressure Vessel (RPV) material. The blocks of model alloy were austenitized at the conventional temperature of 880 °C, then tempered and post-weld heat treated at four different conditions. The hardness and yield strength decrease with increased tempering and PWHT temperatures, but impact toughness is significantly improved, especially in the specimens tempered at 630 °C. The sample tempered at 630 °C with PWHT at 610 °C shows optimum mechanical properties in hardness, strength, and toughness, excluding only the transition property in the low temperature region. The microstructural observation and quantitative analysis of carbide size distribution show that the variations of mechanical properties are caused by the under-tempering and carbide coarsening which occurred during the heat treatment process. The introduction of PWHT results in the deterioration of the ductile-brittle transition property by an increase of coarse carbides controlling cleavage initiation, especially in the tempered state at 630 °C

    Factors Associated with Single-Use and Co-Use of Tobacco and Alcohol:A Multinomial Modeling Approach

    Tobacco smoking and alcohol consumption are among the most important public health concerns not only in South Korea but also globally. This study identified the factors associated with single-use and co-use of tobacco and alcohol in Korean adults and provided more accurate estimates using a multinomial modeling approach. This study used the Korea Community Health Survey Data 2017, of which 205,336 respondents were selected as the sample for a multinomial logistic regression analysis. For the group that identified as only drinking monthly compared to the reference group, we found that the direction of the following factors was opposite to that of the results of the only currently smoking group: Age, marital status, educational level, monthly household income, occupation, obesity, self-rated health, hypertension, and hyperlipidemia. For the currently smoking and drinking monthly group relative to the reference group, the overall direction was a mix of the results of only currently smoking and only drinking monthly. These findings support the development of policies that consider the risk of smoking tobacco and consuming alcohol simultaneously

    APPLICATION OF ULTRA-HIGH PERFORMANCE CONCRETE TO PEDESTRIAN CABLE-STAYED BRIDGES

    The use of ultra-high performance concrete (UHPC), which enables reducing the cross sectional dimension of the structures due to its high strength, is expected in the construction of the super-long span bridges. Unlike conventional concrete, UHPC experiences less variation of material properties such as creep and drying shrinkage and can reduce uncertainties in predicting time-dependent behavior over the long term. This study describes UHPC’s material characteristics and benefits when applied to super-long span bridges. A UHPC girder pedestrian cable-stayed bridge was designed and successfully constructed. The UHPC reduced the deflections in both the short and long term. The cost analysis demonstrates a highly competitive price for UHPC. This study indicates that UHPC has a strong potential for application in the super-long span bridges

    Prediction of Time-Dependent Chloride Diffusion Coefficients for Slag-Blended Concrete

    The chloride diffusion coefficient is considered to be a key factor for evaluating the service life of ground-granulated blast-furnace slag (GGBS) blended concrete. The chloride diffusion coefficient relates to both the concrete mixing proportions and curing ages. Due to the continuous hydration of the binders, the capillary porosity of the concrete decreases and the chloride diffusion coefficient also decreases over time. To date, the dependence of chloride diffusivity on the binder hydration and curing ages of slag-blended concrete has not been considered in detail. To fill this gap, this study presents a numerical procedure to predict time-dependent chloride diffusion coefficients for slag-blended concrete. First, by using a blended cement hydration model, the degree of the binder reaction for hardening concrete can be calculated. The effects of the water to binder ratios and slag replacement ratios on the degree of the binder reaction are considered. Second, by using the degree of the binder reaction, the capillary porosity of the binder paste at different curing ages can be determined. Third, by using the capillary porosity and aggregate volume, the chloride diffusion coefficients of concrete can be calculated.     Laboratory model tests to determine the load. The variation of the maximum permanent supported by geogrid-reinforced saturated clay and subjected to a low-frequency cyclic load are presented. In conducting the test, the foundation was initially subjected to an allowable static load. The cyclic load was then super-imposed over the static permanent settlement of a surface strip foundation settlement with the intensity of the static load and the intensity of the amplitude of the cyclic load are also presented

    The seeded growth of graphene

    In this paper, we demonstrate the seeded growth of graphene under a plasma chemical vapor deposition condition. First, we fabricate graphene nanopowders (~5 nm) by ball-milling commercial multi-wall carbon nanotubes. The graphene nanoparticles were subsequently subject to a direct current plasma generated in a 100 Torr 10%CH(4) - 90%H(2) gas mixture. The plasma growth enlarged, over one hour, the nuclei to graphene sheets larger than one hundred nm(2) in area. Characterization by electron and X-ray diffraction, high-resolution transmission electron microscopy images provide evidence for the presence of monolayer graphene sheets

    Effect of Information Disclosure Policy on Control of Infectious Disease:MERS-CoV Outbreak in South Korea

    This study examined the effect of disclosing a list of hospitals with Middle East respiratory syndrome coronavirus (MERS-CoV) patients on the number of laboratory-confirmed MERS-CoV cases in South Korea. MERS-CoV data from 20 May 2015 to 5 July 2015 were from the Korean Ministry of Health & Welfare website and analyzed using segmented linear autoregressive error models for interrupted time series. This study showed that the number of laboratory-confirmed cases was increased by 14.629 on June 5 (p < 0.001). However, this number was significantly decreased following disclosure of a list of hospitals with MERS-CoV cases (Estimate = −0.948; p < 0.001). Disclosing the list of hospitals exposed to MERS-CoV was critical to the prevention of further infection. It reduced the number of confirmed MERS-CoV cases. Thus, providing accurate and timely information is a key to critical care response
